Box 11906 Eugene, OR 97440 Re: Home Builders Association of Lane County, and Home Builders Construction Company vs. City of Eugene, City of Springfield and Lane County LUBA Nos. 2004-079. 2004-082 and 2004-094 Dear Bill: The purpose of this letter is to respond to your public records request to Bill Grile dated September 9, 2004 relating to the Metro Plan housekeeping amendments. You have asked for "all the data showing the acreage being changed which results in the net acreage change shown in Table 1" of an October 30,2003 memo from the Metro Plan Periodic Review staff team to the three jurisdictions' planning commissions. Enclosed please find a table by site address and map lot of Springfield properties with a . proposed Metro Plan diagram change. Springfield Planner Mark Metzger sent this table to Carol Heinkel on September 30, 2003. It contains the spreadsheet summarizing the Metro Plan changes for the City of Springfield for the October meeting. The second sheet is an updated spreadsheet that was sent to Carol Heinkel on January . 9, 2004 that included the added lots behind the Albertsons and deleted the Wildish parcels. The change for Wildish from PLO to LMI was dropped when it was determined that the PLO designation was a graphic error caused by the computer when the green Willamette Greenway somehow colored in two whole parcels. The City also found a few more lots behind Albertsons behind 58th that needed to added to the list of parcels that were redesignated low density residential from commercial. These were all developed lots. The only vacant residential lot in Springfield that was affected by the change is one that changed from LDR to commercial (.28 acres). Bill Kloos September 16, 2004 Page 2 For properties in Springfield, all refinement plan amendments done before 1995 are included in the inventory because 1995 was the inventory based date. Springfield sent any post-inventory changes to lCOG to make appropriate changes in RLlD. Thus, they are not part of the housekeeping amendments because they do not represent changes in the inventory.
