Springfield, OR Preliminary Drainage Study November 18, 2024 Page 1 1.0 PROJECT OVERVIEW 1.1 SITE LOCATION AND PROJECT SUMMARY This preliminary drainage study is being prepared as part of the approvals process for the development of the property located at 2720 Gateway Street Springfield, OR 97477. The purpose of this drainage report is to identify post-development stormwater requirements and verify that the proposed development has been designed to accommodate these requirements. The property consists of one lot of 1.57 acres located in the Southwest Quarter of Section 22, Township 17 South, Range 3 West, Willamette Meridian, City of Springfield, Lane County, Oregon. The site is currently developed as a one-story retail building with associated parking. The proposed development consists of a new Raising Cane’s restaurant with drive through service and associated utilities, paving, and construction of landscaped areas. Construction of the proposed development will remove parking spaces and decrease the overall amount of pollution generating and impervious surfaces – see Table 1. Onsite stormwater runoff will be collected and conveyed to a proprietary stormwater treatment facility prior to discharge to the City of Springfield public storm system. The site is in FEMA Flood Zone X, areas determined to be outside the 0.2% annual chance floodplain, according to the Flood Insurance Rate Maps, Map Number 41039C1133F. No impacts to any floodplain or floodway are anticipated due to construction of the project. Figure 1 – Vicinity Map Raising Cane’s C1267 Kimley-Horn and Associates, Inc. Springfield, OR Preliminary Drainage Study November 18, 2024 Page 2 1.2 EXISTING CONDITIONS SUMMARY The existing parcel area is 1.57 acres and consists of a one-story retail building with associated parking. The site in its existing condition is very flat, and stormwater runoff drains away from the existing building all four sides and is collected in catch basins located along existing curbs or in the center of the parking lot drive aisles. Stormwater is then piped to the south side of the site where it discharges to a 42-inch public stormwater main in Harlow Road. See Section 2.0 of this report for additional information on downstream stormwater infrastructure. A project Geotechnical Engineering Report has been prepared by Terracon, dated August 16, 2024, and a copy has been included in Appendix E for reference. Groundwater was observed between 10.5 feet and 15 feet below ground surface elevation. Infiltration tests were conducted onsite and returned measured infiltration rates of approximately 0.19 in/hr. Soil types encountered during infiltration testing were primarily sandy fat clay. Due to low measured infiltration rates and hydraulically restrictive soils, onsite infiltration is not proposed for project stormwater management and is considered infeasible. The site is mapped to be within a wellhead protection zone with a 99-year time of travel, however no infiltration is proposed onsite. There are no wetlands, landslide hazard zones or other critical areas located within the site. 1.3 PROPOSED CONDITIONS SUMMARY The proposed development consists of a new Raising Cane’s restaurant with drive through service and associated utilities, paving, and construction of landscaped areas. The proposed drainage strategy generally matches drainage for the existing development – stormwater runoff will be collected in proposed catch basins in parking lot areas and drive aisles, then piped to a discharge point on the south side of the site to connect to the existing 42-inch main in Harlow Road. Prior to discharge to the public stormwater system, onsite runoff will pass through a proprietary stormwater treatment facility. The proposed treatment facility is an Oldcastle BioPod, sized to meet the requirements of the Springfield Development Code (SDC). See Section 3.2 of this report for additional information. Proposed pollution-generating impervious surfaces consist of onsite asphalt and concrete drive surfaces. See Table 1 below for a summary of existing and proposed surfaces and see Appendix C for Pre- and Post-Development Conditions Maps. Springfield, OR Preliminary Drainage Study November 18, 2024 Page 3 2.0 DOWNSTREAM ANALYSIS Stormwater runoff from the site discharges to an existing 42-inch main in Harlow Road, then drains west to a 60- inch main before turning south where the 60-inch main runs under Harlow Road and outfalls to an open channel adjacent to Interstate 5. This open channel is noted as an existing wetland per City of Springfield GIS, however one that does not meet the criteria to be considered Locally Significant. See Appendix D for a downstream drainage map including information from City of Springfield GIS. Per discussions with City of Springfield staff there are no identified capacity issues in the public stormwater system downstream of the project site. As a result, there is no specific allowed discharge rate that applies to the proposed development, and the project will only be required to meet the applicable stormwater management requirements noted in the Springfield Development Code. See Section 3.0 of this report for more information. 3.0 ON-SITE STORMWATER MANAGEMENT 3.1 DESIGN CRITERIA Criteria for the design of stormwater management infrastructure is outlined in the Springfield Development Code (SDC), Article 4.3.100 Infrastructure Standards, Section 4.3.110 Stormwater Management. According to SDC 4.3.110(B), proposed developments that create or replace 5,000 square feet or more of impervious surface area OR disturb one acre or more of land within the development area are subject to the stormwater management requirements in the SDC. Both are true for the project – see proposed drainage maps in Appendix C. The project is required to adhere to requirements for Stormwater Structural Control outlined in Section 4.3.110(C) of the SDC. As noted in Section 1.2 of this report stormwater infiltration is effectively infeasible, which together with limited space for siting stormwater controls make compliance with the Site Performance Standard difficult. This drainage study intends to demonstrate project compliance with the Treatment Standard, which requires the project to treat all rainfall up to the first 1.4 inches from each storm event. See Section 3.2 for additional information. The proposed development is greater than an acre in size and the project does not intend to meet the Site Performance Standard for stormwater management, so the project does not meet the criteria for a Small Site Stormwater study noted in SDC 4.3.110(F) and will be required to complete a Full Stormwater Study that meets the requirements of SDC 4.3.110(E). This Full Stormwater Study will be prepared and submitted with civil construction documents for permit review by the City of Springfield. 3.2 STORMWATER QUANTITY CONTROL AND TREATMENT As noted in Section 3.1, the project will comply with the requirements of the Treatment Standard for onsite stormwater management facilities. The project proposes to collect all onsite stormwater runoff and route it to an Oldcastle BioPod vault, which will provide treatment for up to the first 1.4 inches of rainfall from each storm event and will remove at least 80 percent of total suspended solids (TSS) and dissolved metals from influent stormwater in accordance with the requirements of SDC 4.3.110(D)(3). No offsite flows will be collected onsite or routed to any onsite stormwater facilities. 4.0 EROSION CONTROL The City of Springfield operates under the National Pollutant Discharge Elimination System (NPDES), under which the Oregon Department of Environmental Quality (DEQ) has issued Springfield a permit for stormwater discharges. Per Springfield’s NPDES MS4 Phase II General Permit since the proposed development disturbs greater than one acre of land the project must obtain a 1200-C Construction Stormwater General Permit through DEQ. Documents required to submit for a 1200-C permit will be prepared and final erosion control plans will be included for reference with the Full Stormwater Study. Springfield, OR Preliminary Drainage Study November 18, 2024 Page 4 5.0 OPERATIONS AND MAINTENANCE A Facility Specific Operations and Maintenance (O&M) Plan for each type of stormwater management facility identified on project construction plans and in the Full Stormwater Study. The O&M Plan will be prepared in accordance with Springfield Development Code (SDC), Appendix DCE Operations and Maintenance. A Notice of Operations and Maintenance Agreement (NOMA) identifying the property as having stormwater management facilities will be prepared and recorded with Lane County. A recorded copy of the NOMA, a City- approved Operations and Maintenance Agreement, a final site plan, and a Facility Specific O&M Manual will be submitted with the Full Stormwater Study.
