I am not sure what to make of Mark's comment re the need to produce "compelllng proof of
the lost value" The clalffi had the two letters as proof on that pOlnt Of course, a
show1ng of any loss would be enough Slnce the C1ty 1S not gOlng to pay the cla1m Do you
see a deflclency there?

I had the opportunlty to speak wlth Mark Metzger thls mornlng regardlng our proposed
meet~ng The Slte ReVlew appllcatlon Mark sent you lndlcates a pre-submlttal rneetlng,
whlch 18 essentlally the lntake meet1ng for a formal slte rev~ew appl1catlon
Whlle we are worklng to get to a formal submlttal, we are currently only at the conceptual
level As such, Mark agreed to go ahead wlth a conceptual reVlew meet1ng on the 6th, w1th
the understandlng that we wlII conduct the formal meetlng when ready to submlt the
complete appllcatlon
Based on our progress to date, the trafflc study wlII llkely be our crltlcal path ltem
J1m Hanks has requested a scoplng letter from the Clty so wlth any luck, I'd antlclpate
havlng a complete submlttal by mld-March

that should be addressed In a development appllcatlon for a partlcular slte and or use

In preparlng a formal slte plan and appllcatlon DIMs usually requlre only a Ilmlted slte
plan drawlng of the type that you presented and we dlscussed
I belleve our meetlngs to date wlth McKay Investments and your potentla1 end user have
served the purpose of a development lssues meetlng If you and or your cllent would llke
further dlScusslon or clarlflcatlon prlor to submlttlng a plan for formal reVlew, we would
be glad to schedule another meetlng
The next step lS to submlt a draft slte plan and schedule a Pre-Submlttal Meetlng The

purpose of the pre-submlttal meet1ng 1S to allow staff to reVleW the draft slte plan for
completeness and make recornrnendatlons about how the appl1catlon may be lmproved to

I have scheduled a Pre-Submlttal meetlng for January 30 at 11 00 am To hold the meetlng,
I need the attached appllcatlon form completed and turned In the requlred slte plan
materlals Keep In m1nd that the pre-subm1ttal meet1ng lS fopr the purpose of revlewlng
the appl1cant's slte plan for completeness As such several complete set of slte plans
are requlred for dlstrlbutlon to rev1ewlng departments Please make sure that the
materlals that are submltted are the appllcant's best effort to address the submlsslon
requlrements descrlbed In the attachment above
As rnentloned above, we usually schedule Pre-Subm1ttal meetlngs about two weeks from the
date that slte pla~ materlals are submltted It lS lmperatlve to get the materlals turned
In lmmmedlately to keep the 30th as a vlable meetlng date If the appllcant's stle plan
do not lnclude the materlals and detall requested, I would recommend reschedullng to a
later date
The slte plan appllcatlon should 1nclude lnformatlon about how stormwater runoff wlll be
handled The attached slte plan appllcatlon form lncludes a scoplng sheet for 5torrnwater
management and references stormwater faclllty de51gn standards found In the Englneerlng
Deslgn Manual I would recommend that the appllcant's deslgn team reVlew the scoplng
sheet and contact Matt Stouder at the Clty of Sprlngfleld
