DIM NARRATIVE
The proposed proJect mvolves the development of a busmess park including five multiple
tenant mdustnal use bUlldmgs totalIng approximately 159,676 square feet WIth associated
sIte mfrastructure and parking
The approxImate 7 6 acre (330,258 square feet) SIte IS located on the northeast SIde of the
HIgh Banks Road and 52nd Street mtersectlOn HIgh Banks Road and 52nd Street north of
HIghway 126 are mmor artenals The subject parcel has been graded but IS currently
ulllmproved There are a couple of eXlstmg trees located along the pen meter of the site
WIth no other eXIsting landscaping
Three dnveways are proposed off of the eXlstmg pnvate dnve (Tax Lot 401) located to
the west of the subJect sIte The subJect parcel does not have frontage along the pnvate
dnve Access to the pnvate dnve IS permItted VIs-a-VIS an eXlstmg pnvate roadway
easement (Tax Lot 401) and EWEB access easement (Tax Lot 404) There IS also a
proposed curb cut and dnveway located on HIgh Banks Road at the east end of the
subJect property
The subJect sIte IS located wlthm the Spnngfield CIty lImIts and Urban Growth
Boundary It IS zoned Light-MedIUm lndustnal (LMI) With a Floodplam Overlay (FP)
The applIcant w1l1 be submItting a Letter of Map Revlslon,Based on F1l1 (LOMR-F) to
FEMA m ordel to remove the site from the flood hazard maps The applIcatIOn IS
expected to be levlewed and approved by FEMA m roughly 120 days The propertIes
located to the north of the subJect SIte are zoned LMl and developed WIth mdustnal uses
The EWEB property located dIrectly west IS zoned LMI and undeveloped The pnvate
road located to the west of the EWEB parcellS the leg of flag lot, Tax Lot 401, which IS
also zoned LMl The propertIes located on the east and south of the subJect sIte are
zoned Low-DenSIty ReSIdentIal (LDR) and undeveloped and developed WIth Single
famlly reSIdences, respectively

the CIty Manager's Office, and key ODOT representatives to dISCUSS the local street

1. Landscape and Parkmg Improvements on Nelghbormg Parcel: Per
conversatIOns WIth Mark Oberley, wIth EWEB, EWEB does not anticIpate
usmg theIr parcel (Assessor's Map 17-02-28-00 Tax Lot 404) or the 25'-0" WIde
power lme easement m the future EWEB's eXlstmg overhead power lInes are
located wlthm the 60'-0" Wide roadway easement EWEB has mdlcated
Wlllmgness to allow constructIOn on the property they own (Tax Lot 404) EWEB
will Issue a permIt mstead of an easement for constructIOn on theIr pmcel EWEB
has mdlcated that they wIll prepare the paperwork for the permit and provide It to
Hyland Mark smd that the height restnctlon IS generally 25 feet wlthm
easements ThIs heIght restllctlOn would also apply to construction and
landscapmg on then parcel because EWEB's eXlstmg power lmes are located to
the west of thIs parcel EWEB has a hst of acceptable plants for these areas that
they WIll forward to the applIcant Mark has requested to revIew and comment on
the plans before the SIte Plan ReView apphcatlOn IS submItted to the City Does
the City see any Issues With the proposed constructIon wlthm the EWEB
parcel and the arrangement outlined by EWEB to permit constructIon wlthm
their parcel (i,e, Will the City reqUire the EWEB permit to be Issued before
tentative Site plan ReView approval or can the permit be a conditIon to be
met at the tIme of final Site Plan ReView submittal)?
2 Landscapmg The proposed deSIgn has provIded expanSive landscape areas
adJacent to HIgh Banks Road and m front of the western front ofBUlJdmg 2 m
excess of reqUIred plantmg m attempt to buffer and soften the mdustnal
development from the eXlstmg reSidential development located aCloss HIgh Banks
Road It IS my mterpretatlOn that because there are less than 24 parkmg spaces
(13 proposed parkmg spaces) located between the street SIde of the bUlldmgs
and High Banks Road that SC 4 4-1 05(F)(2) does not apply Is thiS
mterpretatlOn correct? If not, please explam If additIOnal parkmg
lot plantmg areas are needed
3 Street Access. At the prevIOus DIM, the City mdlcated that the prospective
applIcant would be reqUIred to construct a local street, as the Conceptual Street
Map depIcts a local street ahgnment adJacent to the subJect property Later, on
February 7, 2008, a request was made by the Commumty Development Manager
John TlUDuloms, for the City transportation department to recommend removmg
the street from the local street plan He did not receIve a deCISIOn on that request,
but the prospectIve applIcant was 1l1structed to submit the sIte review apphcatlOn
and that the Traffic Impact Study would determme the need for a local street
However, It IS the prospectIve applIcant's posItion that the Development Code
does not reqUIre the dedICatIOn and constructIOn of a road as part of the proposed
sIte plan Except for HIgh Banks Road, the subJect property does not abut a
street, therefore, no additional nght of way IS reqUIred Will City staff contmue
to advance the theory that the prospectIve applIcant must dedicate and
construct a street?

4, Stormwater: Currently, there are two lO-mch storm laterals stubbed to the
property's frontage on Hlghbanks Road The laterals connect to a 30-mch storm
pIpe on the south sIde of Hlghbanks Road Are there any known capacity
Issues with the nearby downstream publIc storm system that this site will
contribute to, and IS It antiCipated that on-site detentIOn would be reqUired
for thiS site?
