HomeMy WebLinkAboutNotes Applicant 11/14/2024 (9) November 14, 2024 GLENWOOD RIVERFRONT MASTER PLAN Annexation Application (Map 17-03-34-41, Tax Lots 400-500, 700-1000, 1300 and 1500; and Map 17-03-34-42, Tax Lots 100- 1000 and 1200-2100) Public / Private Utility Plan [SDC 5.7-125(B)(12)] SDC 5.7-125(B)(12) calls for: A public/private utility plan describing how the proposed affected territory can be served by a full/minimum level of key urban facilities and services. The Annexation Application calls for: A plan describing how the proposed annexation area can be served by key facilities and services must be provided with the Annexation Agreement. Planning and Public Works staff will work with the applicant to complete the Annexation Agreement. Annexation Criteria (SDC 5.7.140) includes criterion (C): The proposed annexation will result in a boundary in which the minimum level of key urban facilities and services, as defined in the Metro Plan, can be provided in an orderly, efficient, and timely manner. In response, the Glenwood Riverfront Master Plan Annexation Application includes the following Public/Private Utility Plan. This Public/Private Utility Plan describes what is known regarding facility providers, existing facilities, anticipated service extension and known applicable plan policy and code standards. Providers, Existing Facilities and Service Extension Key facilities and services as defined in Springfield Comprehensive Plan Policy 31, and how they will be provided are as follows: Wastewater Service Provider: Current: City of Springfield. Future: City of Springfield. Existing Facilities: Private: Older, miscellaneous on-site septic systems. Public: None within the Master Plan area. Service Extension: Private: None. All will be public. Public: Public wastewater facilities exist in Franklin Blvd with lines stubbed northward to adjacent property (city as-builts are available). There is sufficient capacity in the system for planned development along the Glenwood Riverfront, including the Master Plan area. The existing pump station (to the west, north of Franklin Blvd at 3580 Franklin Blvd) is currently only at 20-25% capacity. If needed only a new pump, not a new station, would be required. Standards: Wastewater infrastructure will comply with Glenwood Refinement Plan (GRP) Policies as well as the new Wastewater Master Plan and standards at SDC 4.3.105 Sanitary Sewer and SDC 3.4.270(H) Public and Private Development Standards— Wastewater Facilities and Services and the Springfield Engineering Design Standards and Procedures Manual (EDSPM) Chapter 2 – Sanitary Sewers and Pump Stations. Future: City of Springfield. Existing Facilities: Private: Older, miscellaneous, non-conforming non-managed infiltration and surface runoff. Public: None. Service Extension: Private: Stormwater management has been well-discussed in the Master Plan process. The current strategy assumes private development stormwater is treated on the private development site. Current sizing shown in the stormwater management diagram (from the Master Plan DIM submittal) will meet new code requirements. The Water Quality design storm is defined as 1.4” of rain in 24 hours. This storm will be treated and retained on site. Beyond the water quality storm, flow control will be applied to the private development sites per the EDSPM. Public: Public stormwater infrastructure will be included in future right-of-way facilities in the Master Plan area. Stormwater treatment facilities will be included in new street design. Current sizing shown in the stormwater management diagram (from the Master Plan DIM submittal) will meet new code requirements. The Water Quality storm will be treated with vegetated facilities within the right-of-way, and these same facilities will infiltrate through the 10-year storm event. Overflow will be directed to one or more new outfalls into the Willamette River as shown in the concept below (described as Project 124 – New stormwater outfall into the Willamette River in the Public Facilities and Services Plan). Standards: Stormwater infrastructure will comply with GRP Policies (including Greenway and riparian setback area use limitations at SDC 3.4.280(D)(2)(a) Willamette Greenway Development Standards—Establishment of the Greenway Setback Line and Permitted Uses—Inside the Greenway Setback, SDC 3.4.280(F) Willamette Greenway Development Standards—Development Standards, SDC 3.3.430 Floodplain—Development Standards, SDC 4.3.115(B) Water Quality Protection-- Permitted Uses in Riparian Areas and SDC 4.3.115(C) Water Quality Protection— Standards) as well as the current Stormwater Facilities Master Plan and standards at SDC 3.4.270(I) Public and Private Development Standards —Stormwater Facilities and Services, SDC 4.3.110 Stormwater Management and the Springfield Engineering Design Standards and Procedures Manual (EDSPM) Chapter 3— Stormwater Quality and Chapter 4—Stormwater Capacity. Facilities include bus rapid transit (BRT) service along Franklin Blvd. Transportation - Streets Provider: City of Springfield Existing Facilities: Existing facilities include Franklin Blvd, a fully-improved multi- modal minor arterial and two unimproved, unmaintained local access roads, North Brooklyn and North Concord. Franklin Blvd is inside the city limits of Springfield and under the jurisdiction of the city. It is also a state highway (Hwy 126). North Brooklyn and North Concord are outside the Springfield city limits and under Lane County jurisdiction. Upon annexation, jurisdiction of North Concord and North Brooklyn will be transferred to the City of Springfield. North Concord North Brooklyn Service Extension: The emerging Master Plan includes three new north-south streets, currently referred to as Collector Street (located to the east), Mississippi Avenue (located to the west) and Promenade Street (located in the middle) and two east-west streets, currently referred to as Riverfront Street and Middle Street. Collector Street would be designed to collector street standards. All of the others would be designed to local street standards. Standards: New transportation facilities, including facilities for vehicles, bicycles and pedestrians, will comply with GRP Policies as well as the Springfield 2035 Transportation System Plan and development standards at SDC 3.4.270(A) Public and Private Development Standards—Public Streets, Alleys and Sidewalks and SDC 4.2.100 Infrastructure Standards—Transportation. Consultation with Eugene-Springfield Fire and Springfield Development and Public Works will be integral to the final design. Existing Facilities: None. Service Extension: Described in detail in the GRP, the Glenwood Riverfront Multi-Use Pathway is further described in the Springfield Transportation System Plan (TSP) as Project PB-17 – Glenwood Area Willamette River Path – I-5 to Willamette River Bridges. Standards: The pathway would be located and constructed in compliance with GRP Policies, the Springfield Transportation Plan, the Willamalane Comprehensive Plan, and development standards at SDC 4.2.150 Multi-Use Paths and SDC 3.4.270(E) Public and Private Development Standards—Multi-Use Path. Solid Waste Management Solid waste service for un-annexed property is the responsibility of the property owner. Upon annexation, service will be provided by a private service provider under contract with the City of Springfield. The current service provider, under franchise agreement with the City of Springfield, is Sanipac. Water Service Provider: Springfield Utility Board (SUB). Existing Facilities: Service is adjacent to the subject property in Franklin Blvd. Service Extension: A proposed 16” line would be extended into the annexation area as shown in the adjacent illustration. Individual services to on-site developments would extend from there. Existing and Proposed Water Infrastructure Springfield Utility Board 2023 Electric Service Provider: Springfield Utility Board (SUB). Existing Facilities: Existing electric infrastructure is adjacent to the subject property along Franklin Blvd, along the western boundary of the annexation area, and throughout the subject area. Service Extension: SUB staff provided the following:  A new substation is under construction. Though not within the master plan area, the new substation will provide electric facility capacity for the planned build-out of the Glenwood Riverfront. It is expected to be online in 2026.  New feeder improvements to the west (at the Glenwood Blvd river crossing) and east (under the Springfield Bridge) will provide additional, interconnected capacity.  Within the annexation area itself, a new service backbone will be extended from Franklin Blvd northward up the proposed Promenade Street to Middle Street, then westward to the western edge of the annexation area, where Mississippi Street would be extended north from Franklin.  New alleys and mid-block drive aisles will be used for distribution infrastructure.  All electric infrastructure will be placed underground except for pad-mounted transformers. NOTE: Transformer locations will need to be coordinated in compliance with GRP Policies. Fire and Emergency Medical Services Fire and emergency services are provided by Eugene Springfield Fire. Upon annexation, Eugene Springfield Fire will continue to provide service. Police Protection The Lane County Sheriff provides service outside of the city limits. Upon annexation, service will be provided by the Springfield Police Department for the subject property. Citywide Park and Recreation Programs The site is within the boundaries of the Willamalane Park and Recreation District. Park and recreation services are provided to the subject property currently and will continue to be provided after annexation. Land Use Controls The City of Springfield is the planning and building permit services provider. This service will continue after annexation. Communication Facilities CenturyLink provides land-line telephone service. Comcast provides cable service. Annexation will not change this. Public Schools on a District-wide Basis The site is served by the Eugene School District. Annexation will not change this. ~~~ End of Public-Private Utility Plan ~~~
