The mtent and results of the proposal were not clear to staff, based on the mltlal
submIssIOn Staff met on January 9, 2008 WIth Pam Clark and Larry Olson, of Olson
Moms, the planmng surveymg firm hIred to prepare the proposal Ms Clark was able to
c1anfy the mtent of the proposal and how the property lme adjustment would move Parcel
I from ItS ImtlallocatlOn to a new locatIOn, whIle staymg wlthm the footpnnt of the two
ongmal parcels WhIle unusual, usmg the lot lme adjustment procedure m thIS manner IS
wlthm accepted professIOnal survey practice
Based on a reVIew of the proposed property Ime adjustment usmg the approval cntena for
found m SectIOn 516-125 of the Spnngfield Development Code (SDC), staff finds that
the proposal IS m complIance wIth applIcable standards The applIcatIon is approved.
Procedural ReqUlrernents
Property Ime adjustments are a "Type I (Mmlstenal)" process SectIOn 5 1-125 ofthe
SDC states that Type I deCISIOns may be made by the DIrector "wIthout publIc notIce and
WIthout publIc hearmg" Type I applIcations are to be revIewed for completeness and for
conformance WIth the applIcable cntena for approval of the proposal stated m the
Development Code Based on the DIrector's reVIew, a deCISIOn IS Issued, whIch IS the
final deCISIOn of the CIty
Staff has revIewed the applIcant's submIttal for completeness reqUIrements found m
SectIOn 516-120 of the SDC Staff found the applIcant's submISSIOn complete on
January 18, 2007
CIty Surveyor's Comments
GIven the unusual nature of the property Ime adjustment, staff requested that the City
Surveyor revIew the proposed action for accuracy and consIstency WIth accepted survey
practice The CIty Surveyor, havmg revIewed the proposed property lme adjustment
survey, has made the followmg recommendatIOns
I) Insert a survey narrative on the face ofthe map or as an attachment as per ORS
209250 (I) and (2) If the narrative IS a separate document, the map and narrative
must be referenced to each other In response, the applIcant added a narrative and
resubmItted the survey map on 1/18/2008

LMI zone, and Will contmue to do so If the property lme adjustment IS approved The
farm house located on Parcel 2 IS a contmumg non-conformmg use that will contmue but
not be expanded by approval of the property lme adjustment
ConclusIOn and DecIsIOn of the DIrector
The findmgs of fact with respect to the stated cntena for approval demonstrate that the
proposed property line adjustment IS consistent With those cntena The proposed
property hne adjustment IS approved,
