I. LAND USE REQUEST A. Development Objective The applicant, LifePoint Health, and PeaceHealth, owner of the property, propose to develop a 50-bed rehabilitation hospital on the 4.99-acre property identified as Map 17-03-15-40, Tax Lot 1000, the southern portions of Tax Lots 800 and 900 and the western portion of Tax Lot 1100 (collectively, the Subject Property) located at the northeast corner of East Game Farm Road and Maple Island Road. WRITTEN RESPONSES TO PRE-SUBMITTAL This section is presented in the same order as the email received from staff on September 9, 2024. Applicable sections of staff comments are in italics, followed by proposed findings in normal text. PLANNING: 1. Attached is the Drinking Water Protection Permit for the Lifepoint Hospital project at 3555 Game Farm Road in Springfield. A hard copy will arrive by regular mail. As detailed in the staff report, the City has exercised an Exception that allows for issuance of the permit in advance of the pending replat. There are certain conditions of approval that will require revisions to plan sheets already submitted for the Final Site Plan, such as the stormwater drain and shut-off valve in the maintenance yard. Approval of the Final Site Plan will be predicated on receiving all of the revised plan sheets. After the Final Site Plan is approved the applicant can obtain building permits for the project. Response: The sheets that were changed and need updating are: All Civil sheets (C1 to C4 – 5 sheets), Architectural floor plan sheets (1-01 to 1-02 – 4 sheets), Architectural elevations (A2-01 to A2-03 – 3 sheets), Electric sheets (2), and Landscape plans (L-3 and L-4). These are all the sheets needed for the Final Site Plan review set. IV. CONCLUSION Based on the information provided to the review and the findings contained in the written statement, associated attachments, and plan set, the proposed LifePoint rehabilitation hospital project meets the Final Site Plan Review approval standards contained in the Springfield Development Code. Therefore, the applicant requests that the City of Springfield approve the proposal. Both the applicant and the applicant’s representative are available for questions.
