be addressed by the applicant. Incomplete applications, as well as insuffiCient or unclear

prepare the required findings
The Director or the Public Works Director may require the applicant to provide the
services of a profeSSional forester (approved by the City), licensed hydrologist, or licensed

("BIrth Center") to be operated by Peace Health MedICal Group at the above-
referenced locatIOn To develop the BIrth Center, 15 trees must be removed from
the subject sIte
SDC 5 19-115 reqUIres a Type II reVIew of thIS Tree Fellmg applIcatIOn The area
subject to thIS Tree FellIng applIcatIon (see the attached plot plan) IS synonymous

WIth the area proposed for development In the concurrently submitted
applIcatIOn for Site Plan ReVIew Tentative Plan Appended to thIs narratIve IS a
completed Tree FellIng applicatIOn, a copy of the title report and deed shoWIng
PeaceHealth ownership ofthe subject property, and all supportIng matenals
consIstent WIth SDC 5 19-120 and application reqUirements
2.0 Background/Context
The site has considerable tree canopy, whICh IS Identified as a "Natural Asset" In
the Gateway Refinement Plan (GRP) and Identifies the larger tree coverage as
"Other PromInent Vegetation" Considerable care has been takmg m laymg out
the proposed use to mmlmlze tree removal and tree Impacts to the extent
practical
The GRP encourages development proposals to seek "reasonable retention of
eXlstmg trees" [GRP ImplementatIOn Action 8 4] This proposal fulfills this
objective by retammg trees to the extent practIcable, and preservmg nearly 80%
of the tree on-site All 68 eXlstmg trees on-site larger than 5" dbh were mapped,
mventoned, and evaluated by a certified arbonst, Kyle W KIng,ISA This tree
fellmg permit to remove 15 trees necessary for constructIOn IS submitted
concurrently WIth applicatIOn for site plan approval
As shown on the Site Assessment of eXlstmg conditIons, Sheet C2 0, tree canopy
on-sIte IS mostly clustered m the northeast and southwest corners of the site The
site plan proposes to retam these eXlstmg tree groves largely mtact and proVIde as
much separation from constructIOn actiVIties and the bUilt enVIronment as
possible to conserve these tree clusters
It mIght appear that some modificatIOns to the site plan could reduce the number
of trees to be removed For example, If the reqUired Sidewalk connectmg the
BIrth Center WIth Deadmond Fell)' Road were to separate from the dnveway,
rather than huggmg close to the drIveway curb Ime, mIght trees #62 (28" fir) and
#64 (12" maple) be spared? However, close exammatlon of the site plan and field
mvestlgatlOns by the arbonst mdICate that these trees would stIli be slgmficantly
Impacted by construction actIVItIes associated WIth the reqUired dnveway WIdth
as well as the Sidewalk, so would need to be removed In any event
Wherever possible, the applicant has sought to proVIde separatIOn that spares
these groves to prevent the possibility of Wlndthrow and subsequent tree fallIng
and/or declIne post-constructIOn

3. SDC 5.19-125 Tree Felling Criteria
(A) Whether the condItIOns of the trees wIth respect to dIsease,
hazardous or unsafe condltzons, danger offallmg,
proxImIty to eXlstzng structures or proposed constructzon,
or mterference wIth utzllty servIces or pedestrIan 01'
vehIcular traffic safety, warrants the proposedfellmg
As reflected m the plot plan and arborIsts mventory report, the trees proposed for
removal are m fair to good condItIOn, though some have rather sparse canopy due
to lack of lzght All of the 15 trees proposed for removal are needed due to dIrect
construction Impacts or othelWlse warrant fellmg due to potential for property
damage and human safety concerns, gIVen proxImIty to the proposed BIrth
Center and other eXlstmg resIdences nearby Whereas earlzer sIte plan concepts
used the eXlstmg drIveway and mmlmal on-sIte parkmg, durmg pre-applzcatlon
and pre-submIttal meetmgs CIty staff Identified reqUIrements for addItional
parkmg on-sIte and the WIdth and specIficatIOns for drIveway constructIOn - all
of whIch resulted m the need for addItIonal tree removal
Adjustments were made throughout the plannmg and desIgn process to conserve
tree canopy and some of the larger specImens on-sIte For example, a covered
porch area Imtlally proposed for the southwest corner of the BIrth Center was
removed to spare a 54" fir (#18) and 48" hemlock (#19), and to keep the grove of
trees at the southwest corner of the sIte mtact The locatIOn of the BIrth Center
bUlldmg footprmt was also adjusted northward to occupy more of the open area
created by the eXlstmg house locatIOn, and to proVIde greater separatIOn and
protectIOn for large trees along the south SIde ofthe sIte (e g , #1 - 46" fir, #2 -
36" fir) and protection agamst WIndthrow that could compromIse the safety of
the BIrth Center, ItS occupants, and adjacent property from southerly WInds
(B) Whether the proposedfellmg IS consIstent wIth State
standards, Metro Plan polzcies and CIty ordmances and
provIsIOns affectzng the envIronmental qualIty of the area,
mcludmg, but not lzmlted to, the pI otectzon of nearby trees
and wmdbreaks, WIldlife, erosIOn, sOIl retentzon, and
stabIlIty, volume of swface runoff and water qualIty of
streams, scenzc qualIty, and geologIcal sItes
SDC 5 19-105 states that among the purposes of the Tree Fellmg permIt process IS
to retam natural amemtles of developable propertIes "until these propertIes are
ready for urban development" As noted above, the Gateway Refinement Plan
(GRP) IdentIfied these trees as "Other Promment VegetatIon," but these trees
were not gIVen Goal 5 status by the CIty as slgmficant natural resources

GRP ImplementatIOn ActIOn 8 4 encouraged development proposals to seek

The retentIon ofthe maJonty of the tree stands WIll conserve the sIte's scenIC
qualItIes consIstent WIth the above cntenon and GRP objectIves AddItIOnally,
measures WIll be taken to protect the trees to remam These measures WIll
mclude tree protectIOn fencmg, desIgnated constructIon paths that avoId
vegetatIon to remam, development technIques that are sensItIve to the eXlstmg
trees (such as hand plantmg near eXlstmg vegetatIOn), and mOnItonng by a
certIfied arbonst durmg the constructIOn process
Metro Plan EnVIronmental Resources Element PolIcy 14 states "MetropolItan
goals relatmg to scenIC qualIty, water qualIty, vegetatIOn and WIldlIfe, open space
and recreatIOnal potentIal shall be gIven a hIgher pnonty than tImber harvest
Wlthm the urban growth boundary" (pg III-C-g) Although the sIte IS Wlthm the
Sprmgfield UGB, the proposed tree fellmg IS solely as needed to develop the
proposed BIrth Center, as IS not bemg harvested for commercIal tImber
productIOn Therefore, the above Metro Plan polIcy and other polIcIes relatIve to
woodlot management and forestry uses (I e, PolIcIes 15-17) are not applIcable
The above findmgs demonstrate the proposed tree removal IS consIstent WIth thIS
cntenon and the applIcable standards and polIcIes
(C) Whether It IS necessary to 1 emove trees m order to construct
proposed Improvements m accordance With an approved
development plan, gradmg permits, and constructlOn
drawmgs
The tree removal IdentIfied m thIS applIcatIOn IS necessary m order to construct
the proposed BIrth Center and assoczated Improvements ConstructIOn
prereqUIsItes - such as the quantIty of parkmg spaces reqUIred, the WIdth of the
dnveway and ItS constructIon specIficatIOns - resulted m greater tree Impacts
than ongmally planned However, sIte deSign refinements reflected m the

between the conservatIOn of trees and tree stands on-sIte, and of sIte
development that WIll brmg new thIS VItal and Important BIrth Center to
