Condition #1: Prior to Final Plat approval, Parcel 2 must be revised to contain at least 45 feet
offrontage to Deadmond Ferry Road.
Applicant Response: Parcel 2 has been revised to contain 45 feet of frontage as shown on the
Partition Plat included with this application. .
Staff Finding: This condition has been met.
Condition #2: Prior to Final Plat, the applicant shall obtain necessary plumbing permits and
construct all pipe work proposed on the private property area. In addition, prior to Final Plat, an
encroachment permit will be required for connecting to the existing 6 inch waste water lateral
located within the public right-of-way and within the 7 foot public utility easement.
Applicant Response: Permit numbers 2008-00892 and 2008-00915 are submitted as part of
this packet and should satisfy this condition.
Staff Finding: This condition has been met.
Condition #3: Prior to approval of the Final Plat, the applicant shall obtain necessary
encroachment permit for all new storm pipe and rip rap work located in the existing public
drainage ditch located along the west side of the property. '
Applicant Response: Permit numbers 2008-00892 and 2008-00915 are submitted as part of
this packet and'should satisfy this condition.
Staff Finding: This cO,ndition has been met. ,
Condition #4: Prior to Final Plat approval, identify the seed mix for the water quality swale. The
seed mix'shall meet the requirements of the City's interim design standards as required in .
Section 3.02 of the EDSPM. The City of Portland stormwater management manual may be
. referenced for design. " ,

Applicant Response: Attached with this packet is a copy of the seed mix for the water quality
swale.
Staff Finding: This condition has been met.
Condition #5: The water qualityswale shall be fully vegetated with all vegetation species
established prior to approval of Final Plat. Alternatively, ifthis condition cannot be met, the
applicant shall provide and maintain additional erosion control/water quality measures
acceptable to the Public Works Department that will suffice until such time as swale vegetation
becomes fully established.
, Applicant Response: The water quality swale has been seeded and an erosion control blanket
has been added. Pending addition of some rock around an inlet, this condition is satisfactory to
City Public Works Staff.
Staff Finding: This condition has been met.
Condition #6: Prior to approval of the Final Plat, the common driveway must be constructed to
support an 80,000 pound imposed load per Springfield Fire Code 503.2.3 and SDC Appendix
102.1
Applicant Response: Attached to this application is a statement from Durbin Excavating
confirming that the driveway was constructed with the materials that support an 80;000 pound
load.
Staff Finding: This condition has been met.
Condition #7: Prior to Final Plat approval, the plat shall be revised to include;
. A 10 Foot access easement centered on the common lot line of parcels 1 and 2, to allow
the city to access the drainage easement for maintenance, and
. Applicant Response: An Easement Relocation Agreement was recorded August 25, 2008,
Reception No. 2008-048623 which includes the 10 foot access easement centered on Parcels 1
and 2. A copy of said agreement is included in this application.
Staff Finding: This condition has been met.
. A 25 foot maintenance/ access easement at the NW corner of the site, to allow the city to
maintain the public drainage way, and
Applicant Response: An Easement Relocation was recorded August 25,2008, Reception No.
2008-048623 which includes the 25 foot access easement at the NW corner of Parcel!. A copy
of said agreement is included in this application.
Staff Finding: This condition has been met.

Condition .#8: The public maintenance access agreement (instrument #2005-096563, recorded
December 5, 2005) shall be vaca'ted prior to approval of the Final Plat.
Applicant Response: The Public Maintenance Access Easement was relocated by Easement
Relocation Agreement, recorded August 25, 2008, Reception No. 2008-048623. A copy of said
agreement is included with this application.
Staff Finding: This condition has been met.

THIS IS NOT A DECISION ON THE PLAT. The plat pre-submittal meeting shall be held within
one year of the date of the Land Division Tentative approvaL A 'complete Land Division Plat
application shall be submitted within 180 days of the pre-submittal meeting. If the applicant has
not submitted the Land Division Plat application within these time frames, the Land Division
Tentative approval shall become null and void and re-submittal of the Land Division Tentative
application shall be required per SDC 5.2-140.

Land Division Plat Application Process (see next page for a diagram of this process)
1. Applicant Submits a land Division Plat A/lplication for Pre-Submittal
. The application must conform to the Land Division Plat Pre-Submittal Requirements
Checklist on pages 5 & 6 of this application packet.
. The purpose of pre-submittal is to ensure the applicant has all items necessary for a
complete submittal.
,
. A precsubmittal meeting to discuss completeness is mandatory.
. Pre-submittal meetings are conducted every Tuesday and Friday, from 10:00am -
noon.
o We strive to conduct the pre-submittal meetings within five to seven working days of
receiving the application.
2. Applicant and the City Conduct the Pre-Submittal Meeting
. . The applicant, owner, and design team are strongly encouraged to attend the pre-
submittal meeting.
. The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office,and the Planning
Division. .
. The meeting. is scheduled for 30 to 60 minutes.
. The Planner provides the applicant with a Pre-Submittal Checklist at the end of the
meeting specifying the items required to make the application complete if it is not
already complete. .
. The applicant will then have 180 days to make the application complete for submittal
and acceptance by the City.
3. Applicant Submits a Complete land Division Plat Application
. When the applicant has addressed all items on the Pre-Submittal Checklist and the
City Surveying Section has notified the applicant's surveyor that the plat and other
. documents are sufficiently refined, the applicant can submit a complete application to .
the City Survey.5ection located in th~ NW Quad of City Hall.
. The application must conform to the Land Division 'Plat Submittal Requirements
Checklist on page 6 of this application packet~ .
. If the submittal is deemed complete; the City Survey Section will sign-off on the City
Survey approval sheet and send the applicant to the Development Services
Department for application submittal and fee collection.
. Planning staff checks and signs the mylars.
4. Applicant Records Plat at lane County & Submits Plat and Documents to City
. After Planning staff checks and signs the mylars, the plat may then be recorded by the
applicant's surveyor at Lane County. .
. After plat has been recorded at Lane County, applicant submits five (5) recorded,
rolled paper copies of the plat and three (3) copies1of required documents to the
Development Services Department prior to the issuance of building permits.
