RESOLUTION 04 - .1U:..
A RESOLUTION AUTHORIZING AN APPLICATION TO THE STATE OF OREGON
FOR THE DESIGNATION OF A VERTICAL HOUSING DEVELOPMENT ZONE, FOR
THE PURPOSE OF CREATING AFFORDABLE HOUSING IN THE DOWNTOWN
WHEREAS, on December I, 2003, the Springfield City Council held a public hearing and
approved amendments to the Eugene-Springfield Consolidated Plan, Creating a Downtown
Redevelopment Area in the downtown corridor, and
WHEREAS, the purpose for creating such an area was to stimulate redevelopment and re-
investment in the downtown corridor, and
WHEREAS, the Downtown Redevelopment Area will have boundaries of Mill Street (west
boundary), South A Street (south boundary), 10th Street (east boundary) and B Street (north
boundary), excluding the residential areas on the south side ofB Street between 8th and 10th
Streets, and on the north side of A Street between 9th and lOth Streets, and
WHEREAS, the Council has determined that the creation of new housing units in the downtown
is an essential part of the redevelopment process, and
WHEREAS, the construction of new housing above new or existing commercial space is a
desired method of increasing housing .opportunities in the downtown corridor, and
WHEREAS, the development of significant number of new housing units in the downtown
corridor would be difficult to achieve without financial assistance, and
WHEREAS, the partial property tax exemption provided by the creation of a Vertical Housing
Development Zone in the downtown corridor under ORS 285C.450 to 285C.480 would provide
significant financial assistance and therefore encourage such development, and
WHEREAS, the Council has considered the information and material presented at a meeting on
July 26,2004, and is fully informed with respect to the matter.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF
THE CITY OF SPRINGFIELD THAT the City of Springfield is hereby authorized to submit
an application to the Director of the Economic and Community Development Department of the
State of Oregon for the designation of a Vertical Housing Development Zone, as described in
ORS 285C.450 to 285C.850, with the boundaries of such Vertical Housing Development Zone
being the same as the boundaries of the Downtown Redevelopment Area, and

BE IT FURTHER RESOLVED, that proper and timely notification will be given to all
local taxing districts that have territory in the proposed Vertical Housing Development Zone, as
required in ORS 285C.453, and
BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by
the Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of ~
for and ~ against, this 26th day of July, 2004.
