Preliminary reviews and discussions have occurred regarding the proposed installation of a
remote A TM island and drive-up in an area at the above project. A meeting with Mark
Metzger on June 26th was held to coordinate the site location and impacts on the issues
previously reviewed by the City in the Site Review submittal. Subsequently, determination has
been made that this project constitutes a minor amendment to the approved site plan. Such
amendments may be reviewed as a Type 1 ministerial action as allowed in SDC Section
5.17,145 (C).
City 01 Springfield stafl discussions of this proposal included the issues of visual protection of
the view from the future roadway and location on the site. Security and lighting are also
concerns. Relative to these issues, the A TM should not be viewed as a "public feature".
Landscaping cannot cause security problems. Lighting is also important for the security 01 the
users of this device. Two footcandles will be maintained within 50 feet of the ATM and 10
footcandles will be maintained at the face of the A TM plus a 5 foot radius (Oregon Revised
Statues 714.295).
The remote A TM is intended to be an adjunct service for a prospectiv~ bank tenant that
would occupy a portion of the new building in the secondary retail area on the West side 01
the building. Therefore, the location chosen for this service was necessary to be in proximity
of this bank. The machine is a free-standing kiosk that sits on a raised curb and is protected by
pipe bollards. A minimal weather cover for the unattended kiosk may be necessary per A TM
manufacturers requirements. Any ATM signage is the responsibility of the prospective tenant
who will pursue sign permits as required.
The proposed remote A TM location replaces 9 designated parking spaces along the West
property line and landscaped swale area. This will not result in a net number of parking spaces
less than the land Use Code allows. The existing trarhc patterns would not change, as at least
four vehicles can pull out of the traffic lane into the queuing lane. This queuing lane is Ranked
by a landscaped drainage swale that runs beside a planned sidewalk along the future extension
01 Maple Island Road.
The proposed ATM location will not impede any storm water management measures taken for
site drainage to the adjacent drainage swale or nearby catch basins. There is no impact to the
amount of impervious surface added to the site.
Two requirements need to be addressed in this project: a visual connection to the approach to
the Westerly entrance to the site and the necessity to retain a visual connection to the retail
storefronts beyond. A resulting issue would require that vehicles in the queue line be
screened from those same sight lines. Our approach to satisfy these issues is to create a
screening wall along the length of the cue line. This would consist of a wall, no greater than
4'.0" high, that would complement the materials dnd colors of the monument sign that would
be placed on the South pdrking lot, fronting International Way, dS shown in the Site Review
documents. Since the Oregon Revised Stdtues may not contdin all siting restrictions for ATM,
the future banking tendnt mdY have specik requirements for the safe siting of this exterior
ATMs.
Materials thdt will be used for the ATM dnd queue lane screening wdll will include cdst-in-
pldce concrete with a ~nish colored to mdtch the project's monument sign. The wdll will be
detailed to mdtch other pldnter dnd retaining wdlls on the site.
The lighting proposed in the drea of the will remdin as shown on the site pldns previously
submitted. Any changes would be minor and would reldte to the design of the screening
devices that were discussed with City Staff.
Eight copies of revised Sheets AlA and L4 have been submitted with this Applicdtion for
your review. In dddition, eight ocpies of the study of the revised surface drdinage of the
impervious ared has been submitted.
