Your 1 etter of t.larch 26, 1979, was referred to our Di vis i on. We hope the
following information will answer the questions you have regarding mobile home
tie down requirements.
I talked to Mrs, McDaniel by phone on 3/7/79 regarding tie down requirements
for the mobile home at the above location and thought I had clarified the
requirements at that time. However, I will reiterate the requirements as you
ha ve reques ted.
Your site is located in a flood hazard detail study area, as designated by the
Department of Housing and Urban Development's flood hazard boundary maps,
Therefore. in your case, mobile home tie downs are required if the qround eleva-
tion that the mobile home will be placed on is below the required minimum first
floor elevation, whichin your case is 4SI.00' (M,S,L,),
The railroad spike on the west edge of the A.C. pavement on Inland Way opposite
~ the cul-de-sac in front of 2076 Inland Way is at an elevation of 448,36',
Therefore, due to the flood hazard area regulations you have two choices, as
follows:
1. Provide mobile home tie downs per State of Oregon requirements for
tie downs;,or
2. Secure a surveyor, engineer or architect registered with the State of
Oregon to certify the ground elevation that the mobile home will be
placed on. (The Lane County Public .Works Department will complete a
cert ifi ca ti on when reques te'd 'by the -bu i 1 ding permi t app 1 i cant and when
surveying personnel are available for a service fee of $100.00,) If
the certification indicates that the ground elevation is equal to or
higher than 451.00' (M.S,L,), tie downs would not be required, but on
the other hand, if the ground elevation is lower than 451.00' (M.S,L.),
tie downs will be required.
Choice #1 requires no elevation certification by a surveyor, engineer(jr archi-
tect if the mobile home tie downs are provided.
Choice #2. The ground elevation requires certification by a surveyor, engineer,~'
or architect and the certification submitted to the Flood Plain Management, "
Department of Public Works,' If t.he certification indicates the ground elevation
is lower than 451,00' (M,S.L,): mobile home tie downs will still be required,

Clarification
The railroad spike in Inland \,ay is at an elevation of 448,36' (M,S,L,), which
would mean that the ,ground level that your mobile home is placed on would have
to be 2.64' above the spike in Inland Way.

Mr. Owing:
Since we have received two different "verbal" interpretations of our
permi~ concerning elevation'certification; one from Mr. Ralph Hough
and a different on from Mr. John Smeed, we would like you to please
put into a letter exactly what is reQuired according to the permit.
The way we interpret the permit, page one (3), if mobile home i~
below the reQuired minimum elevation, then tie downs would be reQuired
because of location in flood hazard "study" area, As our mobile home
location on lot 52 is above the minimum elevation reQuirement we do
not believe we should have to install tie downs.
According to Mr. Hough, in order to avoid installing tie downs, we
would have to have the elevation certified by an engineer. According
to my phone conversation on March, 7 with Hr. John Smeed, tie downs
are reQuired regardless of elevation, also elevation must be certified.
On page two of permit our area is not listed among those requiring
tie downs.
If we felt tie downs would be an adyantage in saving our home in case
of flood', we would do it without being reQuired. Our soil is very
loamy and in case of flood tie downs probably would not hold, and
with all the other homes about us floating free, it seems unlikely that t
tie downs would save ours.
