HomeMy WebLinkAboutCorrespondence Miscellaneous 5/29/2008 ~lC Received ~I oB rlanner MEM '26 May 2008 Molly Markanan City of SprIngfield 225 Fifty Street SprIngfield, Oregon Dear Molly, We are wntmg to protest the proposed development of the parcel ofland at 5560 Hlghbanks Road My wife and I now lIve here by ourselves, but prIor to that we raised two sons who are now grown and have left the nest When and If the trees are cut down and the four (4) additIOnal residences bwlt, we wIll not have the peace and qwte that we now have and have enjoyed for more than thirty-five (35) years There needs to be some resolutIOn to thiS, even though It IS probably not part of the CrIterIa that the permits are based on It IS of great Importance to us and the other neighbors 10 the area There should be more CrIterIa mvolved other than strictly usmg all the aVaIlable space to put up more houses and crammmg people together When I spoke to you on the phone on FrIday afternoon about 1630 hours I got the ImpreSSIOn from you that It was the City of Spnngfield's goal to bwld on every piece, of vacant land aVailable I was hopmg that tIus conclUSIOn was mcorrect, but the longer that we talked the more you held to thiS deep- rooted value ThiS only adds to the congestIOn that we already are experIencmg The deCISIOn should be based on somethmg more than people Just mak10g money Tills WIll significantly deterIorate our qualIty of lIfe by hav10g four addlhonal familIes IIv10g adjacent to us When we first moved 10 the residence at 5520 Hlghbanks Road there was a workIng Filbert Orchard as there shillS I understand that the proposal IS to remove all but a few of the filbert trees on the parcel at 5560 Hlghbanks Road ThIs IS not a good Idea as the few trees left Will stIlI need to be mamtamed WIth spray and prunmg so that the filbert blIght and filbert moths WIll not contammate the half acre of remammg trees that my WIfe and I have on our land They need to cut all the filbert trees or leave all of them and mamtaln them as they are supposed to be If the trees do get cut as marked, then we are requestmg that the setback from the property Ime be extended to more than five (5) feet There are several large and tall filbert trees that mtertwme over the property lme separatmg the 5560 parcel and our parcel at 5520 Hlghbanks Road The trees that WIll be remalmng on our property WIll hang over the property l10e and drop filberts 10 the fall of the year over the property l10e to the east ' lJatG R ived:~ Planner: MEM ._' ..... When does the City take Into consIderatIOn the addItional burden on the schools m the area? If the penrut IS approved we are requestmg that the proposal be reduced slgruficantly from the four (4) additional buIldmg lots to pOSSIble one or two additIonal bUlldmg lots, do not cram people and bUlldmgs together, thIS only leads to a multitude of problems It IS a fact, that the more you cram people together, the more problems you tend to generate To our knowledge there are NO multiDLe reSidences on smgle parcels on the North SIde of Hlghbanks Road as BIll Dwyer/Eureka Development IS proposmg QuestIOns that we would lIke to have addressed are as follows, Please address them and forward you responses to, PhyllIS and Gene HIghfill 5520 HIghbanks Road Spnngfield, Oregon 97478 At least four days pnor to the deadlIne of June the 6th 2008 I Do you have the results of the study for Sewer, water, electnclty, sanitary sewer and storm water management facIlIties and streets and traffic safety controls, If so could I please have copy? 2 TIns area behInd the current reSidence 5560 Hlghbanks flooded m the 1996 flood and there was water runnIng behmd the reSIdence that IS m the low area, Wlt/un the proposed development Will thIS area be elevated to a pomt that WIll prevent floodmg to the reSIdence, and what If any WIll the Impact on our property and other properties be due to the fill that WIll be reqUired to bnng t/us pIece of ground above flood plaIn level? 3 SectIOn 5 12-125 mdlcates"areas WIth susceptibilIty to floodIng shall be protected", what IS bemg done m regard to protectIng thIS area accordmg to t/us Code or m Slate or Federal law? 4 Would you please proVIde me WIth the mformatlOn that the traffic engIneers have done WIth regard to sectIOn 5 12-125 F 5 SectIOn 519-125 also mdlcates that there shall be consIderatIOn gIven to envlronmenlallmpacts nearby trees and WIndbreaks, WIldlIfe, surface runoff and water qualIty of streams and scemc qualIty We belIeve that there WIll be slgruficant Impact on Robms, Jays, Crows, SqUirrels and other birds and WildlIfe If the number of trees IS reduced as proposed We also belIeve that there WIll be a great amount of drlUnage to Cedar Creek and eventually the McKenzie RIver due to the tremendous buIld up of asphalt, concrete and other Impermeable surfaces Date ffeeelved:"p/2t1 I Oe Planner: MEM " -, . ___~4___.-"" 6 SectIOn 5 19-125 D states that natural dramage ways and water areas shall be retamed to preserve nparlan habitat and to mlmmlze erosIOn We do not beheve that thiS IS bemg done under the current proposed development 7 Section 519-125 D 2 States that Wooded area that wIiII1kely provide attractive on-site views to occupants of future development shall be retamed Is thiS sectIOn of the code bemg addressed and adhered to? 8 SectIOn 5 19-125 D 4 States that wooded areas along property hnes shall be retamed so serve as buffers from adjacent properties We beheve that cuttmg all of the trees on tlns parcellS m VIOLATION of thiS part of the Spnngfield Development Code They should be reqUired to leave one row of trees to serve as buffers 9 SectIOn 5 19-125 E Indicates that the apphcant shall have a plan for replantmg of new trees or vegetatIOn that IS an adequate substitute for the trees bemg felled What IS the plan and Will the trees number the same, or do the same, for the buds and other Wildlife and the neighborhood? 10 SectIOn 5 19-125 H Says that the tree fellmg shall be accomplished Without a major disturbance to nearby reSidences What IS a major disturbance? II SectIOn 5 19- 130 A Says that the time the work shall be completed shall be specified on the penmt When Will the work be completed? 12 Section 5 19-130 says that the Director of Pubhc Works may reqwre a surety bond, please do ask for thiS 13 In our phone conversatIOn on the 23 of May m the afternoon you stated that the Spnngfield School Dlstnct has mdlcated that they have adequate capacity to handle the anticipated mcrease of students commg from tlns area Would you please proVide us With the mformatlOn from Spnngfield School Dlstnct # 19? Dear Ms Markanan I lIve directly opposIte the proposed development at 5560 HIgh Banks Road, 10 Spnngfield Assessor's Map No 17-02-28-00, Tax Lot(s) 303 I am opposed to allowlOg SaId development The proposed homes would not be 10 keeplOg WIth the rest of the homes on the street because they would not face the street, rather they would be three deep WIth the SIdes of the homes facmg the street Tlus would be lIke so many hodge-podge developments on MalO Street-{)ut of place If any homes are allowed to be bUIlt, then only deSIgns where the homes could be one deep and facmg the street IS 10 keepmg wIth the style of thIS neIghborhood As for the trees, I would prefer that they be left alone, as they are fully producl1ve and are also esthel1cally pleasmg A smaller-scale development would allow for most of the trees to ~eJ11aIn That land has always been farm land, and to destroy It for an ugly, crowded, out-of-place deSIgn IS mesponslble Moreover, the way the sale took place IS also somethlOg I object to It seems that perhaps Mr Dwyer was able to buy the property, WIthout haVIng a local agent lIst the property, and wIthout the property hlttlOg the MultIple LlstlOg Service ThiS has the au of a conflIct of lOterest, gIven Ius pOSitIOn as a County CommiSSIOner I have lIved 10 my house for 3 I years and my two daughters grew up here One of my daughters, and her husband, were mterested 10 movlOg lOto the eXlstmg home on the proposed Site, but It was not lIsted I feel the site should have been offered first to those lOterested 10 preservlOg It as It IS BeSides that, the other Dwyer development, at the end of E Street, whIle also "smgle famIly" homes, has become more of an apartment feel because of the high denSIty I object to the pOSSibilIty of the same tlung happenIng acros~ the street from me Please do not allow the proposed changes to the orchard property to lOcIude multiple homes crowded m Preserve the orchard and the mtegnty of the neighborhood and allow only two homes, or none ~ank you, ~~v.v Pamela K, Hartman , 5547 High Banks Road Spnngfield, Oregon, 97478
