A RESOLUTION ADOPTING THE CITY OF SPRINGFIELD DRAFT STORMW A TER
FACILITY MASTER PLAN DATED October 2008
WHEREAS, the City of Springfield owns, operates and maintains a public
stormwater collection and conveyance system to serve lands within the urban services area of the
City; and
WHEREAS, the Oregon Department of Environmental Quality has issued a National
Pollution Discharge Elimination System (NPDES) Permit (#102896) for all existing and new
discharges from the municipal separate storm sewer system to the waters of the state within the
City of Springfield; and
WHEREAS, said Permit includes certain conditions related to the operation of the
collection and conveyance system owned and operated by the City of Springfield; and
WHEREAS, on July 21, 2003 the City entered into a contract with URS Corp, to
prepare a Stormwater Facility Master Plan for the City of Springfield that will evaluate the
existing system deficiencies and future system needs to accommodate growth with in the current
urban services area of the City of Springfield; and
WHEREAS, said Plan identifies existing deficiencies and future needs in the City's
stormwater collection and conveyance system; and
WHEREAS, public notice was provided and a public hearing was held to provide an
opportunity to the public to comment on said Plan and the City Council did consider said
comments, if any, in its deliberation on said plan; and
WHEREAS, said Plan was prepared to the satisfaction of the City Engineer and the
City Engineer has recommended that the City Council adopt said Draft Stormwater Facility
Master Plan;
NOW, THEREFORE, BE IT RESOLVED, THAT THE City Council hereby
adopts the Draft Stormwater Facility Master Plan prepared by URS Corp, dated October 2008, for
use by the City of Springfield in operating and maintaining its stormwater collection and
conveyance system.
Be it further resolved, that this Resolution shall take effect upon adoption by the
Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of -L for and
~ against, the 20th day of October ,2008.
