Response: SDC Section 3.2-410 does not specifically list heavy truck sales as a use in any zoning district. Automotive, heavy equipment repair is a "permitted" use within the LMI zone. The primary use of the Kenworth facility will be the reoair and service of heavy trucks. The majority of the square footage on the site is devoted to repair. As such staff believes that it is accurate to say that the project is primarily a repair facility. Truck sales are a secondary use. The proposed use is a permitted use under the Code. Other Questions The remaining questions are transportation and public works related. The City Surveyor offered an opinion on the status of certain "paper" streets and various vacations of right- of-way. Planning staff provided the applicant an exce:;pt from.the Glenwood Refinement Plan that speaks directly to transportation issues on 22" Street, in the vicinity of the proposed, development. The Refmement Plan mandates that new development take into consideration the existing residential development and build interim facilities that avoid impact on residents on the north side of 22" . In a somewhat contradictory statement, the Refinement Plan calls for building to accommodate future industrial development in the area. Transportation Policies #5 and #6 state that the responsibility for making street improvements in the area will fall upon those property owners initiating the improvements, and that as an interim measure a 2/3 street will be built with curbs, gutters and sidewalk being provided on the industrial side. ,
