A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AMENDED CONTRACT WITH KPFF CONSULTING ENGINEERS IN THE AMOUNT OF $29,554 FOR ENGINEERING SERVICES FOR THE DESIGN AND CONSTRUCTION MANAGEMENT OF THE STORM WATER SEWER IN THE MARTIN LUTHER KING, JR. PARKWAY. WHEREAS, a public storm water sewer system is required to be designed and installed for the Martin Luther King, Jr. Parkway and adjacent properties; and, WHEREAS, City staff is unable to provide the design services due to its continuing extraordinary work load; and, WHEREAS, it is in the best interest of the public to approve the amended consulting services contract with KPFF Consulting Engineers for the design and installation of the Martin Luther King, Jr. Parkway storm water trunk sewer because they are currently the consultant for the design and construction management of said storm water trunk sewer, they have experience in the type of work required, they have performed master planning for the adjacent PeaceHealth storm water system and have performed the preliminary analysis for this public storm sewer system, and they are simultaneously designing the storm sewer system for the PeaceHealth subdivision that will connect to this system so they are able to quickly and efficiently perform the services; and . WHEREAS, said contract was found to be in conformance with the Springfield Municipal Code, Contracts for Personal Services, that exempts personal services contracts for public improvements from bidding requirements; and, WHEREAS, it is the recommendation of the City Engineer that this engineering consultant contract be accepted. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield as follows: 1. The Council does hereby approve the consulting engineering services amended contract with KPFF Consulting Engineers for the design of the storm water sewer for the Martin Luther King, Jr. Parkway, in the amount of $29,554, and authorizes the City Manager to enter into a contract with KPFF Consulting Engineers for those services. 2. This Resolution shall take effect upon passage by the Council and approval by the Mayor. This Resolution adopted by the Common Council of the City of Springfield, Oregon, this 4th day of April 2005, by a vote of ~ for and 0 against.' '_ .
