HomeMy WebLinkAboutResolution 04-02 01/20/2004 . . . { \ .~ /-_.-----~./- RESOLUTION 04-....QL A RESOLUTION SUPPORTING THE REQUEST OF WILLAMALANE PARK AND RECREATION DISTRICT FOR FUNDING OF A 2004 RECREATION TRAIL PROGRAM GRANT WHEREAS, rehabilitation and restoration of the Springfieid Mill Race is an important element in the revitalization of Downtown Springfield, and a high priority of the Council; and WHEREAS, the United States Army Corps of Engineers ("Corps") has completed and Ecosystem Restoration Report and Environmental Assessment which concludes that there is a federal interest in rehabilitation and restoration of the Springfield Mill Race and recommending certain improvements, including education and recreational facilities in the vicinity of the current site of the Springfield Millpond, on property owned by the City; and WHEREAS, the Council has expressed its intent to enter into a Project Cooperation Agreement with the Corps for construction of those improvements under Section 206 of the Water Resources Development Act; and WHEREAS, Willamalane Park and Recreation District ("Willamalane") has been, and is, and active partner with the City in this project, and, in particular, is participating in the design of the recreational and education facilities to be construc~ed; and WHEREAS, Willamalane plans to apply to the Oregon Department of Parks and Recreation for a 2004 Recreation Trail Program Grant of up to $100,000 in support of the recreational facilities to be located at the site of the current Millpond; and WHEREAS, Willamalane's grant application request will be for additional funding needed to construct the trail head and Phase 1 of the trail system at the MillraceIMill Ponds, which are located at the historic Booth-Kelly Mill site, in downtown Springfield. The proposed multi-use trail system will open access to this newly developing natural area to recreational use for both local residents and visitors. It will also revitalize a very vital and important urban landscape of downtown Springfield. WHEREAS, the Council has been informed of the nature ofWillamalane's application and believes that application is worthy of funding and desires to indicate its support for the application; . NOW, THEREFORE, BE IT RESOLVED, that the Common council of the City of Springfield hereby determines that it supports and endorses the application of Willamalane for funding a 2004 Recreation Trails Program grant; and BE IT FURTHER RESOLVED, that the City Manager and other officers, employees and agents of the City are hereby directed to inform Oregon Department of Parks and Recreation . of that support by transmitting a copy of this resolution to the Oregon Department of Parks and Recreation; and BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the Council and approval by the Mayor.
