This property abuts Kellogg Rd, The section of the Kellogg Rd at this location is a County Road, functionally classified as
an Urban Local. It is a 2-lane, 20 feet wide road without sidewalk, curb and gutter.
To promote orderly,and efficient urban development, Lane County supports annexation of the subject property and road
adjacent to the property,
Transportation and access issues will be addressed when development plans are submitted for review, However, it should
be noted that access management guidelines dictate that if new development is proposed, the driveway access should be
spaced and located as far from a road intersection as possible, LC 15,137(6) requires a minimum of 150 feet offset from
the Poltava St intersection or take access from Oak Meadows Place,

A Facility Permit shall be required for placement of facilities within the rights:of-way of Kellogg Rd, Facilities and
development includes, but is not limited to, road improvements, sidewalks, new or reconstructed driveway or road
approach intersections, utility placements, excavation, clearing, grading, culyert placement or replacement, storm water
facilities, or any other facility, thing, or appurtenance [LC 15,205(1)],

Lane County now charges a fee for facility permits, Any land'division approvals should require that the developer apply for
and obtain an "issued" facility permit before final plat approval, obligating the developer topay the land division facility
permit fee, and construct any necessary driveway apron improvements, rather than leaving this portion of the land division
process to be dealt with by any individual lot owner.
