A. Certification of Service to the Property- This letterwillserve as the District's
certification that we are prepared to provide water service tQ the lwO n()\V lots which will be
created on the site, It is also intendec! to provide you a cos't estimate for the lwO new water
services to assist your budgeting for this project.
B. Cost Estimate - The approximate cost estimate below for the water service to these
lots is based on our current rate schedule and on the following facts and assumptions, A "Water
Service Schematic" of the lot showing some oftl)'ese details is enclosed. For clarity, the lots are
labeled as A. B, and C" beginning with the most northerly lot.

1. The submitted tentative partition plan must be stamped and signed by an Oregon
Land Surveyor.
2. Show all existing easements on the Site Assessment plan. An EWEB easement is
shown on the tentative partition plan but not on the site assessment plan.
3. Show all existing and proposed easements on the tentative partition plan. The
proposed public drainage easement for the existing stormwater line must be at least
14 feet wide or as otherwise approved by the City Engineer. Public utility
easements also may be required for existing underground electrical lines and
transformers.
4. On the tentative partition plan,show the buildable area on eachparcel incorporating
all relevant setbacks and existing/proposed easements (which are not considered
part of the buildable area). The conceptual building' envelope on proposed Parcel 2
is within an existing EWEB easement area. Therefore, the building envelope will
have to be moved or the easement will have to be released prior to plat.
5, On the Site Assessment Plan, show or describe ,.the location of the nearest fire
hydrant.
6. Provide for at least two street trees along the property frontage on 20th Street.
7. Show the location of the existing water service ,or drilled well serving the property
on the Site Assessment Plan.
8. On the tentative partition plan, show the proposed water services for both parcels.
A well will be required for at least Parcel 2 because waterlines cannot be extended
to serve the development prior to annexation. Confirmation of well viability from
the Lane County Watermaster will be required prior to plat.
, 9. Show the location of the existing septic tank and drain field on the,Site Assessment
Plan., If the septic drain field crosses the proposed property line, it will have to be
decommissioned prior to final plat.
10. Septic system approval for each parcel will be required prior to partition approval.
11. Show the location of underground power lines required to serve the two parcels.
12: Show the location of the existing' stormwater outfall to the drainage ditch. It is
strongly recommended that the proposed stormwater lateral serving Parcel 2 is
connected to the underground pipe and does not create a new outfall into the ditch.
13. In accordance with SDC 5.12-115.A and 5.12-i20.E, provide a future developm'ent
plan showing how the houses will be sited to facilitate future redivision of the
parcels,

Additional comments not related to the completeness of the application:
o Please adjust the linework on the Site Assessment Plan because it is confusing. For
ease of review, all existing and proposed property lines (including street right-of-way)
should be portrayed with solid lines. Also, please use solid lines for contour
information including the edges of the drainage ditch.
o Show the 20th Street roadway centerline and dim,ensions on the tentative partition
plan. '
o The soils survey information can be a notation on the map or described in the project
narrative instead of map Iinework.
o A Floodplain Overlay District application will be required concurrently with the
tentative partition plan.
o In accordance with SDC 3.2-220.A.5.a, the shared paved driveway shall be at least
18 feet wide and extend at least 18 feet into the site from the edge of the 20th Street
ROW.
o A draft copy of the proposed Joint Use Access and Utility Easement document will be
required for City review prior to final plat.
o A tree felling permit will be required if more than 5 trees greater than 5" diameter are
proposed to be removed from the site over any 12-month period.
o The existing house will have to be removed prior to plat unless it meets the side yard
setback requirements of SDC 3.3-215.
o An Improvement Agreement will be required for 20th Street.
o Describe the location of the nearest transit facility (probably L TD routes 18 & 19
operating along Q Street and Marcola Road about % mile south of the subject
property). ,
o A Lane County Facilities Permit will probably be required for any work proposed in the
20th Street ROW, including extending utility connections and improving the proposed
joint access driveway. It is recommended that the applicant provide a copy of the
County facilities permit application with the tentative plan submittal. The applicant
shall provide satisfactory evidence that a facilities permit has been obtained from the
County (or waived) prior to approval of the final plat.

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information, You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. ,If you refuse, to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
begin processing the application. No new information may be submitted after the start of
the 120-day period unless accompanied by a request for an extension of the 120-day
processing time. Upon receipt of a request for extension, the City may extend the 120-day
period for a reasonable period of time. The City may also require additional fees if the new
information is submitted after the Notification to Surrounding Property Owners is sent out
and a second notification is required or if the new information substantially affects the'
application proposal and additional review is required. .
