'STORM DRAINAGE EVALUATION
Parking Lot Redevelopment
SPRINGFIELD, OREGON
This evaluation was prepared to summmize the drainage system proposed with the
redevelopment of the parking lots of Oregon Industrial Lumber. The site is located at
3950 Marcola Road in Springfield, Oregon. The site stolll1Water design includes a
vegetated filter strip, grassy swale and dual chamber catch basins.
Existing Conditions
The site includes rnultiple industrial buildings, gravel parking lots, an asphalt path from
the mill to Marcola Road and !,'fassy field areas. The total site 11.02 acres, but
construction will only occur on a portion of the site. The portion of the site that
construction will occur is the area in.betw'een the mill, Marcola Road and the office. The"
runoff from the northeast parking lot drains to the east open channel and the runoff from
the southwest parking lot drains to the west open channel. The east open channel flows to
the east and the west open channel flows to the west (see Existing Conditions Plan).
According to the Soils Survev of Lane Countv, Orel!on, by the Natural Resource
Conservation Service, the soil at the site is 51 percent Ritner Cobbly Silty Clay Loam
(I 13E), 27 percent Ritner Cobbly Silty Clay Loam (I 13 C), and 22 percent Nekia Silty
Clay Loam (89C). This soil is moderately-well draining and has a high water table
greater than 6 feet.
Proposed Drainage System
The northeast parking lot redevelopment area is 7,305 square feet. The portion that will
be conve11ed to asphalt parking is 6,326 square feet. The remaining section will be
converted to a'vegetative filter strip and used to treat the n0l1heast parking lot runoff
before it flows into the east open channel. The southwest parking lot redevelopment area
is 33,884 square feet. The southwest parking lot has a ridge which divides the runoff
between the east open channel and west open channel, with 11,884 square feet of the
southwest parking lot flowing to the east open channel and 22,000 square feet flowing to
the west open channel (See Parking Lot Improvements and Grading Plan).
The southwest parking lot flowing to the west open channel was modeled in SWMM 5.0
to compare the runofffor the existing and proposed conditions during the 25-year stonn
event (4.8 inches/24hour.). The proposed impervious surface is the new asphalt parking
lot, concrete curbs and has a Manning's "n" overland flow value 0.011; the existing area
is gravel and grass with a weighted "n" value of 0.015. The modeled calculated the peak
runofffrom the existing conditions to be 0.76 cfs and the proposed condition to be 0.8 cfs
(See Runoff Southwest Parking Lot). Since the difference in the peak runoff is only 0.04
cfs, a detention pond is not proposed for the southwest parking lot flowing to the west
open channel. The water quality treatment system proposed for this section of parking lot

Oregon Industrial Lumber
is a grassy swale. The grassy swale was designed based on the Portland Stonmvater
Management Manual, which requires a 9 minute residence time in the swale during the
water quality stonn event (0.83 inches I 24 hours). To meet this requirement the swale is
proposed to be 70 feet long (See Grassy Swale Calculations), (See Parking Lot
Improvements and Grading Plan).
The portion of the southwest parking lot that flows to the west open channel will have a
proposed impervious area of I 1,736 sf. The City of Springfield has granted Oregon
Industrial Lumber the use of the right-of-way near the entrance to the property.
Therefore, the runoff from the right-of-way area not belonging to Oregon Industrial
Lumber will be treated. The water quality treatment will be a dual chamber catch basins
that separates sediment, grit and floatables (See Parking Lot Improvements and Grading
Plan).
