• Close public hearing (continuance by motion)
• Deliberation– discussion of the proposal including testimony and evidence addressing the
applicable approval criteria
• Motion to recommend approval as presented or recommend approval with modifications based on
the Commission’s findings of fact contained in the staff report, oral and written testimony, and
other evidence submitted into the record
