DIM NARRATIVE
The proposed project Involves the development of a business park including five multiple
tenant Industnal use bUIldings totaling approximately 159,676 square feet With assocIated
site Infrastructure and parking
The approximate 7 6 acre (330,258 square feet) SIte IS located on the northeast side of the
Hlgh Banks Road and 52nd Street intersectIOn High Banks Road and 52nd Street north of
Highway 126 are minor artenals The subject parcel has been graded but IS currently
ummproved There are a couple of eXisting trees located along the pen meter of the site
With no other eXIsting landscaping
Three dnveways are proposed off of the eXisting pnvate dnve (Tax Lot 40 I) located to
the west of the subject site The subject parcel does not have frontage along the pnvate
dnve Access to the pnvate dnve IS perrmtted vis-a-vIs an eXisting pnvate roadway
easement (Tax Lot 401) and EWEB access easement (Tax Lot 404) There IS also a
proposed curb cut and dnveway located on High Banks Road at the east end of the
subject property
The subject site IS located WIthin the Spnngfield City lImits and Urban Growth
Boundary It IS zoned LIght-MedIUm Industnal (LMI) WIth a floodplain Overlay (FP)
The applIcant Will be submitting a Letter of Map RevlSlon-Based on FIll (LOMR-F) to
FEMA In order to remove the site from the flood hazard maps The applIcatIOn IS
expected to be reviewed and approved by FEMA In roughly 120 days The properties
located to the north of the subject site are zoned LMI and developed WIth industrIal uses
The EWEB property located directly west IS zoned LMI and undeveloped The pnvate
road located to the west of the EWEB parcells the leg of flag lot, Tax Lot 40 I, whIch IS
also zoned LMI The propertIes located on the east and south of the subject site are
zoned Low-DenSity ReSidentIal (LDR) and undeveloped and developed With Single
famIly reSIdences, respectIvely
We request that at a minImUm, staff members from Planning, TransportatIOn, and
Engineering attend the conference It would also be useful 10 Invlle John Tamuloms WIth
the City Manager's Office, and key ODOT representatives to dISCUSS the local street
related questIOn SpeCifically, attendance by MIke Spaeth, Dlstnct 5 Manager, and

DIM QUESTIONS
1. Landscape and Parkmg Improvements on Nelghbormg Parcel: Per
conversatIOns With Mark Oberley, with EWEB, EWEB does not anticipate
uSing their parcel (Assessor's Map 17-02-28-00 Tax Lot 404) or the 25'-0" Wide
power Ime easement In the future EWEB's eXisting overhead power lInes are
located Wlthm the 60'-0" Wide roadway easement EWEB has indicated
Wlllmgness to allow constructIon on the property they own (Tax Lot 404) EWEB
Will Issue a perrmt mstead of an easement for constructIOn on their parcel EWEB
has mdlcated that they WIll prepare the paperwork for the permit and provide It to
Hyland Mark SaId that the height restnctlOn IS generally 25 feet Within
easements Tills height restrictIOn would also apply to constructIOn and
landscapmg on their parcel because EWEB's eXisting power lInes are located to
the west of this parcel EWEB has a lIst of acceptable plants for these areas that
they Will forward to the applIcant Mark has requested to review and comment on
the plans before the Site Plan ReView applIcatIOn IS submitted to the CIty Does
the City see any Issues With the proposed constructIOn wlthm the EWEB
parcel and the arrangement outlmed by EWEB to permit constructIon wlthm
theIr parcel (I.e. WIll the CIty requIre the EWEB permIt to be Issued before
tentative Site plan ReVIew approval or can the permIt be a condItIOn to be
met at the time of final SIte Plan ReVIew submittal)?
2. Landscaping: The proposed deSign has proVided expansive landscape areas
adJacent to HIgh Banks Road and In front ofthe western front of BUll ding 2 m
excess of reqUIred planting In attempt to buffer and soften the Industnal
development from the eXlstmg reSidentIal development located across High Banks
Road It IS my interpretatIOn that because there are less than 24 parking spaces
(13 proposed parkmg spaces) located between the street Side of the bUIldings
and High Banks Road that SC 4 4-105(F)(2) does not apply Is thIS
mterpretatlOn correct? If not, please explam If addItIOnal parkmg
lot planting areas are needed.
3. Street Access' At the prevIOus DIM, the City indIcated that the prospectIve
applIcant would be reqUIred to construct a local street, as the Conceptual Street
Map depicts a local street alIgnment adJacent to the subJect property Later, on
February 7, 2008, a request was made by the Community Development Manager
John TamuIorus, for the City transportatIOn department to recommend removmg
the street from the local street plan He did not receive a deCISIOn on that request,
but the prospectIve applIcant was Instructed to submit the site review applIcatIOn
and that the Traffic Impact Study would determine the need for a local street
However, It IS the prospectIve applIcant's posItIon that the Development Code
does not reqUIre the dedicatIon and constructIOn of a road as part of the proposed
site plan Except for High Banks Road, the subJect property does not abut a
street, therefore, no additIOnal nght of way IS reqUIred WIll City staff contmue
to advance the theory that the prospectIve applIcant must dedIcate and
construct a street?

4. Stormwater: Currently, there are two 10-Inch storm laterals stubbed to the
property's frontage on Hlghbanks Road The laterals connect to a 30-Inch storm
pipe on the south Side of Hlghbanks Road Are there any known capacIty
Issues wIth the nearby downstream publIc storm system that thIS sIte wIll
contrIbute to, and IS It antIcIpated that on-sIte detentIOn would be required
for thIS sIte?
