The subject site is located between Raleighwood Avenue and Pheasant Boulevard adjacent to Game Farm Road at Tax Lots 20801 and 2100 of Assessor’s Map 17-03-22-13. The site is approximately 2.57 acres and is currently vacant. The development proposal is a 28-unit semi-attached residential development. The development includes a new private street that runs along the western edge of the site and will connect to Game Garm Road on the south end and Pheasant Boulevard on the north end. The property and locations where the site will connect to the street network are within the City limits. The remaining street network is within Lane County's jurisdiction. This study evaluates conditions on the transportation system with the development in place, in accordance with the City of Springfield and Lane County criteria. FINDINGS • The site access to Game Farm Road can operate safely. There are no turning movement conflicts, queueing conflicts, or line of sight conflicts that would impact safe operations. • The site access to Pheasant Boulevard can operate safely. The 2.57-acre site is located on Tax Lots 20801 and 2100 of Assessor’s Map 17-03- 22-13 and is currently vacant. Figure 1 provides the vicinity map and site location. Appendix A contains the site plan. The applicant is proposing the construction of 28 townhome style residential units. The development includes a new private street connection along the eastern edge of the site, connecting to Game Farm Road on the south end and Pheasant Drive on the north end. The private street is proposed at 22 feet wide. The connections to the public street at Pheasant Blvd and Game Farm Road will be full movement. SCOPE OF ANALYSIS The adjacent roadways of Game Farm Road, Pheasant Boulevard, and Mallard Avenue are within the jurisdiction of Lane County. The site and the section of Game Farm Road and Pheasant Blvd where the site connects are within the City of Springfield city limits. The image below illustrates the site location and city limits. Site Location and City Limits 5 Gansen TIA 11.15.24 SANDOW ENGINEERING The traffic study was performed in accordance with the City of Springfield and Lane County standards criteria. The basis of the traffic analysis is to evaluate the safety and operation of the proposed new private street connections to Game Farm Road and Pheasant Boulevard. The evaluation includes: • Estimation of vehicle trips for the peak hours and ADT • Vehicle turning movement analysis • Access evaluation • Safety Analysis The traffic impacts were evaluated for the weekday AM and PM peak hours. The ITE Manuals provide two Land Uses that could be used to estimate trips for this development proposal. The first Land Use is 215-Single Family Attached. This land use is for townhome and duplex-style units that share at least one wall but that are not stacked units. The second land use is 210-Single Family Detached. This land use is typically used for single family detached homes. However, the trip rate during the peak hours is higher for 210-Single Family Detached. Therefore, the trip rate for 210-Single Family Detached is used to provide a more conservative analysis. Table 1 provides the trip generation estimates. TABLE 1: TRIP GENERATION 3.2 TRIP DISTRIBUTION The trips are distributed on the adjacent street network based on the existing travel patterns using shortest paths for routing trips to major roadways adjacent origins/destinations. The distribution is estimated as follows: • 60% to/from the south on Game Farm Road to Harlow Road • 20% to/from the south on Pheasant Blvd to Harlow Road • 20% to/from the north on Game Farm Road to Martin Luther King Jr Parkway The traffic volumes were distributed according to the percentages above and are illustrated in Figure 2 for the AM peak hour and Figure 3 for the PM peak hour. The walking and biking trips are estimated as follows: • AM peak hour: 3 total, with 1 entering and 2 exiting • PM peak hour: 7 total, with 3 entering and 4 exiting There is a sidewalk from the north end of Pheasant Blvd connecting through the commercial buildings to Kruse Way to the north, providing access to the shopping and restaurants within the area. There is a multi-use path located east of Game Farm Road that can be accessed at Mallard Ave. This provides an off-street route to Martin Luther King Jr Parkway with connections to Riverbend Hospital, to the businesses north near International Way, and bike access south to Harlow Road. Pedestrian and bicycle usage to the south to Harlow Road would be from the shared roadways at Game Farm Road and Pheasant Boulevard. There are adequate pedestrian and bike facilities for the levels of pedestrian and bicycle usage estimates for this site. EXISTING ROADWAY CONDITIONS 4.1 STREET NETWORK Streets included in the study are Game Farm Road, Mallard Avenue, and Pheasant Boulevard. The roadway characteristics within the study area are included in Table 2. Figure 4 provides an illustration of the lane configuration and intersection control. Game Farm Road at Mallard Avenue: This is a stop-controlled T-intersection with the stop on the Mallard Ave approach. This intersection is one lane in each direction. There is an off-street multi-use path along the east side of Game Farm Road. Mallard Avenue at Pheasant Boulevard: This is a 4-legged all-way stop-controlled intersection. The intersection is 1 lane in each direction. Traffic counts were performed in October 2024 for the weekday peak periods between 7:00 AM to 9:00 PM and 4:00 PM to 6:00 PM. The turning movement counts illustrate that the weekday peak hours occur from 7:15- 8:15 AM and 5:00-6:00 PM. The traffic volumes are included in Appendix B. 5.2 FUTURE YEAR BACKGROUND VOLUMES The proposed site development is projected to be completed by the year 2026. Consistent with the traffic impact analysis criteria, the intersections were evaluated for the year of completion/full occupancy as the year 2026, a 5-year planning horizon, and the year 2031. The City of Springfield standard 2% growth rate was used. 5.3 FINAL BACKGROUND VOLUMES The existing traffic volumes were adjusted according to the methodology described above. Appendix B provides the traffic volume calculations. Gamefarm @ Site Access1111224562757333 20 Gansen TIA 11.15.24 SANDOW ENGINEERING INTERSECTION EVALUATION 6.1 PERFORMANCE MEASURES The primary measure of performance for intersections in this analysis is based on the Highway Capacity Manual (HCM) defined level of service (LOS). LOS is a concept developed to quantify the degree of comfort (including such elements as travel time, number of stops, total amount of stopped delay, and impediments caused by other vehicles) afforded to drivers as they travel through an intersection or along a roadway segment. It was developed to quantify the quality of service of transportation facilities. The secondary performance measure used in this study is the volume-to-capacity ratio (v/c). Volume-to-capacity ratio describes the capability of an intersection to meet volume demand based on the maximum number of vehicles that could be served in an hour. Lane County utilizes a v/c ratio of 0.85 and an LOS E standard for all-way stop controlled intersections and a v/c ratio of 0.95 and an LOS E for two-way stop-controlled facilities inside of the UGB. The City of Springfield has a standard of LOS D for all intersections. 6.2 INTERSECTION ANALYSIS RESULTS For this study, the level of service and volume to capacity intersection analysis was completed according to the Highway Capacity Manual (HCM) method implemented in SYNCHRO version 10. The results are illustrated in Table 3 for the AM Peak Hour and Table 4 for the PM peak hour. Appendix C contains the Synchro outputs. The addition of development trips will not degrade the intersection operation. 6.3 QUEUING ANALYSIS RESULTS A queuing analysis was conducted for the year 2024 existing conditions, the year 2026 with and without the development, and the year 2031 with and without development. The analysis was performed using SimTraffic, a microsimulation software tool that uses the HCM-defined criteria to estimate the queuing of vehicles within the study area. The average and 95th percentile queuing results are illustrated in Table 5 for the AM peak hour and Table 6 for the PM Peak Hour. All results are rounded to 25 feet to represent the total number of vehicles in the queue, as one vehicle typically occupies 25 feet of space. The analysis investigates crashes that have been reported to the state for the most recent 5 years, 1/01/2018- 12/31/2022, to determine the crash rate in crashes per million vehicles on the roadway and the types of crashes that occurred. The crash rate is compared to the critical crash rate. If the calculated crash rate exceeds the critical crash rate, the location is investigated for further mitigation measures. Crash data was provided by ODOT for the study area and included in Appendix E. The results of the crash analysis are provided in Table 7. There is no history of crashes at the adjacent intersection that would indicate a current safety issue. 24 Gansen TIA 11.15.24 SANDOW ENGINEERING 7.2 SIGHT DISTANCE The new private street connections to Game Farm Road to Pheasant Blvd were evaluated for sight distance. Sight distances are classified as the stopping sight distance (SSD) for the major roadway and departure/intersection sight distance (ISD) for the site accesses. The SSD is the length of roadway needed for a vehicle traveling at the design speed to safely stop for a stationary object in the roadway. The required sight distance allows a driver to perceive and react to an object 2 feet high on the roadway visible from a driver’s eye height of 3.5 feet above the ground. The (ISD) is a measure of the length of visibility of the roadway given to a stopped driver on a minor road approach. The distance provides time to perceive and react to gaps in traffic to allow a driver to safely turn into the roadway. For this calculation, it is assumed that the driver’s eye is 3.5 feet above the ground and that the object to be seen is 3.5 feet above the ground of the intersecting road. The standards for evaluating SSD and ISD follow the methodology in the AASHTO’s A Policy on Geometric Design of Highways and Streets (2018). As per the AASHTO methodology, intersections and driveways should, at a minimum, meet the SSD requirements. However, it is desirable to achieve the ISD whenever possible. GAME FARM ROAD CONNECTION Stopping Sight Distance Stopping sight distance is a measurement of the length of roadway a vehicle approaching the driveway needs to be able to clearly see and react to a vehicle slowing or stopped on Game Farm Road to enter or exit the site driveway. The SSD is based on the speed of the major roadway. Game Farm Road has a posted speed of 35 mph. As per AASHTO, the SSD is 250 feet for 35 mph. Field measurements verify that the SSD for the northbound and southbound traveling vehicles exceeds 250 feet. Intersection Site Distance The intersection sight distance is a measure of the length of roadway on Game Farm Road that is visible to a driver exiting the new site connection. This length allows for a vehicle exiting the site to observe a gap in traffic that is sufficient to allow the turn onto Game Farm Road. The recommended ISD is calculated for a vehicle turning from the access onto Game Farm Road for both left and right turn maneuvers. Therefore, the intersection sight distance calculations are based on Case B1 of the AASHTO manual. Again, the speed used is 35 mph at the driveway. The ISD is 390 feet. Field measurements verify that the available ISD exceeds the standard to both the north and south. 25 Gansen TIA 11.15.24 SANDOW ENGINEERING PHEASANT BOULEVARD CONNECTION Stopping Sight Distance Stopping sight distance is a measurement of the length of roadway a vehicle approaching the driveway needs to be able to clearly see and react to a vehicle slowing or stopped on Pheasant Blvd to enter or exit the site driveway. This length allows for a vehicle exiting the site to observe a gap in traffic that is sufficient to allow the turn onto Pheasant Blvd. The recommended ISD is calculated for a vehicle turning from the access onto Pheasant Blvd for both left and right turn maneuvers. Therefore, the intersection sight distance calculations are based on Case B1 of the AASHTO manual. Again, the speed used is 25 mph at the driveway. The ISD is 280 feet. Field measurements verify that the available ISD exceeds the standard to both the north and south. In summary, the distances needed for a clear line of sight for vehicles entering and exiting the new private street connections are available. Vehicles can turn into and out of the site safely. 7.3 QUEUING CONFLICTS The site access connections were evaluated for queuing conditions to ensure that the vehicle queues would not back up and block the adjacent intersections. New Connection to Game Farm Road The new private street connection to Game Farm Road is proposed at approximately 100 feet north of the intersection of Game Farm Road at Mallard Avenue (measured centerline to centerline). As per the queuing analysis provided in Section 6.0, the queue for vehicles entering the site is anticipated at no more than 1 vehicle (25 feet) on Game Farm Road at the site access and no more than 1 vehicle (25 feet) on Game Farm Road at Mallard Ave. The queue lengths are depicted in the illustration below. As demonstrated, the queues from the site connection will not conflict with the queues on Game Farm Road at Mallard Ave. 26 Gansen TIA 11.15.24 SANDOW ENGINEERING Vehicle queueing at the site entrance on Game Farm Road. New Connection to Pheasant Boulevard The new private street connection to Pheasant Boulevard is located just at the northern end of Pheasant Blvd before the bend. As per the queuing analysis provided in Section 6.0, the queue for vehicles entering the site is anticipated to be less than 1 vehicle. This means that, on average, there will not be a vehicle queued waiting to enter. A vehicle entering the site from Pheasant Boulevard will not back up and block any adjacent driveways. 27 Gansen TIA 11.15.24 SANDOW ENGINEERING 7.4 TURN PATH CONFLICTS The site connection to Game Farm Road was evaluated for possible turning movement conflicts that would present a safety concern. Turn path conflicts are left turn movements that occur between the new site connection and the intersection to the south that potentially overlap, and vehicles making the turning movements do not have a clear line of sight to see the other vehicle. The image below depicts the turn path conflicts. As demonstrated, there are no turn path conflicts. FINDINGS • The site access to Game Farm Road can operate safely. There are no turning movement conflicts, queueing conflicts, or line of sight conflicts that would impact safe operations. • The site access to Pheasant Boulevard can operate safely. There are no turning movement conflicts, queueing conflicts, or line of sight conflicts that would impact safe operations. • There are no crash patterns along the site frontage or the adjacent intersections of Mallard Ave at Game Farm Road and Mallard Ave at Pheasant Blvd that would indicate additional vehicle trips from the proposed development would present a safety concern. • The adjacent intersections of Mallard Ave at Game Farm Road and Mallard Ave at Pheasant Blvd will operate within standards and will not be significantly impacted by the trips from the proposed development.
