HomeMy WebLinkAboutResolution 04-01 01/20/2004 . .' .~ CITY OF SPRINGFIELD RESOLUTION~- 04-01 A RESOLUTION CREATING A DESIGNATED REDEVELOPMENT AREA IN DOWNTOWN, AS DESCRIBED IN THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM UNDER 24 CFR ~570.208(b) WHEREAS, on December 1,2003, the Springfield City Council held a public hearing and approved amendments to the Eugene-Springfield Consolidated Plan, Creating a Redevelopment Area in the Downtown corridor, and WHEREAS, the purpose for creating such an area was to comply with Federal Community Development Block Grant Requirements under 24 CFR S570.208(b), and WHEREAS, the amendments included documentation of deteriorated conditions to a high percentage of the existing structures in the designated area, a definition of "Blighted Area" and clearly defined area boundaries, and ' WHEREAS, the Downtown Redevelopment Area will have boundaries of Mill Street (west boundary), South A Street (south boundary), 10th Street (east boundary) and B Street (north boundary), excluding the residential areas on the south side ofB Street between 8th and 10th Streets, and on the north side of A Street between 9th and 10th Streets, and WHEREAS, in approving the Plan amendments the Council found and determined that utilizing CDBG funds to assist with redevelopment activities in the downtown area would stimulate development and economic reinvestment, and WHEREAS, to further promote downtown redevelopment activities, the Council authorized a set-aside of CDBG funds for fiscal years 2004, 2005 and 2006 to assist with eligible redevelopment activities; with each year's set-aside not to exceed 24% of the total CDBG grant amount, and WHEREAS, to offset the CDBG set-aside for downtown redevelopment, the Council declared a moratorium on CDBG funded street improvement projects for fiscal years 2004, 2005 and 2006, and WHEREAS, the City also considers its Citizen Participation Plan to be an important and integral part of ~ts decision making process, and WHEREAS, the Council has considered the information and material presented at the public hearing, and is fully informed with respect to the matter. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF TH~ CITY OF SPRINGFIELD THAT the City of Springfield CDBG section of the Eugene- Springfield Consolidated Plan is amended by creating and defining a Downtown Redevelopment Attachment A, Page 1 .... . Area as provided under 24 CFR S570.208(b), and BE IT FURTHER RESOLVED, that a portion of the City's annual CDBG grant for fiscal years 2004. 2005 and 2006 shall be set-aside to assist with eligible redevelopment activities; with each year's set-aside not to exceed 24% of the total CDBG grant amount, BE IT FURTHER RESOLVED, that a moratorium is declared on CDBG funded street improvement projects for fiscal years 2004, 2005 and 2006, and BE IT FURTHER RESOLVED, that the City of Springfield Citizen Participation Plan be amended to include provisions for timely written responses to comments and complaints, and BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the Council and approval by the Mayor.
