I have reviewed the materials provided with the subject application, The Public Works land use
conditions are outlined and addressed below for the fmal plat approval consideration as follows:
I. Condition: Prior to fmal plat approval; the applicant'shall obtain a public improvement
permit(PIP) from the City of Springfield Public Works Department for extending the
sanitary sewer'along 58th Street from North "A" Street to serve proposed development.
PW Response: The applicant has indicated the public improvements will be bonded.
Public improvement plans showing all required improvements associated with the
sanitpry sewer extension will need to be submitted with a detailed engineer's cost
estimate, The cost estimate and bond will need to be approved by the City prior to
approving. the plai for this application. ,Once approved., the bond will need to be'valid
and remain in place until the public improvements have been completed and approved by
the City, The sanitary sewer extension public improvements will need to be constructed,
inspected, and approved by the City prior to authorizing building occupancy.
2. Condition: Prior to Final Phit approval, the applicant shall obtain required encroachment
permit for connecting to the existing curb inlet located in the public right-of-way on 58th
Street. Also, please refer to the "Utilities, Easement and Rights-of-Way" section for
proposed storm water easement-requirements and provisions for successfully vacating of
the existing 7 ft. PUE located along the northern property line,
PW Response: The utility plans submittedfor/he land use application will need to be
updated to reflect the new storm water pipe location and new3' private easement offiet
proposal. The applicant shall submit a copy of referenced encroachment permit and
plumbing permit and demonstrating that the installation of the 6" private storm pipe has
been completed and approved by the City,

3. Condition: Prior to Finai Plat approval, the applicant shall obtain approval and successfully
vacate the existing public utility easement. If the City determines the existing public
,
easement may not be allowed to be vacated, it will be necessary to relocate the proposed
storm water lines that will be conveying tlie roof run-off.
PW Response: The applicant has revised the land use plans with a new storm water and
easement alignment, The previous plans submitted for the land use application indicated a
proposed public utility easement (PUE) vacation and a new private storm easement to be
at same location. The new plans indicate'the existing PUE will remain with a new 3'
private storm easement adjacent to the PUE where the' storm pipe will be located in this
private easement, The utility plans for the land use application will need to be updated to
reflect this new storm water pipe location and new jJr;ivate easement offiet proposal.
4. Condition: Prior to Final Plat approval, the applicant shall obtain City approval and record
all ,proposed private easements,shown on plans, All proposed private joint use utility
easements shall include joint maintenance responsibilities for each subject lot.
PW Response: The Land Partition Plat Plan submittedfor this application indicates an
existing 7' PUE will remain along the northern property line with a proposed 3' private
storm easement running along the southern boundary and immfidiately adjacent to this
PUE where the storm pipe will be located in the 3' private storm easement, There is a
proposed 26' wide private joint access, maintenance, and utility easement being shown on
the southern property boundary for providingjoint access and utilities, Also, the land use
application plans indicated a proposed 7' PUE along 58'h St, frontage; however, the Land
PartitionPlanfor this appli~ation indicates an existing 5' P'Up; to remain.
The mentioned proposed 3' private storm water easement, the 26 'joint access and utility
easement, along with the proposed 7' P UE along the 58'h St, frontage (not presently shown
on plans for this application) are required to be recorded and submitted to and approved
by/he City Surveyor prior tojinal plat approval.

Listed below are our comments for the above referenced development proposal:
1. The Springfield Utility Board Water Division Engineering Department has no objection
to the proposed partition plat.
2. Springfield has several wellhead protection areas, Niirety percent of Springfield's
drinking water comes from wells, In every instance, care shall be taken to prevent
groundwater contamination. Contractors/developers/owners shaH he responsible for the
safe handling and storage of chemicals, petroleum products, fertilizers, and the
prevention of groundwater and storm water runoff contamination.
Special requirements may be necessary for groundwater protection at this development.
