BACKGROUND
The original site plan \/)/as City of Springfield Journal 89-03-51. The original Site Plan was
submitted for the purpose of constructing an addition to the existing dry lumber storage building
in order to house a "sticker stacker". Aletter authorizing Preliminary Site Plan Approval was
. issued March 21, 1989 subject to a list of "Standards. to be Met". Paving of a parking lot and
installation of associated landscaping was included in the decision under these standards. A
building permit was issued for the dry lumber storage building Jpermit number 890560) in June,
1989 and a final inspection was approved on February 4, 1991. To date, the parking area has
not been paved and the landscaping has not been installed. This decision addresses these
uncompleted items originating from the 1989 Site Plan Review and reviews Springfield .
DevelOpment Code Standards for Site Plan Review Modification.
PROPOSED MODIFICATIONS
The application proposes to replace an existing 1,104 sqiJare foot structure, which currently
houses a sorter, with a 5,040 square foot structure to house both the sorter and a new resaw. A
parking lot is proposed to be paved and landscaping installed as requirements of a previous
decision which is dis.cussed above.

The current application was submitted April 5, 2006. An incomplete letter was sent out on April
28, 2006 and' a revised plan and responses to the incomplete itemswere submitted to the City
of Springfield on June 9, 2006. .
DECISION
Preliminary Site Plan Modification approval as the date of this letter. A Letter of Credit will allow
a six month delay for the paving and landscaping of the parking ,area with a Temporary
Occupancy permitted for the resaw building. The deadline for the completion of the paving and
landscaping of the parking area is six months from the date the building inspector issues the
Temporary Occupancy inspection for us~ of the resaw building.
SITE INFORMATION
The subject property involved in this request is Oregon Industrial Lumber Products. It is located
at 3950 Marcola Road, Assessor's Map #17-02-19-00 Tax Lot 3500.. A portion of Map & Tax
Lots 17-02-30-002400 and 17-02-20-00 1300, which are the parcels containing the proposed
parking lot and handicap spaces area in front of the office building, are currently owned by .
Weye'rhaeuser. The property is located inside the city limits on the north side of Marcola Road.
The zoning is Heavy Industrial (HI). Surrounding property to the west is zoned Low Density
Residential, to the east, west and north is zoned Public Land and Open Space (PlO), to the
south is Marcola Road with HI and PLO across the street
CRITERIA FOR APPROVAL
1. The zoning is consistent with the Metro Plan diagram, and/or the applicable
Refinement Plan diagram, Plan District map, and Conceptual Development Plan.
Finding 1: This criterion has been met The Heavy Industrial zoning is consistent with the
Eugene-Springfield Metro Area General Pjan. .
2. . Capacity requirements of public irnprovements, including but not lirnited to,. water
and electricity; sanitary sewer and storrn water rnanagement facilities; and streets
and traffic safety controls shall not be exceeded and the public irnprovernents
shall be available toserve.the site'at thetirne of,developrnent, unless otherwise
. provided for by this code and other applicable regulations. The Public Works
Director or a,utility provider shan deterrnine capacity issues.
Finding 2: Stormwater management 'is the only public s'ystem that would be affected by this
proposal. The applicant has submitted a' stormwater management system that resolves
stormwater issues so the project will have minimal impact on the public facilities.
3. The proposed development shall corn ply with all applicable public and private
design and construction standards contained in this. Code and other applicable
regulations. . .
Finding 3: Springfield Development Code (SDC) 20,070 (9) lists an exception to the number of
parking spaces required, Subsection (9) reads as follows, "Parking spaces may be reduced on

a one for one basis when the number of spaces required is more than the number. of
employees working on the busiest shift, provided that a landscaped area equal to the total
number of spaces reduced shall be held in reserve for future use." .
Finding 4: 81 parking spaces are required considering the existing buildings and proposed
building. 40 spaces are shown on the plan. The applicant has stated that there are AO
employees working on the busiest shift.

Condition 1: Show an area on the Final .Site Plan which will accommodate an additional
parking area containing 41 parking spaces. .This area shall be held in reserve for future use.
Finding 5: The applicant has proposed delaying completion of the improvements to the parking
lot area until six months after temporary occupancy of the re-saw building by utilizing a.Letter of
C~~ .
Finding 6: SDC 31.110 states that all required improvements shall be installed prior to the .
issuance of a Certificate of Occupancy or Final Building Inspection for-the development, except
as specified in Section 31.010 if this Code or impro\(ements may be deferred for good cause by
the Director if security in accordance with Subsection (3) of this Section. is approved to the
satisfaction of the City Attorney. .
Condition 2: After the' Final Site Plan is approved and prior to signing the Development
Agreement, submit a written estimate (per .SDC 31.110 (2)) from a construction firm and a
landscaping firm stating the cost of the materials and labor to install the parking lot and
.Iandscaping based on the approved Final Site plan. Provide a Letter of Credit which approves
funds equal to 110. percent of tbis cost. This letter of credit must be approved by the City
Attorney, The improvements to the parking lot must be completed six months after the building
inspector approves the Temporary Occupancy inspection on the re-saw building. If the
installation of the improvements is not completed within the period stipulated or if the
improvements have been improperly installed the security may.be used by the City to complete
the installation.
Finding 7: The proposed plan shows two handicap parking spaces 9 feet wide with a 6' wide
access aisle in between the spaces and a sidewalk connection to the 3500 square foot office
building. The area from the paved driveway accessing the site'to .these parking spaces is
shown unpaved.
Finding 8: SDC 31.190 (1) states that all parking areas shall have a durable, dust free
surfacing of asphaltic concrete, Portland cement concrete or other materials in accordance with
the Building Safety Codes and approved by the Building Official. Parking lot surfacing shall not
encroach upon the public right-of-way except where approved for access.

Finding 9: SDC 31.190 (8).(b) states that the number and dimensions of parking spaces for
. disabled persons shall be as specified in Section 1104 of the StruCtural Specialty Code. Section
1104 of the Structural Specialty Code requires two disabled parking spaces for 26 to 50 total
spaces in the lot. l!l addition one in every eight accessibie space, but not less than one, shall
be van accessible. A van accessible parking space shall be at least 9 feet wide and shall have
an adjacent aisle that is at least 8 feet wide. A sign shall be posted for each accessible parking.

Condition 3: On the Final Site Plan, show the area accessing the disabled parking spaces as
paved. Show an eight foot access aisle, with required signage for the disabled spaces.
Condition 4: The property line abutlingthe right-of-way on Tax Lot 17023000-2400 must be
staked and marked at the time of construction so that the planted setback area and parking lot
surfacing does not encroach upon the public right-of-way except where approved for access.
. Finding 10: SDC 31.050 (9) (b) states thatif the applicant is not the property owner, written
permission from the property owner shall be required. SDC 3.050 (3) (b) requires that evidence
by the property affected by the application is in the exclusive ownership or control of the
applicant, or that the applicant has the consent of all owners of the affected property to act on
their behalf.'
Finding .11: Weyerhaeuser Corporation is the owner of Tax Lots 17023000-2400 and
17022000-1300 which are the parcels proposed to be developed with . the parking lot,
landscaped setback, detention pond and area for the disabled parking spaces. Written
permission has not been received by the City.

Condition 5: Submit written permission froni the Weyerhaeuser Corporation that the proposed
improvements to property under their ownership have been approved or submit evidence that
the property has been transferred to the exclusive ownership of Oregon Industrial Lumber. This
permission or' evidence must be submitted before the Development Agreement can be signed
and before issuance of any building. permits. . .
4. Parking areas and ingress-egress points have been designed to: facilitate
vehicular traffic, bicycle and pedestrian. safety to avoid congestion; provide
connectivity within the developrnent area and to adjacent residential areas, transit
stops; neighborhood . activity centers, and comrnercial, industrial and public
areas; minimize curb cuts on arterial-and collector streets as specified in this
Code 'or other applicable regulations and cornply with the OOOT access
rnanagernent standards for state highways. "

Finding 12: The tentative plan does not meet the fire depa"rtment specifications per the 2004
Springfield Fire. Code Appendix 0, Figure 0103.1 for parking lot turnaround,

5. Physical features, including but not limited to, significant clusters of tress and
shrubs, watercourses shown on the Water Quality Lirnited Watercourse Map and
their associated riparian areas, wetlands, rock outcroppings and historic features
. have been evaluated and protected as specified in this Code or other applicable
regulations.
Finding 14: The MarcolalOxobow Ditch is shown on the Water Quality Limited Watercourse
Map encompassing a portion of Map & Tax Lot 170230-2400 on the south side of the railroad,
tracts, .
Finding 15: This waterway is lodged between the road, the railroad and an existing parking
area. The application is proposing a detention pond between the ditch and parking lot, planted
with a native seed mixture, Stormwater management, conveyance and water quality have been
addressed in the accepted storm water plan and calculations.
CONDITIONS OF APPROVAL
The applicant shall provide three (3) copies of the Modified Final Site plan and required
documents within 90 days of the date of this letter incorporating the following conditions:
1. Show an area on the Final Site Plan which will accommodate an additional parking are!,!
containing 41 parking spaces. This area shall be held in reserve for future use..
2. After the Final Site Plan is approved and prior to signing the Development Agreement,
submit. a written estimate (per SDC 31.110 (2)) from a construction firm and a
. landscaping firm stating the cost of the materials and labor to install the parking lot and
landscaping based on the approved Final Site plan. Provide a Letter of Credit which
approves funds equal to 110 percent of this cost. This letter of credit must be approved
by the City Attorney. The improvements to the parking lot must be completed six
months after the building inspector issues the Temporary Occupancy inspection allowing
use of the re-saw building. If the installation of the improvements is not completed within
the period stipulated or if the improvements have been improperly installed the security
may be used by the City to complete the installation,

6. Show a parking lot turnaround on the Final Site Plan which meets the 2004 Springfield
Fire Code requirements.
7. Provide a statement verifying that the construction of the access into the parking lot
including the turnaround will support an 80,000 lb. load per the 2004 Springfield Fire
Code.
