'The focus of this meeting is regional transportation planning and specifically the review of a draft regional transportation planning work plan outline. BACKGROUND On February 13,2008, the elected officials met to discuss a variety of concerns. At that meeting it was suggested that more joint meetings be scheduled to discuss local inter-jurisdictional issues. At the subsequent JEO meeting on May 13,2008, there was a discussion of regional planning issues at the beginning of the meeting and the rest of the meeting focused on public safety. A commitment was made to return to the JEO with a draft of a regional transportation planning work plan at a future meeting. RELATED CITY POLICIES As both the Transportation System Plan (TSP) and Regional Transportation System Plan (RTSP) for Eugene, TransPlan serves as a policy document for local and regional transportation decision making. COUNCIL OPTIONS Provide feedback to staff on draft transportation planning work plan outline and direction to proceed with development of a final transportation planning work plan. CITY MANAGER'S RECOMMENDATION Provide direction to proceed with development of a fmal transportation planning work plan. SUGGESTED MOTION No motion is required. Staff seeks input on the attached workplan outline in order to develop a final work plan for consideration at the September JEO meeting. Elected bodies of Lane County, Springfieltl, .Eugene, and Coburg must agree to the work plan before it is presented to the Land Conservation and Development Commission (LCDC) for approval in I October. i I I At this meeting, staff requests that the JEO provide direction to proceed with the development of a final work plan. Background O!1 November 8,2007, the Metropolitan Policy Committee (MPC) adopted an updated Regional Transportation Plan (RTP) with a 2031 horizon year. This action triggered a state. Transportation Planning Rule (TPR) requirement that one of the following must occur: 1. Make findings that TransPlan is consistent with the RTP; or 2. Update TransPlan, our metropolitan area's Transportation System Plan (TSP) to be consistent with the RTP within one year; or 3. the state Land Conservation and Development Commission must approve a local work plan for making TransPlan consistent with the RTP. The City of Coburg made a finding of consistency for its TSP. The jurisdictions of Eugene, Springfield and Lane County did not make a finding of consistency, due to the fact that the project lists in the two plans were not identical, the horizon years were inconsistent by sixteen years and the plan boundaries were not the same. Therefore, it is necessary for the three jurisdictions to pursue the third option and develop a local work plan. Since the MPC adopted the RTP update in November 2007, local jurisdictions have participated in a series of meetings with Oregon Department of Transportation (ODOT) and Department of Land Conservation and Development (DLCD). The purpose of these meetings is to develop a proposed transportation planning work plan coordinated with land use. An outline of the draft work plan is attached. A final version of the work plan will be presented to the JEO at a September meeting for approval. LCDC approval of the work plan will be sought at the Commission's October 15-16 meeting in Prineville. Work Plan Outline The attached work plan outline is divided into three sections: · Short-Term Actions. These include amendments to TransPlan that can be initiated before the October LCDC meeting; · Mid-Term Actions. These are actions that may occur either before the LCDC meeting or as part of a long range transportation work plan; and . Long Range Transportation Planning. In addition, the outline includes lists of the adopting and partner agencies and provides next steps for developing -the final work plan. Regional Planning Open House Eugene, Springfield, Lane County and the Central Lane MPO are holding a public workshop on Wednesday, July 9 at the Eugene Public Library from 4:30 to 6:30 pm. Its purpose is to provide information and receive public input on regional comprehensive planning issues. Planning efforts of assessing buildable lands, developing new population forecasts, and transportation will be featured at this workshop. It is understood that Lane County will be leading the public involvement process for Population Forecasts and that Eugene and Springfield have indicated they will be using Safe Harbor population forecasts; Coburg has joined other small cities to pursue a PAPA process. The information received at this event will inform the development of a comprehensive public participation program for both land use and transportation planning work. A final work plan will be provided to the JEO for consideration in September and submitted to the Land Conservation and Development Commission (LCDC) for approval at its October 15-16, 2008 meeting in Prineville. A. Short Term Actions. The following items will be initiated before the LCDC meeting in order to preliminarily address DLCD and ODOT concerns regarding RTP- TSP consistency: 1. Amend the TransPlan project lists to delete all projects that have been completed. 2. Amend TransPlan to add a sentence stating that the WEP is not a "planned transportation facility" for purposes of OAR 660-012-0060, the Transportation Planning Rule (TPR). 3. Amend TransPlan toextend the planning horizon from 2015 to the estimated year in which the metropolitan area wiU arrive at the population TransPlan is designed to serve (296,500 people). Amend the ) Transportation Element of the Metro Plan as needed for consistency with the revised TransPlan planning horizon. B. Mid-Term Actions. The following items may occur either before the LCDC meeting or later as part of the lo'ng range transportation planning work plan: I 1. Determine the framework of Transportation System Plans (TSP's). Coburg has its own TSP. Eugene and Springfield will need to decide whether to have a shared TSP or individual TSP's. 2. Determine whether the four ODOT facilities projects that were moved from the Illustrative to the Financially Constrained list in the 2031 Regional Transportation Planning W orkplan Outline 7/9/2008 10f3 Transportation Plan (RTP) should also be moved to the TransPlan financially constrained list. Determine if this action should be: a. Completed as part of the short term TransPlan amendments (Section A above); b. Completed as a separate interim step by appropriate government(s) consistent with Metro Plan amendment policies; or c. Completed as part of the long range transportation planning work plan (Section C below). The four ODOT facilities projects are: · West 11th Avenue from Terry to Greenhill; · Beltline Highway from River Road to Delta Highway; · OR 126 at Main Street; and · OR 126 at 52nd Street. 3. Address the language contained in the State Transportation Planning Rule with regard to the function of the Regional Transportation System Plan (RTSP) and its relationship to TSPs and the RTP. The State TPR mandates that the MPO develop an RTSP for adoption by Eugene, Springfield, Coburg and Lane County. c. Long Range Transportation Planning. The primary purpose of the long range work plan will be to coordinate and integrate transportation and land use planning activities within the boundaries of the Metropolitan Planning Organization (MPO). The work plan will address the following actions: 1. Coordinate with any changes to the Metro Plan that result from Eugene and Springfield's updated buildable lands inventories, any urban growth boundary changes, updated population forecasts, and any land use or other policy changes. 2. Continue to integrate the City of Coburg into appropriate planning documents. 3. Update TSP(s) as necessary to meet Transportation Planning Rule (TPR) requirements. Include an evaluation of transportation goals, policies and planned facilities for autos, freight, pedestrian, bicycle, transit, rail, air, pipeline, and marine transportation modes as specified in the TPR based upon updated land use scenarios. 4. Assess the current alternative performance measures in the context of the appropriate revised horizon year. 5. Consider Comprehensive Plan amendments to maintain consistency with TSP updates. Transportation Planning W orkplan Outline 7/9/2008 20f3 NEXT STEPS Coordination is underway to provide additional work plan details, including a description of major work items and interim products, identification of critical milestones, and an estimated timelinefor completion of the items described in Section C. It should be noted that some components of the work plan will need to remain flexible in order to effectively respond to data and policy direction as it becomes available (see item one in Section C above).
