Land Division Submittal Requirements Checklist"
*If you feel an item does not apply, please state the reason why and attach the explanation to
this form,
1. Application fee-refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development Services
Department. The application fee and current postage .fee is collected at the time of
complete application submittal.
2. Copy of the deed and a preliminary title report-one copy issued within the past 30
days documenting ownership and listing all encumbrances, If the applicant is not the
property owner, written permission from the property owner is required.
3. One additional copy of the Land Division Plan reduced to 8'h"x 11", which will be
mailed as part of the required neighboring property notification packet.
4. Right-of-Way Approach Permit application must be provided where the property has
frontage on an Oregon Department of Transportation (ODOT) facility.
5. Stormwater Management System Study-four copies of the study with the completed
Stormwater Scoping Sheet attached. The plan, supporting calculations and
documentation must be consistent with the Engineering Design Standards and Procedures
Manual.
6. Traffic Impact Study-four copies of a study prepared by a Traffic Engineer in accordance
with SDC Section 32.020(1)(c). Traffic Impact Studies (TIA) allow the City to analyze and
evaluate the traffic impacts and mitigation of a development on the City's transportation
system. In general, a TIA must explain how the traffic from a,given development affects
thetransportation system in terms of safety, traffic operations, access and mobility, and
immediate and adjoining street systems. A TIA must also address, if needed, City, metro
plan and state land use and transportation policies and objectives.
7. Seven copies of the following plan sets for the Pre-Submittal Meeting

, The purpose of this partition is to convert one (1) tax lot into two (2) legal City of Springfield
lots.' The partition will create one parcel with access off of South 37th Street and one parcel with
, access off of Oregon A venue. There is an existing house on Tax Lot 7800 that will remain on
site. The property is located within the urban growth boundary. .
The applicable requirements for a tentative partition per the 'Land Division Checklist' are
,addressed below, In addition, the criteria of approval per Springfield Development Code (SDC)

1) Prepared by an Oregon licensed Landscape Architect or Engineer
The seal and signature of Wade Holaday, an Oregon licensed Civil Engineer is shown on Site
Assessment, Sheet I.,
2) Vicinity map
The vicinity map is shown on the Site Assessment, Sheet I.
3) The name, location and dimensions of all existing site features including buildings, curb
cuts, trees and impervious surface areas, clearly indicating what is remaining and what
is being removed.
There is an existing house on the subject property (Tax Lot 7800); the dimensions are shown on
the Site Assessment, Sheet I. There are three (3) trees with diameters greater than 5". The
existing driveway width of 22 feet is shown on the Site Assessm.ent, Sheet I, The existing house
will remain. The existing shed and two (2) trees will be removed. The name, location, and
dimensions of any and all buildings, curb cuts, trees, and impervious surface areas. have been
delineated on the attached Sheet I.
. 4) Required setbacks to the proposed new property lines for existing structures to remain
on site.
The existing house on proposed Parcell has a setback of 19.5 feet from the front property line
and 10.0 feet from the new rear property line, which exceeds the, requirement of 10 feet. The
said house has an interior yard setback of ui.3 feet in the North and 5.0 feet in the Southeast,

This site is outside of the 500 year flood zone as shown on FIRM map number 41 039C 1161 F, as
noted on Sheet I. The site is not within the 100 year floodplain. This is not applicable.
7) The Time of Travel Zones, as specified in Article 17 of this Code and delineated on the
Wellhead Protection Areas Map on file in the Development Services Department
The ten-year time of travel zone is delineated on the Site Assessment, Sheet I.
8) Physical features including, but not limited to trees 5" in diameter or greater when
measured 4 Y, feet above the ground, significant clusters of trees and shrubs, riparian
areas, wetlands and rock outcroppings.
There are three (3) trees located on site, two (2) will be removed. There are no riparian areas,
wetlands, or rock outcroppings. Any physical features including, but not limited to trees 5" in
diameter or greater are shown on the attached sheets,
9) Soil types and water table information its mapped and specified in the Soils Survey of
Lane County. A Geotechnical Report prepared by an Engineer must be submitted
concurrently if the soils survey indicates the proposed development area has unstable
soils and/or a high water table
The soils in this area are stable. According to the Soil Survey of Lane County, the types of soils
that occur on the subject parcel are; 54% Type 119 - Salem-Urban Land Complex with high
water greater than 6' in depth and 46% Type 101 - Oxley- Urban Land Complex with high water
between 0.5' -1.5'. This information is noted on Sheet 1.' A Geotechnical Report is not required
because the soils on the site are stable.

Ail existing easements shown on the attached title report are delineated, or noted (if not site-
specific), on the tentative partition drawing. There is a proposed 7' wide Public Utility

Easement along the Oregon A venue frontage of Parcels I and 2, and along the South 37 Street
frontage of Parcel I. There is a proposed 10' wide Private Utility Easement that wiil be located
over the proposed water and sanitary service lines shown on the Tentative Partition Plan, Sheet 2.
3) Dimensions and size of each parcel and the, approximate dimensions of each 'building
site indicating the top and toe of cut and fill slopes to scale
Proposed Parcel I is 5,906 square feet and proposed Parcel 2 is 4,505 square feet, which is
indicated on the Tentative Partition Plan, Sheet 2, The existing house on proposed Parcel I will
remain, and dimensions are shown for this house on Sheet 2. Proposed future building sites on
proposed Parcel 2 are not known at this time. The dimensions of each parcel are shown on the
Tentative Partition Plan.
4) Location .and type of existing and proposed street lighting
Any existing street lighting is shown on the Tentative Partition Plan. No street lights are
proposed.
5) The location, widths and names of all existing streets, alleys, dedications or other rights-
of-ways within or adjacent to the proposed land partition -
The proposed Parcell is located along South 37'h Street which has a right-of-way width of 50
feet. The proposed Parcel 2 is located along Oregon Avenue which has a right-of-way of 50 feet.
The location, width, and name of ail existing streets, aileys, dedications, or other rights-of-ways
within or 'adjacent to this proposed land partition are shown.. No streets are proposed as part of
this application.
6) Location of existing and required traffic control devices, fire hydrants, power poles,
transformers, neighporhood mailbox units and similar public facilities
The locations of any existing pubiic facilities are shown on the attached Tentative Partition Plan,
Sheet 2. the nearest fire hydrant is located 85' 'Southwest of the site on the South side of Oregon

SDC 34.050 - Tentative Plan Criteria for Auuroval
1) The request as conditioned fully conforms with,the requirements of this Code
pertaining to parcel size and dimensions.
a) SDC 16.030 (1) states,that "Lots in east-west streets shall have a minimum lot size of
,4,500 square feet and a minimum lot frontage of 45 feet.
The proposed Parcel 2 will be 4,505 square feet, which is above the minimum lot size of
4,500 square feet Parcel2's street frontage on Oregon Avenue is 86.64 feet, which meets the
minimum lot frontage criteria.
b) SDC 16.030 (2) states that "Lots in north-south streets shall have a minimum lot size
of 5,000 square feet and a minimum lot frontage of 60 feet
The proposed Parcell will be 5,905 square feet, which is above the minimum lot size of
5,000 square feet Parcel I's street frontage on South 37th Street is 96.48 feet, which meets
the minimum lot frontage criteria.
2) The zoning is consistent with the Metro Plan diagram and/or applicable refinement
plan diagram. .
The Metro Plan Diagram shows this property as appropriate for Low Density Residential.
This plan designation is consistent with the applicable zoJ,ling, which is LOR.
3) Proposed on-site and off-site public and private improvements are sufficient to
accommodate the proposed development as specified in Article 31, 32, the appropriate
zoning and/or zoning overlay District Article and any applicable refinement plan.

within the development area and to adjacent residential areas, transit stops,
neighborhood activity centers, and commercial, industrial and public areas; minimiie
curb cuts on arterial and collector streets as specified in Articles 31, 32, the appropriate
zoning and/or zoning overlay district article and any applicable refinement plan; and
comply with ODOT access management standards for state highways.
The existing driveway that provides access to the proposed Parcell from South 37th Street
will remain. Existing curb cuts along Oregon Avenue will provide access to Parcel 2.
No state highway exists adjacent to this site, so ODOT management standards for state
highways do not apply.
5) Physical features, including but not limited to significant clusters of trees and shrubs,
watercourses shown on the WLQW Map and their associated riparian areas, wetlands,
rock outcrop pings and historic features have been evaluated and protected as required
by this' code.
There are no significant physical features including significant clusters oftrees or shrubs,
watercourses, wetlands, rock outcroppings or historic features present on this site; thus this is
not applicable.
6) The proposed development and associated site alterations have been designed and
located in a manner that demonstrated that they will protect the state and federally
designated beneficial uses of and standards for groundwater and surface water quality
on and/or adjacent. to the site and will ensure that state antidegradation requirements
are met.
No development is proposed on this site at this time. Future development will occur under
the site review process, at which point development impact can be adequately measured and
assessed. '
7) Development of any remainder ofthe property:underthe same ownership can be
accomplished in accordance with the provisions of this code.
There will not be any remainder of this property that can be developed.
8) Adjacent land can be developed ods provided access that will allow its development in
accordance withthe provisions of this code. '

9) When there is not concurrent annexatio'n application submitted with a Partition
Tentative Phin on property that is outside ofthe city limits but within the City's urban
services area, the standards specified in Section 29.070(5) of this Code shall also apply.
(a) The minimum area for the partitioning of land in the UF-I0 Overlay District ~hall
be 10 acres.
(b) EXCEPTIONS: .
1. Any proposed new parcel between 5 and 10 acres shall require a Future
Development Plan as specified in Section 29.070(1)(c)'for ultimate
development with urban densities as required in this Code.
2. In addition to the standards of Subsection (9)(b)l, any proposed new parcel
that is less than 5 acres shall meet one of the following standards:
a. The property to be partitioned shall be owned or operated by a
governmental agency or public utility; or
b. A majority of parcels located within 100 feet of the property to be
partitioned shall be smaller than 'five acres.
3. No more than three parcels shall be created while the property remains
within the UF-IO Overlay District, unless permitted by Section 34.040(2).
The property is within the city limits, thus this is hot applicable.
