4. Provide a detailed view of the tentative partition plan that shows the existing utilities
and other key features.
Additional comments not related to the completeness of the application:
o Proposed parcel does not meet minimum 1 acre size required by SDC 3.2-515.
o Applicant's project narrative indicates that all utilities are shown on the tentative
partition plan. However, Sheet C2.3 does not show any' utility information,
o Applicant's project narrative indicates that no easements are proposed with the
application. However, a draft Reciprocal Easement document was submitted.
o A document that details and delegates maintenance responsibilities for shared
utilities, landscaping, sidewalks, paving, etc. should be prepared and submitted.
o Staff do not support provisions for building encroachments in the Reciprocal
Easement document. Proposed Parcell should include the entire building envelope
and all appurtenances (excepting sky bridge).
o Proposed parcel lines do not seem to consider existing improvements and surface
features.
o Clarify provisions .for cross-pedestrian access on surface sidewalks and elevated sky
bridge in the Reciprocal Easement document.
o Wherever required, provide information with the plan set instead of referring to
previously submitted plan drawings and recorded plat - this information will not be
available to all reviewers.
o Proposed parcel lines should not be shown on the site assessment plan (Sheet C3.3).
o Focus of submittal should be on the proposed Parcell - there are too many pages
devoted to the remainder of Lot 8.
o Provide' a "zoomed-in" view of the North Medical Office Building area for the site
assessment plan and another for the proposed Parcell showing site details.
. Obligations of Peace Health arising from previous land use approvals will not be
changed with the proposed land division.
o There will not be a City Project number starting with "P" assigned to this application -
this text can be removed from the plan sheets.

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when y'ou request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the 'provision of the missing information.
If you indicate herein or in your written response that the missing information will, be
submitted, then you have 180 days frpm the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
begin processing the application. No new information ma.y be submitted after the start of
the 120-day period unless accompanied by a request foran extension of the 120-day
processing time. Upon receipt of a' request for extension, the City may extend the 120-day
period for a reasonable period of time. The City may also require additional fees ,if the new
information is submitted after the Notification to Surrounding Property Owners is sent out
and a second notification is required or if the new information substantially affects the
application proposal and additional review is required.
