Development Initiation Meeting (DIM) Questions
Project: SAFStor Development
Property Location: Southeast of intersection of Judkins Dedicated Rd and Judkins Rd
Taxmap & Taxlot: 18-03-03-20, 2000 & 2003
The preliminary proposal is to construct a multi-story building with interior storage units. The
development will also include vehicle parking, loading zones and stormwater facilities. Below are
the questions for the City of Springfield to be answered at the DIM meeting.
1. Judkins Dedicated Road west of the properties and Judkins Road north of the property
frontage appear to be Local Streets. Will the City of Springfield require any PIP or roadway
improvements to these roadways as part of this development? If so please elaborate on
what these required improvements will be. An existing public sanitary sewerline currently
runs partway down the frontage of taxlot 2000 that is adequate to serve the proposed
development. Will any improvements or additions be required to the existing sewerline?
Are there any other agencies or jurisdictions that will permit public improvements?
2. On the Springfield GIS map there are Locally Significant wetlands mapped on taxlot 2003
with a Riparian Resource Area. A Zoning Verification Letter was submitted and returned by
the City of Springfield and included language regarding the significant wetland. The
applicant would like to clarify a couple of items regarding this wetland. Have the wetlands
shown on Springfield GIS’ map been delineated and concurred to by the Department of
State Lands (DSL)? If so is it correct a new wetland delineation will not be required? Finally,
is the riparian buffer from these wetlands 25 feet and if the development does not encroach
into the buffer area no further action is needed on the wetlands component?
3. Natural stormwater runoff from the site appears to split roughly on the southern part of the
development area. The northern portion drains north to an existing culvert at the northwest
corner of the site, the southern portion drains to existing drainage within the wetland area.
Is it correct to assume stormwater treatment and detention will be required for new
impervious surfaces? Does the City foresee any issues with following the historic drainage
paths as outlined above? Are there any other agencies or jurisdictions that will review and
permit the stormwater management and discharges?
4. Are there any special considerations for the building design that the team should be aware
of?
5. Are there any other special considerations or limitations the applicant should be aware of
with developing the proposed property?
