Conduct a public hearing on liquor license endorsements for the 2007-2008 renewal
period and endor:se/not endorse as appropriate.
The attached list of 127 businesses wi111ikely be applying to the Development
Services Department for their 2007-2008 liquor license endorsements prior to June
30,2007.

On December 19, 1994, Council approved Ordinance No. 5768 that established
specific criteria to be used when reviewing an application for a liquor license
endorsement. Council may recommend denial based upon reliable, factual
information as it relates to any of the criteria listed in Section 7.302 of the
Springfield Municipal Code.
Some of the required information for liquor license renewal, i.e., ownership of the
establishment, cannot be determined until staff receives the actual application.
However, some determination about meeting the listed criteria can be made now
since the criteria relates to the level of police activity associated with the
establishment.
The public hearing this evening is scheduled for Council to receive community
testimony relative to the liquor license renewal endorsement. At the conclusion of
. the public hearing, Council is requested to provide one of the following
recommendations to the Oregon Liquor Control Commission for the license
renewal of the listed establishments: 1. Grant; 2. No Recommendation; 3. Do Not
Grant Unless (applicant demonstrates commitment to overcome listed concerns); or
4. Deny.

SUBJECT: Liquor License - Activity Summary Report
Police responded to liquor dispensing establishments a total of 794 times during the 9 month
period between July 1, 2006 and March 31, 2007, a reduction of 12% over the same time period
from the previous year. Below is a chart listing the most common types of police calls to all
liquor dispensing establishments.

the 9 month reporting period. Establishments are ranked in order of the number of calls for
police service to the premises. Included for each location is the total number of calls to the
establishment, the number of arrests at the establishment, and the number of fight/assault calls to

With the exception of Club 420, none of the businesses listed above represent an unusually high
drain on police department resources, or are otherwise outside the expected parameters for these
types of businesses. During the same time period the previous year, this establishment reported
53 calls for Service, 20 arrests and 5 Fight/Assault calls. Activity levels at Club 420 will
continue to merit a higher level of attention from the Police Department in the coming year.

7.302 Council Action.
(1) The council shall pravide a writ-
ten recarrirnendation for each applicant.

7.310 Defmition. Manufactured dwelling
park is a place, where faur .or more
manufactured dwellings are ,located within
500 feet of one' another, on a lot, tract or
parcel af land under the same awnership,
the primary purpase af which is to. ,rent
space to. any persan far a charge ar fee paid
or to be paid far the rental use af facilities
or to, offer space free in connection with
securing the trade, or patronage of such
persan.
7.312 License Required. No. persan shall
. "establish, maintain or operate a man-
ufactured . dwelling .park within the city un-
less a license for that use is obtained ,from
the city. Every place ar building where a
manufactured dwelling park is affered, whet-
her far hire ar nat, shall be deemed a man-
ufactured. dwelling park subject to the provi-
sions of this sectian. Each licensee shall
meet the standards as described in sectians
7.000 to. 7.006.
7.314 License Fee. Each licensee shall be
