HomeMy WebLinkAboutPlanning Commission Order & Recommendation Development Code Text AmendmentPC Order & Recommendation Page 1 of 1 BEFORE THE PLANNING COMMISSION OF SPRINGFIELD, OREGON ORDER AND RECOMMENDATION FOR: AMENDMENTS TO THE SPRINGFIELD DEVELOPMENT CODE (SDC) ] SECTION 3.2.400 INDUSTRIAL DISTRICTS AND ] SECTION 6.1.110 DEFINITIONS OF SPECIFIC WORDS AND TERMS ] 811-24-000215-TYP4 NATURE OF THE PROPOSAL Request that the Springfield Planning Commission forward a recommendation of approval to the Springfield City Council regarding amendments to the following sections of the Springfield Development Code: Chapter 3.2.400 Industrial Districts: • 3.2.415 Industrial Use Categories, Subsections (G) and (H) and adding Subsection (J) Business Park. • Table 3.2.420, adding applicable code standards SDC 3.2.415(J) to the “Business Park” land use. • 3.2.430 CI District – Operational Performance Standards to provide exceptions for Business Parks under Subsection (D) and (F). Chapter 6 Definitions: • 6.1.110 Meaning of Specific Words and Terms, revising the definition of “Business Park.” Timely notice of the November 5, 2024, public hearing was provided in accordance with SDC 5.1.615. Notice of the proposed code amendments was sent to the Department of Land Conservation and Development on September 26, 2024, in compliance with OAR 660-018-0020. On November 5, 2024, the Springfield Planning Commission opened a public hearing on the proposed Development Code text amendments. The public hearing was continued to the regular meeting on November 19, 2024 and was conducted in accordance with SDC 5.1.610. The Commission closed the public hearing on November 19 and deliberated at the meeting on December 3, 2024. After review of the staff report, evidence in the record, and public testimony provided through the close of the public hearing, the Planning Commission determined that the Development Code amendments meet the approval criteria. CONCLUSION The Development Code amendments shown in Exhibit A meet the approval criteria of SDC 5.6.115 on the basis of the Staff Report and Findings of Fact (Exhibit B), application materials and narrative (Exhibit C) and evidence in the record.
