If not, please explam If addItIOnal parkmg lot planting areas are needed. 3. Street Access' At the prevIOus DIM, the City indIcated that the prospectIve applIcant would be reqUIred to construct a local street, as the Conceptual Street Map depicts a local street alIgnment adJacent to the subJect property Later, on February 7, 2008, a request was made by the Community Development Manager John TamuIorus, for the City transportatIOn department to recommend removmg the street from the local street plan He did not receive a deCISIOn on that request, but the prospectIve applIcant was Instructed to submit the site review applIcatIOn and that the Traffic Impact Study would determine the need for a local street However, It IS the prospectIve applIcant's posItIon that the Development Code does not reqUIre the dedicatIon and constructIOn of a road as part of the proposed site plan Except for High Banks Road, the subJect property does not abut a street, therefore, no additIOnal nght of way IS reqUIred WIll City staff contmue to advance the theory that the prospectIve applIcant must dedIcate and construct a street?
