RESOLUTION 05- 08 A RESOLUTION PROVIDING GUIDANCE AND IMPLEMENTING TRANS PLAN TRANSPORTATION SYSTEM IMPROVEMENTS ROADWAY POLICY #2: MOTOR VEHICLE LEVEL OF SERVICE BY ACCEPTING A LOWER LEVEL OF SERVICE THAN "D" AT THE GATEWAY/INTERNATIONAL, GATEWAY/GAME FARM EAST, GATEWAY/KRUSE AND BEL TLINFJHUTTON INTERSECTIONS WHEREAS, The Springfield Common Council, Eugene City Council, the Lane County Board of Commissioners adopted the 2001 TransPlan ordinance and findings, and the Lane Transit District Board of Directors approved the 2001 TransPlan; and WHEREAS, TransPlan policy: Transportation System Improvement Roadway Policy #2: Motor Vehicle Level of Service, defines the metro level of service standard as "D" and recognizes that because of funding constraints, environmental conditions, or land use constraints, a local jurisdiction may accept a lower level of service than "D"; and WHEREAS, The Springfield Common Council adopted Resolution No. 02-44, October 7,2002, accepting higher traffic congestion at the Gateway/Beltline intersection with the understanding that projects are planned to alleviate the congestion; and WHEREAS, The Gateway/International, Gateway/Game Farm East, Gateway/Kruse and Beltline/Hutton intersections are projected to occasionally operate at level of service "E" or "F" within six months based on recent land use applications; and WHEREAS, The occasional failure of the Gateway/International, Gateway/Game Farm East, Gateway/Kruse and Beltline/Hutton intersections to meet the level of service "D" standard is due to capacity limitations at the Gateway/Beltline intersection; and WHEREAS, Improvements to the Gateway/Beltline intersection, I-5/Beltline interchange, and the Martin Luther King, Jr. Parkway project will improve the operations and safety at the Gateway/International, Gateway/Game Farm East, Gateway/Kruse and Beltline/Hutton intersection to a level of service "D"; and WHEREAS, The Springfield Common Council adopted Ordinance No. 5610, March 2, 1992, an Ordinance adopting the Gateway Refinement Plan as a Refinement Plan of the Eugene/Springfield Metropolitan General Plan which contains the Martin Luther King, Jr. Parkway project; and WHEREAS, The Springfield Common Council adopted Ordinance No. 5613, March 2, 1992, an Ordinance amending the Eugene/Springfield Metropolitan Area Transportation Plan (TransPlan) to include the Martin Luther King, Jr. Parkway project; and WHEREAS, The Springfield Common Council adopted Resolution No. 98-35 that establishes the preliminary alignment and right of way for the Martin Luther King, Jr. Parkway; and RESOLUTION Page 1 . . . .. WHEREAS, The Springfield Common Council adopted the 2002-2007 Capital Improvement Program that provides $200,000 for Gateway Traffic Improvements to implement projects listed in the Gateway Urban Services and Traffic Capacity Analysis Agenda Item Summary (April 24, 2000); and WHEREAS, The Lane County Board of Commissioners approved the Capital Project Partnership Program on December 12,2001 that included $3.3 million for Martin Luther King, Jr. Parkway, and the Board approved the 2003-2007 Capital Improvement Program that included $1.9 million for Martin Luther King, Jr. Parkway; and WHEREAS, PeaceHealth has agreed in an annexation agreement (June 7, 2001) to provide $1 million in right of way and $2.75 million for construction of the Martin Luther King, Jr. Parkway, and PeaceHealth has agreed in an annexation agreement (June 4, 2002) to provide $7 million for Gateway/Beltline improvements, and $2.25 million for Pioneer Parkway Extension intersection improvements; and WHEREAS, The Oregon Transportation Commission (OTC) adopted the 2002-2005 Statewide Transportation Improvement Program (STIP) that provides $19.5 million for Phase I improvements to the I-5/Beltline interchange. NOW THEREFORE, based on the foregoing Recitals it is hereby found, determined and resolved by the Common Council of the City of Springfield as follows: 1. The Springfield Common Council implements TransPlan Transportation System Improvement Roadway Policy #2: Motor Vehicle Level of Service, and accepts a temporary level of service reduction at the Gateway/International, Gateway/Game Farm East, Gateway/Kruse and Beltline/Hutton intersections until improvements are made to the Gateway/Beltline intersection, the I-5/Beltline interchange, and the Martin Luther King, Jr. Parkway is constructed. 2. This Resolution shall take effect upon adoption by the Common Council and approval by the Mayor.
