Insulation inspections were not'required by'the State Building Code in
1977 (see attached excerpt 'from theCoae in'force at the time), As a
result, the Buildihg,Division did-not make insulation inspections in 1977.
However, it was our policy at that time, to require the insulation con-
tractor to post a Certificate of'Compliance prior to our issuing a Certi-
ficate of Occupancy. The fact that the Certificate of Compliance is no
longer ,there 'is not surprising, "
A study conducted in 1979 by a consultant hired by the State Energy Depart-
ment revealed that, many buildings throughout. Oregon were not being insulated,
even though 'in many cases Certificates o.f Compliance were posted, As a
result, insulation inspections 'became mandatory under the State Building
Code in July of 1980, In order to compensate for the expense associated
with the added insulation inspection, the State Legislature even approved
a new. fee schedule during the 1981 legislative session. The schedule has
not yet been adopted in Springfield, even though insulation inspections
are now made.

(b) Inspection Record Card. Work reqUiring a building permit shall.
'narbe commenced until the permit holder or his agent shall have posted an
(.." :.'..inspection record card in a conspicuous place on the front premises and in
.- }such position as to allow the Building Official conveniently to make the re-
quired entries thereon regarding inspection 0"[ the work. This card shall be
.maintained in such position by the permit holder until the Certificate of
Occu~ancy has been issued.
(c) Approvals Required. No work shall be done on any part of the
building or structure beyond the point indicated in eac~ successive inspec-'
I}ft.tion ~it~out first obtaining the w.ritten approval of t.he Bui~ding Official.
~~:~~Such written approval shall be given only after an mspectIon shall have
.1' been made of each-successive step in the construction as indicated by each
of the inspections required in subsectiof! (d).
There shall be a final inspection and approval on all buildings when
completed and ready for occupancy.
(d) Required Inspections. Reinforcing ste'el or structural framework of
rT;~:~y part .of any ~u.ilding or strucl':!re shall ~ot. be co~e!ed or concealed
\:::.:..~':' without first obtammg the approval of the BUlldmg Official. -
~~ The Building Official, upon notification from the permit holder or his
agent, shall make t~e following inspections and shall either approve that
portion of'the construction as completed or shall hotify the permit holder
tf:~,,:. or his agent wherein the same fails to comply with this Code.
~~' L FOUNDATION INSPECTION: To be made afler trenches are
. excavated and forms erected and when all materials for the founda-
tion are,delivered'on the jcib. Where concrete from a central mixing
plant (commonly termed "transit mixed") is to be used, materials
need not.be on the job.
2, FRAME INSPECTION: To be made after lhe roof, all framing,
fire-blocking, and bracing are in place and all pipes, chimneys, and
vents are complete.
), LATH AND/OR WALLBOARD INSPECTION: To be made
after all lathing and/or wallboard, interior and exterior, is in place;
but before any plastering is applied or before wallboard joints and
f~steners are taped and Finished.
4, FINAL INSPECTION: To be made after building is completed and
ready for occupancy. .,'
,.' (e) Other Inspections. In addition to the called inspection~ specified
above, the Building Official. may make or require aT!Y other inspections of
any construction work to ascertain compliance with the provisions of this
Code and other laws which are enforced by the Building Department.

. '" (f) Reinspeclions. A reinspection fee may be assessed for each inspec-
