The proposed use is for "office and laboratory space for pathology and related diagnostic services". In accordance with SDC 3.2.435, this is a request for the Director's determination that the use is permitted in the Campus Industrial district. The prospective tenant would occupy about 31.7% of the building and be split up between the 1st and 2"d floor spaces. We do not believe that they will serve the public and understand the space will be used for back -office administration and laboratory testing. The collection of labs from patients would be done elsewhere. The prospective tenant will initially have about 45-50 full-time employees on site at any one time but the work schedules will be spread from 3:00 a.m. to 7:00 p.m. The prospective tenant anticipates future growth with the total number of employees increasing to about 70. The laboratory does use hazardous materials including 10% fix formalin, alcohols Xylene and reagents. All materials will be stored in compliance with regulations on specific chemicals and disposed of with a professional biohazard company. According to the company's website, the prospective tenant was founded in 1932 and is an established and respected member of the medical community in Western Oregon. Table 3.2.450 includes Industrial Service as a permitted use in the Cl district. The Industrial Service use includes "research, development and testing laboratories" as an example of a permitted use.' The use will not require an addition or expansion of the building gross floor area or impervious surface area. There are no anticipated changes to the site such as vehicular access, parking, landscaping or pedestrian amenities. We believe the proposed use does not meet the threshold of requiring a modification to the approved Site Plan Review.2 1 SDC 3.2.415(D)(2) z SDC 5.17.100 Can you certify that the prospective tenant is a permitted use?
