SUMMARY OF CONDITIONS OF APPROVAL:
1. Prior to Final Plat approval, the applicant will construct both new lateral services. Two separate encroachment
permits will be required, one for the connection in 35th and one for the connection to the east to the backyard
sewer line. (Based on a site visit this may have already occurred but should be verified by completed plumbing
permits for these laterals. Please notify staff is this is complete).

operating and maintaining the system and must be distributed to all property owners and tenants of the site.

4. To ensure a fully functioning water quality system and meet objectives of Springfield’s MS4 permit, the
Springfield Development Code and the EDSPM, the proposed rain garden must be fully vegetated with all
vegetation species established prior to Final Site Inspection approval. Alternatively, if this condition cannot be
met, the applicant must provide and maintain additional interim erosion control/water quality measures
acceptable to the Public Works Department that will suffice until such time as the swale vegetation becomes
fully established.

Notice of Operations and Maintenance Agreement
Private Stormwater Management and Treatment System
The undersigned owner(s), is hereby given notice that stormwater runoff from the “Property” described below
requires stormwater management facilities to be located, designed, and constructed in compliance with the City
of Springfield’s Engineering Design and Procedures Manual. Said facilities shall be operated and maintained
in accordance with the Operations and Maintenance Agreement (O&M Agreement) on file with the City of
Springfield, Development and Public Works Department.

acknowledges and agrees to maintain private stormwater treatment facilities listed in this document. The
maintenance of the stormwater facilities listed in this document is required as part of the Development
Agreement with the City of Springfield. This facility will be operated and maintained in accordance with the
requirements stated in this document and in the latest edition of the City of Springfield Engineering Design
Standards and Procedures Manual, Chapter 3. The City reserves the right to enter and inspect any stormwater
facility located on the “Property” to ensure the facilities are operating as designed. Failure of the responsible
party to inspect and maintain the facilities can result in an adverse impact to the public stormwater system and
the quality of receiving waters.
The requirement to operate and maintain the stormwater treatment facilities in accordance with the approved
site development agreement and the site O&M Agreement is binding on all current and future owners of the
property. The Agreement and its O&M Plan may be modified under written consent of new owners with
written approval by and re-filing with the City. The O&M Agreement and O&M Plan for facilities constructed
pursuant to this notice are available at the Development and Public Works Department, 225 Fifth St, Springfield
Oregon, or call (541)-736-3753, between the hours of 8 a.m. and 5 p. m., Monday through Friday.

Application & Limitations
Water quality catch basins clean stormwater runo
by removing sediment, trash, and oils. In many cases,
they provide the required pre-treatment to a vegetated
treatment facility, wetland, river, or stream. These basins
remove coarse solids and oatable trash that could rapidly
clog downstream systems, such as conveyance pipes
and swales.
Catch basins with oil-ltering inserts capture oils
from runo (such as from leaking vehicles). Several
types of catch basin inserts are approved for use in
the City of Springeld. All inserts must remove at least
70% of the Total Suspended Solids (TSS) from runo and
contain oil-absorbing media pouches. In addition, catch
basin inserts must be for permanent use (temporary or
construction-type inserts are not allowed).
Water quality catch basins help to lter and remove
pollutants from stormwater runo from many types of
impervious surfaces including private property
and public rights-of-way. Typically these devices
are used in parking lots and loading docks. Consult
Springeld’s Engineering Design Standards Manual for
requirements.
Catch basins and their associated lters must be cleaned
and maintained routinely to function properly, and to
meet the required TSS and oil removal criteria. Clogged
pipes, ooding, pests, and downstream sedimentation
and pollution may occur if they are not maintained
regularly.

Inspection & Maintenance Guidelines
Contact the manufacturer for specic maintenance
procedures.
1. Inspection: Annual inspection is required. Monthly
inspection during the rainy season is recommended.
2. Maintenance: Catch basins and their lters should
be cleaned at least once per year, or if there is a spill or
other incident. Monthly or quarterly cleaning may be
needed if there is a lot of sediment or debris on site.
Material must be disposed of properly.
Filter insert:
Remove sediment, leaves, and trash regularly and dispose
of debris as regular trash. If a spill or contamination has
occurred, coordinate with a hazardous waste cleanup
company. Use caution when removing debris from the
insert so the oil-absorbing media pouches are not
thrown away. Replace the oil-ltering media pouches at
least once per year or more often if necessary (media
should be white).
Vaults:
Remove sediment and debris from the vault(s) of the
catch basin when the sump is half full, or if there is a
spill or other incident. The sump depth is the distance
between the bottom of the vault and the bottom of the
outlet pipe. For example, if the sump’s depth 24”, then it
would need to be cleaned out when the depth of
material exceeds 12”. Dispose of material properly.
If the catch basin is double-chambered, make sure to
clean out both vaults.
