Date Kecelvect -?JJ~a Planner MM CITY OF SPRINGFIELD MEMORANDUM DATE OF HEARING March 13, 2007 TO Springfield Planning Commission TRANSMITTAL MEMORANDUM FROM Mark Metzger, Planner SUBJECT Proposed Amendments to Articles 2, 18 and 20 Defining "Home Improvement Centers" and Showing Their Approved ZOning ISSUE At the February 6 meeting, staff presented a package of amendments to define "home Improvement centers" as a specific use for Inclusion In Article 2-Definltlons and to add "home Improvement centers" to the list of uses found In Article 18-Commerclal zOning districts and Article 20-Industrlal zOning districts Letters of opposition were received from state agencies and the hearing on the proposal was continued to the March 13 meeting No resolution to the Issues could be reached and staff IS withdrawing the proposed amendments DISCUSSION The Oregon Department of Land Conservation and Development submitted testimony opposing portions of the amendments with specific concerns about allowing home Improvement centers to be located In Industrial zOning districts The Oregon Department of Transportation also submitted a letter expressing concerns about potential transportation Impacts of allowing such development Staff met with state staff on February 22 to diSCUSS their concerns The state staff Included higher ranking DLCD staff including the new Deputy Director The discussion was cordial but did not result In a compromise on the proposed amendments Staff further discussed the matter Internally and believes it best to withdraw the proposed amendments from consideration at this time There IS sufficient basIs In the Development Code to allow the placement of home Improvement centers In commercial zOning districts without additional amendment ACTION REQUESTED. No actIOn reqUired
