Our History

Executive Summary
In early 2024, we began to see signs that the 2025 renewal season for SDIS pool members could be challenging, continuing
a multi-year trend in rising premiums. Most notably, claims costs for general liability and property were significantly
increasing within the pool and the reinsurance market was reacting to new exposure concerns.
By April, SDIS representatives were communicating that pool contributions could rise on average 15%, and last month we
learned that parks and recreation districts, transit and PUD’s would be closer to 18%. From a re-insurance perspective,
wildfire exposures have grown considerably, and we’re seeing the market account for this uncertainty by increasing capitol
and amplifying reserves. This year proved to be an active year for wildfires in Oregon with approximately $1.9 million acres
burned – about three times the state average. Governor Kotek requested a major disaster declaration from Congress after
the record-breaking season.
Hurricane season officially ended on November 30th, but its effects won’t be over for some time. Ironically though, the two
major hurricanes that hit Florida and North Carolina in September, causing widespread devastation, haven’t had as drastic
an effect on the commercial insurance market as we may have expected. This is largely because insurers in recent years
have tightened coverage terms, raised deductibles and reduced limits. As a result, less will be paid out under current
policies and more of the financial burden is shifting to individuals, businesses and federal resources.
Despite these challenges, macroeconomic factors affecting property reinsurance have been showing some improvement and
markets are reacting positively with increased capacity and optimistic outlooks. While inflation hasn’t subsided as much as
hoped, many underwriters believe that the market may be on the better side of what were long-overdue valuation
adjustments and funding requirements. While we anticipated a tough renewal this year, we are cautiously optimistic that we
can turn a corner in the coming year and return to a less volatile market.
In other market news, workers’ compensation rates in Oregon have decreased overall. The Department of Consumer and
Business Services (DCBS) announced a 3.2% decrease in the average pure premium rate for 2025. Individual performance
and payroll variance remain the driving factors in premium changes for SAIF policyholders. Additionally, the cyber insurance
market is showing improvements so long as agencies continue to improve their overall security posture through systems and
training.

Compensation Disclosure
Compensation. In addition to the commissions or fees received by us for assistance with the placement, servicing, claims
handling, or renewal of your insurance coverages, other parties, such as excess and surplus lines brokers, wholesale
brokers, reinsurance intermediaries, underwriting managers and similar parties, some of which may be owned in whole or
in part by Brown & Brown, Inc., may also receive compensation for their role in providing insurance products or services to
you pursuant to their separate contracts with insurance or reinsurance carriers. That compensation is derived from your
premium payments. Additionally, it is possible that we, or our corporate parents or affiliates, may receive contingent
payments or allowances from insurers based on factors which are not client-specific, such as the performance and/or size
of an overall book of business produced with an insurer. We generally do not know if such a contingent payment will be
made by a particular insurer, or the amount of any such contingent payments, until the underwriting year is closed. That
compensation is partially derived from your premium dollars, after being combined (or “pooled”) with the premium dollars
of other insureds that have purchased similar types of coverage. We may also receive invitations to programs sponsored
and paid for by insurance carriers to inform brokers regarding their products and services, including possible participation
in company-sponsored events such as trips, seminars, and advisory council meetings, based upon the total volume of
business placed with the carrier you select. We may, on occasion, receive loans or credit from insurance companies.
Additionally, in the ordinary course of our business, we may receive and retain interest on premiums you pay from the
date we receive them until the date of premiums are remitted to the insurance company or intermediary. In the event that
we assist with placement and other details of arranging for the financing of your insurance premium, we may also receive
a fee from the premium finance company.
If an intermediary is utilized in the placement of coverage, the intermediary may or may not be owned in whole or part by
Brown & Brown, Inc. or its subsidiaries. Brown & Brown entities operate independently and are not required to utilize other
companies owned by Brown & Brown, Inc., but routinely do so. In addition to providing access to the insurance company,
the Wholesale Insurance Broker/Managing General Agent may provide additional services including, but not limited to:
underwriting; loss control; risk placement; coverage review; claims coordination with insurance company; and policy
issuance. Compensation paid for those services is derived from your premium payment, which may on average be 15% of
the premium you pay for coverage, and may include additional fees charged by the intermediary.

Common Policy Exclusions
Below is a list of standard exclusions found in most policies but not limited to the following lists. Some of these
exclusions can be removed or modified. Upon receipt of your policy, please refer to the policy provisions for the
details of these exclusions and any other terms and conditions.

TERRORISM – Under the Terrorism Act, the government will share the risk of loss for certain future terrorism events with
insurers. It provides licensed, admitted carriers with a substantial federal reinsurance backstop for internationally and
domestically instigated terrorism acts certified by the US Secretary of the Treasury as covered events (known as “certified”
losses). The act responds to events within the US, its territories, and possessions. Your participation may be optional, as
some carriers and/or coverage lines automatically include or exclude coverage; therefore, you may be able to accept or
reject the offer.
