They have been located at 2213 South T' Street in Springfield since 1953, with the site being approximately 18,2 acres in size, They are a large employer with more than 100 employees (most in the field), with about 25 employees at the South' F' Street site, Due to the complexity of their projects, much of the parts for bridge and railway construction are pre-fabricated at this location and delivered to their various job sites. The current site is gravel due to the industrial nature of the operation (paving would be hard to maintain). The existing conditions plan shows that the majority of the property is being used for material storage, with the western buildings on the site being used as office and pre-fabrication. The current fabrication process involves the (2) most western buildings and the westem portion of the office building. This proposal is to construct a new 6000 square foot fabrication building which will consolidate to operation. As shown on the site plan, the new building will be southeast of the existing fabrication building, connected with a new concrete ramp. This will eliminate the current internal traffic pattem for forklifts and utility vehicles driving through the yard to other buildings. This will provide (3) benefits to the operation: I, Internal fabrication operation will be more efficien't. 2, Reducing utility vehicle travel through the yard is safer. 3, Reducing utility travel on the gravel surface will improve air quality, Upon completion of this new fabrication building, Hamilton Construction, Inc. is proposing to remove the e~isting secure storage building (shown as phase 2 on the site plan). Phasin12 This site was originally built out over many years in a pattern that is not conducive to their current operation, Hamilton Construction, Inc, is planning to alter the site layout of buildings in the coming years to better utilize the'site, However, the plan for the entire site has not been determined, The site plan shows two other items as future phases. Phase one is the new fabrication building with associated utilities. Phase two would be the removal of the current secure storage building after the fabrication shop is complete, Phase three would most likely be removing the existing fabrication office and saw shop with the intent of eventually replacing it with their main headquarters office building. Since that will most likely be a longer time frame than 3 years, it was not included in this site review application, Traffic Circulation & Parkin!! Since this is a heavy industrial construction operation, the site is not open to visitors or even clients without c~ecking itito the office, Therefore, the main parking area is at the north of the property on the north side of the existing office, There are (3) other areas within the yard designated for employee parking, but they currently are gravel. There is no need for visitors to the site to be in the new fabrication'shop, Therefore, we are not proposing a paved road or pedestrian way from the office to this new building, There are currently about 25 employees who are at the site during the day, and there is currently adequate area in front of the office and within the yard for parking, Utilities Date Received: AUG 2 7 2008 Original Submittal " Most utilities are already available to other buildings within the site as discussed below: Sanitary Sewer The sanitary sewer will be tied into the existing 6" line that serves the fabrication office, The elevation of the existing line is not known at this time. However, the Contractor will pot hole the existing line prior to construction to determine if this line can be extended to the new fabrication shop with a gravity feed, If the line is currently too shallow for a gravity extension, then the proposal is to add a small sanitary pump in the new fabrication building to serve the (2) sinks and toilet. Water The domestic water for the new building is proposed to tie into the existing service to the existing fabrication shop building to the northwest. The ,water demand for this new building is proposed to be minimal. Since wc will be extending a fire line to the vicinity of the new building, we propose to put an additional 1,5 inch water pipe in the trench, capped at both ends, for potential future use. The existing site does not have tire protection for the buildings set back from the street. Therefore, we are proposing to install a new 12" water line (fire) with a double check and meter west of the existing office on South' F' Street.. We then propose to install a 12" line through the site and install (2) fire hydrants as shown on the utility plan. The location of these hydrants was generally agreed to by Gilbert Gordon of the Fire Department prior to placement on the plan. This line can then be used for other future buildings on the site if additional hydrants become necessary, Electric There is existing overhead power to the fabrication building that is fed from a transformer at the southwest corner of the property, The proposal is to keep the existing overhead power along the south linc and upsize the existing transformer. The proposal then is to install a new electric panel in the existing fabrication shop and a new electric panel in the proposed building, This design is being completed by Christensen Electric, Phone / Cable / Natural Gas It is not proposed to extend phone, cable, or natural gas facilities to the new building at this time, Storm Drainage The existing storm drainage system on the site is collected in a series of area drains the feed into an existi~g ditch that runs parallel to the south property line, This ditch theo~ur~ ~~eived: AUG 2 7 2008 Original Submittal . ,- northwest, and eventually feeds into the mill race, The proposed drainage system is shown on' the stom1 drainage plan and the associated report in this submittal. '. The proposal will be to install a new bio~swale on the south side of the new building to collect run off from the new concrete areas and adjac~nt gravel. Thebio~swale then is routed to the northwest and an area drain will divert the water'into the same ditch that is currently being utilized, The bio-swale lets us detain a portion of the flow, to insure that a zero net increase in peak flow is achieved,' . See the associated materials submitted for a more detailed discussiowand .calculations for the system, Landscane Since the majority of this large site is not being re-developed at this time, we have defined the area around the new.building as the "development area", 'The site is also zoned heavy industrial, and is surrounded by property with the same zoning. Therefore, our proposal is to not have a formal landscape setback for the new building, We are proposing that the bio-swale (planted) will act as a landscape buffer for adjacent properties, ." Lighting Site lighting in the development area will be provided by wall' packs, which are shown on the building elevations and associated applicationsubmittals, Drinking Water Protection' " Representatives from the City of Springfield, Springfield Utility Board, and Hamilton Construction have. met on site.to discuss the requirements for,this drinking water protection application. Hamilton Construction staff are currently working on the mitigation planas discussed at the meeting, The drinking water protection application will be turned in subsequent to this site review application, Rinarian Setback The Springfield Development Code requires a 50 foot riparian, setback from the top of bank along the millrace forall buildings. Olson & Morris provided additional field surveying to show that the top of bank on the south side of the mill race is significantly lower than the north side, Therefore, the elevation of the top of bank on the south side c'hn be used to define the top of bank on the north side (definition of top of bank being the elevation that water will overflow onto . adjacent upland), . The plans show this elevation on the south bank, then projected onto the north side of the mill race. June 30. 2008 Geotechnical Investigation New Shop Building: Hamilton Construction 2213 South 'F' Street' Springfield, Oregon PROJECT INFORMATION Hamilton Construction plans to construct a new shop' building at their existing facility located at 2213 South'F' Street in Springfield, Oregon. The site, location is shown on the Vicinity Map (Figure 1) included in Appendix A 'The proposed building area is currently vacant and used for maierial storage. The new develo'pment will incfude a new single story metal frame structure that will be used for a fabrjcation shop. We understand that the new structure will be :1:6,000 SF in plan area and will consist of slab-on-grade 'construction. The structure is planned to be supported by isolated column footings. The columns will also be used tosupport overhead crane rails that will be incorporated into the new structure. We anticipate that minimai site grading (cuts and fills of less than :1:2 feet) is planned across the relatively flat site. ;- .' FIELD EXPLORA liON The field exploration focused on characterization of the upper soils at the site. We visited tlie site on June 18, 2008 to observe surface donditions and conducted limited subsurface explorations. During our visit we conducted a brief surface reconnaissance of the proposed development area. Subsurface conditions were investigated by .' . I digging a test pit using a rubber tired backhoe provided by Hamilton Construction. The test pit was excavated near the center of the proposed building. The approximate locatioll of,the test pit and building are shown on th'e attached Site Plan (Figure'~, Appendix A). The'test pit was excavated to maximum depth of :1:13.0 feet. The soil profile was logged and representative samples were, collected from some locations. Our surface and subsurfac!' 'observations are summarized in the foilowing sections. . June 30, 2008 AUG 2 7 2008 SITE CONDITIONS Surface Conditions: Original Submittal The site includes relatively level terrain overthe entire proposed development area. The ground surface of the storage yard generally consists of crushed aggregate base. Immediately to the south of the proposed building area there is an access road and it appears that grades slope downward toward the Mill Race further to the w~. ' Subsurface Conditions: Subsurface conditions. were evaluated using the testpit exploration ,and existing data from nearby the site. Subsurface conditions observed at the site as part of our field exploration included fill materials the full depth of the test pit (13 feet). The upper. :!:0.5 feet of the fill consists of dense sandy gravel' with some silt. The gravel is typically angular i-inch minus with some :!:3-inch minus graveL The upper gravel grades to medium dense clayey gravel that is generally :!:3-inch minus. The clay is highly plastic and moist. , The clayey gravel ,extends to a depth of :!:2.5 feet. Below 2.5 feet we noted soft to medium stiff organic clay. lihe clay is dark grey. very moist . and has high plasticity. We noted moderate to large organic fragments within the clay the full depth ofthe stratum. . Existina Data Review: The site is located in south Springfield with alluvial soils ,anticipated beneath the development area. We reviewed aerial photographs, of the site as well as available geologic mapping and well logs in the area. We', understand that the site was originally developed for a flax seed mill over 50 years. ago. Therefore, we anticipate that grading at the site and surrounding area has been in place for at least this long. Our review of available well logs, in the vicinity of t~,e project suggests that alluvial . sand and gravels underlie fhe area at depths of :!:5 to 15 feet. Based on our data review. we expect that native alluvial soils that are capable of supporting the proposed loads may be present at depths of :!:20feet. Deep'er field exploration would be needed at the site to confirm the aclual.dep\h. '. SEISMIC DESIGN The average soil conditions in the upper :!:100 feet beneath the proposed development area are expected to include predominately dense sandy gravel and weathered bedrock. The proposed foundation system will be supported by the alluvial soils, rather than the upper fill materiaL Therefore, we believe that use of a site class D is appropriate for seismic design. P~ak ground accelerations and spectral accelerations (on rock) were determined for1:design using 2% probability of exceedence, in 50 years (i.e., 1:2,475 year return interval). The ground motions provided in OSSCare based on the 1996 USGS mapping. however, the USGS New Shop Building , 2213 South 'F' Street Springfield, Oregon JI Geotechnical Investigation Project No. 933-08-02 .; Date Received: AU6 2 7 2008 Page 3 015 June 30, 2008 ()riginal Submittal updated the maps in 2002 to reflect improved modeling of the Cascadia Subduction Zone earthquake. We have used the 2002 USGS modeling as the most current and . accurate information for the site. This modeling considers a variety of seismic sourcE;ls including crustal and subduction zone earthquakes. However, the principal " source of the design ground motion is due to a largE:! magnitude (Mw 8.3 to 9.0) earthquake along the Cascadia Subduction Zone.:t45 miles west of the site. Crustal earthquakes were also considered. but do not contribute significantly to the design ground motion. The, peak ground acceleration (PGA) on rock for the site is 0.26g , with a short period spectral acceleration (S,) of 0:64g at 0.2 second period and long period spectral acceleration (S,) of 0.30g at '1.0 second period. The parameters for establishing the,General Procedure Response Spectrum using OSSC Section 1613 " are summarized in Table 1. The values for. SDSi and SD1 include a two-thirds 'reduction as discussed in Section 1613.5.4. . . The upper portion of the fill material includes granular material and appears to be relatively stable beneath the truck and forklift'traffic across the yard. Based on the depth of the fill material, we believe ihat itwould be most cost effective to support the new structure on deep foundations that bypass the fill material. Using this approach it would be possible to 'float' the floor slab over the existing fill material. Foundations: The proposed structure could be supported by a variety of deep fourldation types extending into- the underlying alluvium. We understCjnd that Hamilton Construction will likely use driven piles or a driven pile tip with reinf.orced concrete pier foundation system' for the new structure. We understand that individual column loads of :t45 kips are anticipated for the. new structure, We expect~hat driven pipe piles :t18 to 24 inches in diameter could develop the required capacity with minimal embedment (:t5 to 10 feet) into the underlying alluvium. Buildino Pads: . We have assumed that the building pad will be built up slightly above existing site grades to assist in promoting site surface drainagE; on the relatively flat site. ' There is someriskof long term settlement, cracking and faulting of the slab due to the underlying organic clay fill material. this risk could be reduced by increasing the concrete slab thickness and/or increasing the slab reinforcement. We understand that complete mitigation of the fill.material and poteritialdifferential settlement is not desired beneath the slab for .the shop building. ' Weather Conditions: The site work is not.expected to include deep excavations and will generally;be conducted from the existing granular fill which. is c,urrently being used as an all- weather surface. Therefore, we do not anticipate that weather conditions will be ~ significant consideration for the proposed site work. . RECOMMENDA liONS Based on our observations of the soils and our ynderstanding of the proposed development OGD believes that it will be practical 'to construct the improvements using deep foundations to,support the new structure. . . Materials: 1. Aggregate base as.defined in this report should consist of % or 1-inch minus, well graded crushed rock. The 'rock shoyld b\,. relatively clean with less than 5% (by weight) passing the. #200 sieve. . " 2. Site fill,as defined in this report, consists of the upper granylar fill from required excavations at the site. Site fill is not,suitable for placement beneath . foundations 'and slab areas. Therefore, the use of site fill' will be limited to grading in the areas surrounding the elevated building pad over the existing granular fill material during dry weather conditions. . 3. Compact all aggregate base and site fill to 95% relative 'compaction. The maximum dry density of ASTM D 698 should be used as the standard for evaluation of relative compaction. Field density testing should be conducted on the compacted aggregate' base beneath the' slab that exceeds :1:8 inches in thickness to confirm adequate compaction prior to placing reinforcing steel or formwork. ' Foundation Oesianand Construction: i. 4. Design all building foundations using deep foundation elements. Any areas of pumping or excessive deflection should be excavated and replaced with granular fill or scarified; moisture coriditioned and recompacted to provide a stable subgrade surface. 1 O.
