and correct, and I further certify that any and all work oerformed shall be done in accordance with the Ordinances of the City
of Springfield and the Laws of the State of Oregon pertaining to the work described herein, and that NO OCCUPArlCY will be made
of any structure without the permission of the Building Division. I further certify that my registration with the Builder's
Board is in full force and effect as required by ORS 701.055, that if exempt the basis for exemption is noted hereon, and that
only subcontractors and employees who are in compliance with ORS 70.1.055 will be used on this project.

SUBJECT: Temporary Electric Service for 3295 Commercial Street:

Due to the unique "Catch 22" type situation we are confronted with in this
electrical service request, the Building Safety Division is only authorizing
a temporary electrical service at this time. Don Stapleton, the applicant,
has applied for a building permit to allow construction of an open-air fire-
wood processing plant on this industrially zoned parcel which he owns. The
plant location is only 50 feet from adjacent single family zoned properties
to the west, thereby raising the question of compatability of the adjacent
land uses.. TheD.E.Q. has noise.control regulations to control potential
noise pollution in cases of this type, however, the applicant is not able to
confirm compliance with these regulations without operating the plant and con-
ducting sound measurements.
The Building Safety Division will not validate the required building permits
without confirmation that D.E.Q. noise' regulations will be met. Therefore,
we have contacted D.E.Q. personnel regarding conducting appropriate sound
measurements, and will authorize temporary electrical service from February
1st through 10th for this purpose. .
- The Building Division.,will issue the required building permits if the operation
of the plant does not exceed the allowable noise emissions, however, - if the
plant operation does not comply no permit approvals will be granted until neces-
sary measures are performed to bring the plant into compliance with D.E.Q. regu-
lations.
Permanent electrical service will not be authorized until all required permits
have been obtained, inspections performed and a Certificate of Occupancy issued
by the Building Safety Division.'

Whenever possible, the initial application will be used as
a worksheet only. Where possible, Building Division Staff
will prepare a type written copy and return it to the
applicant at the time the actual permit is issued for his
signature.
