RESOLUTION 04- 14
AUTHORIZES A DEPARTURE FROM SECTION 501.2.13 OF THE CITY STANDARD
CONSTRUCTION SPECIFICATIONS AND SECTION 5.02.1.B OF THE CITY ENGINEERING AND
PROCEDURES MANUAL REGARDING REQUIREMENTS FOR STREET LIGHTING
FOR RIVERBEND DEVELOPMENT, MOUNTAINGATE DEVELOPMENT,
DOWNTOWN DEVELOPME~T DISTRICT, JASPER ROAD EXTENSION
AND MARTIN LUTHER KING, JR. PARKWAY
WHEREAS, Section 32.060(1) ofthe Springfield Development Code provides that street lighting
designs shall be in accordance with the Standard Construction Specifications; and,
WHEREAS, Section 5,02.1.B of the Engineering Standards and Procedures Manual provides that the
City standard for street lighting is low pressure sodium luminires and high pressure
sodium decorative luminaires; and,
WHEREAS, Section 5.01.2.13 of the City Standard Construction Specifications provides for low
pressure sodium luminaires and high pressure sodium decorative luminaires; and,
WHEREAS, Representatives of RiverBend Development, MountainGate Developmen\ the Downtown
Development Distric\ Jasper Road Extension, and the Martin Luther King, Jr.Parkway
have requested the installation of Metal Halide luminaires; and,
WHEREAS, the City Engineer and the City Traffic Engineer have determined and recommendeda
departure from the stmdards specified above in order to provide reasonable innovative
and creative efforts which could result in better quality and/ or lower costs for the areas
specified; and,
WHEREAS, the City Engineer and Traffic Engineer beleve that Metal Halide, and High Pressure
Sodium luminaires are appropriate for the RiverBend Development, MountainGate
Development, the Downtown Development District, Jasper Road Extension, and the
Martin Luther King, Jr. Parkway.
NOW, THEREFORE, BE IT RESOLVED, the Common Council of the City of Springfield hereby
grants a departure from the requirements of Section 5.02.1.B of the Engineering Standards and Procedures Mamal
for the use of Metal Halide luminaires for the projects in or upon RiverBend, l\lmntainGate, Downtown Springfield
Association, Jasper Road Extension, and Martin Luther King, Jr. Parkway
This Resolution shall take effect upon adoption by the Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfiedl, Oregon, this 19th day of April
,2004.
