Springfield Development Code Section 5.4- 105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land use decision within 120 days after the application is deemed complete. The 120-day processing period for this application begins when all the missing information is submitted or when you request that the City proceed without the info~mation. The 6,000 square foot steel frame (Construction Type II-B) building will need a , ' second fire hydrant due to the fire flow requirements to be 1,750 gpm per 2007 Springfield Fire Code Table B105.1 (average pump capacity rating on Springfield Fire's engines are 1,500 gpm. In my discussion with Bob Hirte, Project Manager/Engineer for Hamilton Construction, it appears that sprinklering th~ building is~ot an option due to the requirement for an overhead crane and the associated complexities of providing sprinkler coverage. The best option.to reduce the fire flow'requirement appears to be upgrading to Type II-A (1 hour) construction which basically is addIng fire resistive rated construction throl:Jghout, such as Type X sheet rock.
