RE: Amendments to the Eugene-Springfield MEtrOpolir.an Area General Plan, Chapter m,
Section G. Public Facilities and Services Element and Chapter V Glossary; and Amendments to
the Eugene-Springfield Public Facilities and Services PIan (PFST').
To: Joint Planning Commissions of Eugene, Springfield, and Lane County
The Eugene Association afREALTORS@respectfullyrequesrthatthe Jom Planning
Commissions reject the proposed amendments and extend t;hepublic comment period.
The rationale for this request is based. on Oregon Administrative Rule (OAR) 660~11-0000 to
660-011-0065, under Goal 11 , which provides specific direction for amendments to the
Comprehensive Plan 3Ild the public facility plan. The proposed' Facilities Plan amendments are
regulated by OAR 660-01 1-0045 and require that the Facilities PIan represent specilic projects.
The laIge categories, presented in the Facilities Plan must be broken down iuto specific projects
and costs,
We understand that MWMC's 20-ycar projecr.1ist will be recommended by MWMC directly to
the elected official and hy' ...=. the planning commiSsions, The proposed Facilities Plan nmst go
through the required and accepted process before being presented to the elected officials of the
responsible jurisdictiOllS,
In conclusion, the Facilities Plan is an element ofperiodi.c review wbi.ch started in the metro area
in 1995 and repreSents a 20 year period. To ma;n""in CDlISistency fur all pl"""ing the Facilities
Plan should provide pl.nnirtg up to 2015, not 2025 as stated. in the proposed amendments,
Altering the real periodic review period will drastically aher the need for certain projects and the
funding for them.
Please, rejecr. the request for ~..... v,oaJ of the proposed amendments and ask that the process
standards be honored that guide consisteot and predictable planning,
