Steps in the Process: ." 1. The Applicant Submits' a Pre-Submittal Meeting Application The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for the Pre-Submittal Application fee. The submittal package must conform to the application completeness checklist attached to this form, You are required to submit 7 copies of the submittal requirements packet for pre-sublJlittal review. Pre-submittal meetings will be conducted every Tuesday and Friday between 10:00 am and noon. We will strive to' conduct the Pre-Submittal meeting within five to seven working days of receiving the application. . 2. Applicant and the City conduct the Pre-Submittal Meeting We strongly encourage you, the owner and design team",to attend the Pre-Submittal meeting. The meeting will be held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire, Marshall's office, and the Planning Division: The meeting will be scheduled' for 30 to 60 minutes. The Planner will provide you with a Pre-Submittal Checklist at the end of the meeting specifying the items required to make the application complete-if it isn't already complete. You will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Application , When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18 copies of the complete application to the City. A fee will be collected at that time and the 120 day calendar review period will begin. They have been located at 2213 South 'F' Street in Springfield since 1953, with the site being approximately 1.8.2 acres in size. They are a large employer with more than 100 employees (most in the field), with about 25 employees at the South 'F' Street site. Due to the complexity of their projects, much of the parts for bridge and railway construction are pre-fabricated at this location and delivered to their various job sites. The current site is gravel due to the industrial ri:ature of the operation (paving would be hard to maintain). The existing conditions plap shows that the majority of the property is being used for. material storage;with the western buildings on the site being used as office and pre-fabrication. The current fabrication process involves the (2) most westembuildings and the western portion of the office building. This proposal is to construct a new 6000.square foot fabrication building which will consolidate to operation. As shown on the site plan,. the new building will be southeasfof the existing fabrication building,. connected with a new concrete ramp. This will eliminate the current internal traffic pattern for forklifts and utility vehicles driving through the yard to other buildings. This will provide (3) benefits to the operation:' I. Internal fabrication operation will be more efficient. 2. . Reducing utility vehicle travel through the yard is safer. 3. Reducing utility travel onthe gravel surface will i!llprove air quality. "I Upon completion of this new fabrication building, Hamilton Construction, Inc. is proposing to remove the existing secure storage building (shown as phase 2 on the site plan). Phasing This site was originally built out over many years in a pattem'that is not conducive to their current operation. Hamilton Construction, Inc. is planning to alter the site layout of buildings in the coming years to better utilize the site. However, the plan for the entire site has not been deterniined. The site plan shows two other items as future phases. Phase one is the new fabrication building with associated utilities. Phase two would be the removal of the current secure storage building after the fabrication shop is complete. Phase three would most likely be removing the existing fabrication office and saw shop with the intent of eventually replacing it with their main headquarters office building. Since that will most likely be a longer time frame than 3 years, it was not included in this site review application. Traffic Circulation & Parkin" Since this is a heavy industrial construction operation, the site-is not open to visitors or even clients without checking into the office. Therefore, the main parking area is at the north of the property on the north side of the existing office. There are (3) other areas within the yard designated for employee parking, but they currently are grave,!. , There is no need for visitors to the site to be in the new fabrication shop. Therefore, we are not proposing a paved road or pedestrian way from the office to this new building. There are currently about 25 employees who are at the site during the day, and there is currently adequate area in front of the office and within the yard for parking. Utilities PRE~SUBMI1lJ\il REeD JUL 0 2 2008 .' , Most utilities are already available ~o other buildings within the site as discussed below: Sanitary Sewer The sanitary sewer will be tied into the existing 6" line that serves the fabrication office. The elevation of the existing line is not known at this time. However, the Contractor will pot hole the existing line prior to construction to determine if this line can be extended to the new fabrication . shop with a gravity feed. Ifthe line is currently too shallow for a gravity extension, then the proposal is to add a small sanitary pump in the new fabrication building to serve the (2) sinks and toilet. Water The domestic water for the new building is proposed to tie into the existing service to the existing fabrication shop building to the northwest. The water demand for this new building is proposed to be minimal. Since we will be extending a fire liI)e into the new building, we propose to put an additionall.S inch water pipe in the trench, capped at both ends, for potential future use. The existing site does not have fire protection for the buildings set back from the street. Therefore, we are proposing to install a new 6" waterline (fire) with a double check west of the existing office on South 'F' Street. We then propose to install a 6" line through the site and install a fire hydrant at the northwest comer of the building. This line can then be used for other future buildings on the site if additional hydrants become necessary. Electric There is existing overhead power to the fabrication building that is fed from a transformer at the southwest comer of the property. The proposal is to keep the.existing overhead power along the south line and upsize the existing transformer. The proposal then is to install a new electric panel in the existing fabrication shop and a new electric panel in the proposed building. This design is being completed by Christensen Electric. Phone / Cable / Natural Gas " It is not proposed to extend phone, cable, or natural gas facilities to the new building at this time. Storm Drainage The existing storm drainage system on the site is collected in ~ series of area drains the feed into an existing ditch that runs parallel to the south property line. .This ditch then runs to the northwest, and eventually feeds into the mill race. The proposed drainage system is shown on the storm drainage plan and the associated report in this submittal. (l"'f' (:"", ", , , r !tC-'llnsMiITAL PFC'D JUL 0 2 2008 The proposal will be to install a new bio-swale on the south side ofthe new building to collect . , run off from the new concrete areas and adjacent gravel. The bio-swale then is routed,to the northwest and an area drain wili divert the water into the same ditch that is currently being utilized. The bio-swale lets 'us detain a portion of the flow, to insure that a zero net increase in peak flow is achieved. See the associated materials submitted for a more detailed discussion and calculations for the system. Landsca1)e "\ Since the majority of this large site is not being re-developed at this time, we have defined the area around the new building as the "development area". The site is also zoned heavy industrial, and is surrounded by property 'with the same zoning. Therefore, our proposal is to not have a formal landscape setback for the new building.
