NOTICE IS HEREBY GIVEN that on Tuesday, April 20, 2004, at 7:00 p.m. in the
Library Meeting Room of Springfield City Hall, 225 Fifth Street, Springfield, OR, the

11. Springfield and Eugene rely on a combination of regional and. local services forthe
provision of wastewater services. Within each City, the local jurisdiction provides
collection of wastewater through a system of sanitary sewers and pumping systems.
These collection facilities connect to a regional system of similar sewer collection
facilities owned and operated by the Metropolitan Wastewater Management
Commission ("MWMC"), an entity formed under an intergovernmental agreement
created purSuant to ORS 190. Together, these collection facilities (which exclude
private laterals which convey wastewater from individual residential or
commercial/industrial connections) constitute the primary collection system.
q.. . The primary collection system conveys wastewater to a treatment facilities system
owned and operated by MWMC. This system consists of an interconnected Water
Pollution Control Facility ("WPCF"), a biosolids facility and a beneficial reuse
. facility.

is being used to plan for needed MWMC capital improvements based on engineering evaluation

Conveyance:
, Conveyance capacity and inflow and infiltration (III) ratios are important criteriaby which to
assess the performance of a wastewater collection system. Conveyance capacitY is a function of '
adequate pipe sizing arid measures a system's ability to move effluent efficiently. Inflow and
infiltriltion ratios express the amount of stormwater entering a sewer system through 'defective
pipes and pipe joints, or thfough the cross connection of stormwater lines, combined sewers,
catch basins, or manhole covers. Such "n~=eous stormwater entermg the wastewater system
, unne<(essarily burdens both conveyance and treatment fucilities.,

VI. Amendments to the Plan
This chapter describes the method to be used in the event it becomes necessary or appropriate to
, modify the text, tables or'the maps contained in the Public Facilities Services Plan ("the Plan").
Flexibility of the Plan
Certain public facility project descriptions, location or service area designations will necessarily
change as a result of subsequent design studies, capital improvement programs, environmental
, impact studies and changes in potential sources of fullding. The Plan is not designed to' either
prohibit projects not included in the plan for which unanticipated fundmg has been obtained,
,preclude project specification and location decisions made according to the Natiop.al .
Environmental Policy Act, or subject adnllnistrative and technical 'changes to the plan to post-
acknowledgement review or review by the Land Use Board of Appeals. . '
For the purposes of this Plan, two types of modifications are identified. , "

A. Modifications requiriilg amendment of the Plan., " ' '
The following modifications n,quire amendment of the Plan:
I.. Amendments, which include'those modifications or changes to the list, location
or provider of public facility projects which sigcificantly impact a public facility
project identified lit the comprehensive plan, and vihich do not qualify as
administrative or technical and environmental changes, as defined below.
Amendments are subject to the administrative procedures and review and appeal '
procedures applicable to land use decisions. '
2. Adoption of capital improvement program project lists by any service provider do
not require modification of this Plan unless the requirements of subparagraph I

11. Springfield and Eugene rely on a combination of regional and local services for the
provision of wastewater services. Within each CitY, the local jurisdiction provides,
collection of wastewater through a system of sanitary sewers and pwnping systems.
These collectiob. facilities connect to a regional system of similar sewer collection
facilities owned' aild operated by the Metropolitan Wastewater Management
Commission ("MWMC"), an entity formed under an intergovernmental agreement
created purSuant to ORS 190. Together, these ,collection facilities (which exclude
private laterals which convey wastewater from individUal residential or .
. , commercial/industrial connections) constitute the primary collection system.

Treatment: MWMC Wastewater Treatment System
MWMC 'existing infra.~ucture is monitored for problems that need to be addfessed during
operational and maintenance activities, MWMC has ongoing programs to help plan for and
implement equipment replacement and major rehabilitation of existing systems. With these on
going programs used to detect existing problems, the infrastructure can be maintained and
preserved to help extend its useful life for future years.
In March of 2003, MWMC hired CH2M HILL to evaluate and plan for regional wasteWater
capital improvements that will serve the Eugene/Springfield urban growth boundary into year
2025. MWMC will need to implement the recommended improvements to meet regulatory
requirements based on projected pollution loads and flows. CH2M IDLL as part of its work to

Conveyance:
Conveyance capacity and inflow and infiltration (III) ratios are important criteria by which to
assess the performance of a wastewater collection system. Conveyance capacity is a function of
adequate pipe sizing arid measures a system's ability to move effluent efficiently. Iriflow and
i1i.filtration ratios express the amount of stormwater entering a sewer system through 'defective
pipes and pipe joints, or through the cross coni:J.ection of stormwater lines, combined sewers,
catch basins, or manhole covers. Such extraneous stormwater entering the 'wastewater system
unnecessarily burdens both conveyance and treatment facilities.

Flexibility of the Plan.
Certain public facility' project descriptions, location or service area designations will necessarily
change asa result of subsequent design studies, capital improvement programs; environmental
impact studies and changes in potential sources of furiding. The Plan is not designedtq either
prohibit projects not included in the plan for which unanticipated funding has been obtained,
. preclude project specification and location decisions made according to the National
Environmental Policy Act, or subject administrative and technical changes to the plan.to post-
acknowledgement review o~ review by the Land Use Board of Appeals.' .

11. Springfield and Eugene rely on a combination of regional and local services for the
provision of wastewater services. Within each City, the local jurisdiction provides
collection of wastewater through a system of sanitary sewers and pumping systems.
These collection 'facilities connect to a regional system of similar sewer collection
facilities owned aild operated by the Metropolitan Wa~ewater Management
Commission ("MWMC"), an entity formed under an intergovernmental agreement
created pursuant to ORS 190. Together, these collection facilities (which exclude
privat~ laterals which convey wastewater from individUal residential or
. . commercial/industrial connections) constitute the primary collection system.
q. ' The primary collection system conveys wastewater to a treatment facilities system
owned and operated by MWMC. This system consists of an interconnected Water
Pollution Control Facility ("WPCF"), a biosolids facility and a beneficial reuse

evaluate and plan for regional wastewater improvements has prepared a technical memo related

to "Flow and Load Projections" dated October 7, 2003,. This historical and projected information
is being used to plan for needed MWMC capital improvements based on engineering evaluation
methods and by comparing technology options. It is estimated that approximately $160 million
dollars (in 2004 dollars) are needed for MWMC projects to address regulatory requirements and
growth through year 2Q25.
Conveyance:
Conveyance capacity and inflow and infiltration (III) ratios are important criteria by which to
assess the performance of a wastewater collection system. Conveyance capacity is a function of '
adequate pipe sizing arid measures a system's ability to move efflutint efficiently. Inflow and
infiltration ratios express the anlount of stormWater entering a sewer system through 'defective
pipes and pipe joints,' or through the cross conilection of stormwater lines, combined sewers,
catch basins, or manhole covers. Such extraneous stormwater entering the wastewater system
unnec,essarily burdens both conveyance and treatment facilities.

II. Springfield and Eugene rely on a combination of regional and local services for the
provision of wastewater services. Within each City, the local jurisdiction provides
collection of. wastewater through a system of sanitary sewers and pumping systems.
These collection facilities'connect toa regional system of similar sew~ collection
facilities owned and operated by the Metropolitan Wastewater Mariagement , '
Commission ("MWMC"), an entity formed under an intergovernmentliJ. agreement
created pursuant toORS 190. Together, ,these collection facilities (which exclude
private laterals which convey wastewater from individual residential or , '
commerciallindustrial connections) constitute the primary collection system:,

VI. Amendments to the Plan
This chapter describes the method to be used in the event it becomes necessary or appropriate to
modify the text, tables or the maps contained in the Public Facilities Services Plan ("the Plan").
Flexibility ofthePlaD
Certain public facility project descriptions, location or serVice area designations will necessarily
change as a result of subsequent design studies, capital improvement programs, environmental
, impact studies and changes in potential sources of funding. The Plan is not designed to either
prohibit projects not included in the plan for which unanticipated funding has been obtained,
preclude project specification and location decisions made according to the National
Environmental Policy Act, or subject administrative and technical changes to the plan to post-
acknowledgement review or review by the Land Use.Board of Appeals. '
For the purposes of this Plan, two types of modifications are identified.

The following modifications require amendment of the Plan:
1. Amendments, which include those modifications or changes to the list, location
or provider of public facility projects which significantly impact a public facility
project identified in the comprehensive plan, and which do not qualify as

Amendments are subject to the administrative procedures and review and appeal
procedures applicable to land use decisions.
2. Adoption of capital improvement program project lists by any service provider do
not require modification of this Plan unless the requirements of subparagraph 1

R Processing Aniendments
Any of the adopting agencies (Lane County, Eugene; or Springfield) may initiate an
amendment to this plan at any time on their owri motIon or on behalf of a citizen.
1.
Type I amendments Shall be forwarded to the planning commissions of the
respective agencies and. following their recommendation; shall be considered
by the governing boards of all agencies. If a Type I amendment is not adopted
by all agencies, the amendment shall be referred to MPC for conflict
resolution. Subsequent, failure by agencies to adopt an MP9-negotiated ,
proposaJ.' shall defeat the proposed amendment. If an amendment is adopted,
all agencies shall adopt identical ordinances' " .'-

provision of wastewater services. Within each City, the local jurisdiction provides
collection of wastewater through a system of sanitary sewers and pumping systems.
These collection facilities connect to a regional system of similar sewer collection

Commission ("MWMC"), an entity formed under an intergovernmental al5'""ment

is being used to plan for needed MWMC capital improvements based on engineering evaluation
methods and by comparing technology options. It is estimated that approximately $160 million
dollars (in 2004 dollars) are needed for MWMC projects to address regulatory requirements and
growth through year 2025.
Conveyance:
Conveyance capacity and inflow and infiltration (III) ratios are important criteria by' which to
assess the performance of a wastewater collection system. Conveyance capacity is a function of
adequate pipe sizing and measures a system's ability to move effluent efficiently. biflowand
infiltration ratios express the amount of stormwater entering a sewer system through defective
, pipes and pipe joints, or through the cross connection of storm water lines, conibined sewers, ,
catch basins, or manhole covers. Such extraneous stormwater entering the wastewater system
unnecessarily burdens both conveyance and treatment facilities.

VI. Amendments to the Plan
This chapter describes the method to be used in the event it becomes necessary or appropriate to
modify the text, tables or the maps contained in the Publ,ic Facilities Services Plan ("the Plan"). '
Flexibility ofthe Plan
Certain public facility project descriptions, location or service area designations wilf ~ecessarily
change as a result of subsequent'design studies, capital improvement pi~5'Cu"S, environrriental
impact stUdies and ciJ,anges in potential sources of funding. The Plan is not designed to either
prohibit projects not incluqed in the plan for which unanticipated funding has been obtained,
preclude project specification and location decisions made according to the Nationa)
Enviromnental Policy Act, or subject administrative and technical changes to the plan to post-
acknowledgement review or review by the Land Use Board of Appeals.
For the purposes of this Plan; two types of modifications are identified.
A. Modifications requmng amendment of the Plan.

proposing the amendment.
B. Processing Amendments .
Any of the adopting agencies (Lane County, Eugene, or Springfield) may initiate an '
amendment to this plroi'at any time on their own motion or on behalf of a citizen~
1. Type I amendmen,tsShall be forwarded to the planning conimissions of the ,
respective agencies and, follo~ng their recommendation, shall be consi.dered
by the governing boards of all agencies. If a Type I amendmentis not adopted
by all agencies, the amendment shall be ref~ed to MPC for coiIflict'
resOlution. Subsequent failure by agencies to adopt an MPC:negotiated '
'proposal shall defeat the proposed amendinent. Ifail amendment is adopted,
all agencies shall adopt identical ordinances .
2. Type II amendments shall be forwarded to the Planning Commission of the .

conduct a joint public hearing ~n the following proposals:' '
Amendments to the Eugene-Springfield MetropolitanArea General Plan, Chapter In, Section G. Pnblic Facilities
and Services Element and Chapter V Glossary: Modifyingthe introductory text, pages III-G-I and I1I-G-2; modifying
Policy G.2 at page I1I-G-4; modifying Finding 6, page lII-G-4; modifying Policy G.3 at page IlI-G-4; inserting new
heading "Services to Development Within the Urban Growth Boundary" following,Policy G,8, at page III-G-5; adding
new Findings II andJ2 after Policy G.8 at page I1I-G-5; adding new Policy G.9 at page III-G-6; subsequent renumbering
of remaining policies and findings in Chapter I1I-G; Modify Chapter V Glossary, by modifying the, definition i>f Public

The applicant is proposing to modify text in the Metro Plan to more accurately describe the role of the MWMC; to include
local capital improvement plaits as a means to implement policy in the PFSP;' add information to Tables and Maps '
identifying MWMC projects and facilities; expand the definition of Wastewater; revise description of Wastewater System
Condition AsseSsment; and adding a new chapter that governs amendments to the PFSP. (See additional descriptions
above for page, tableaod map numbers,)

Criteria to be used to't!valuate a Metro Plan Text Amendment is found in Springfield D'evelopment Code, Section
7.030(3)(a&b), Eugene Code Section 9. I 28(3)(a&b), and Lane Code Section 12.225(2)(a&b) and reads as follows:

(a) The amendment must be consistent with the relevant statewide planning go.als adopted by the Land Conservation and
Development Commission; and ' '
(b) Adoption oftheQlizendment must npt make the Metro Plan internally inconsistent.
