Architectural Design Standards: Standards for building form, orientation and
detailed design shall be met. SDC 4.7.375
Multiple Unit Housing Standards: SDC 4.7.380 shall be met as follows:
Common Open Space: Standard does not apply, as density >30 units/acre
Garbage and Recycling Receptacle Storage: Receptacles shall be
covered and screened on at least 3 sides in conformance with SDC 4.4.110.
Receptacles will provide access by garbage and recycling pick-up vehicles.
Receptacle storage areas shall drain only to the sanitary sewer system.
Landscaping Standards: Standards for landscaping, fences and walls shall
be met in accordance with SDC 4.4.105. 15%, or at least 5843 sf of the lot
will be landscaped with ground cover, shrubbery, trees and planters.
Required setback landscaping shall be provided. Planting areas for a Small
Parking Lot shall be provided at 1 canopy tree for each 100 sf parking lot.
Pedestrian Circulation: 5-foot wide concrete continuous internal
sidewalks will be provided throughout the site, stubbed to a future internal
sidewalk on abutting property. Sidewalks shall be 5 feet minimum from
dwellings and connected to all primary building entrances and parking.
Curbs, ramps and striping shall be provided where required.
Motor Vehicle Parking Standards: One parking stall per unit (31 total)
shall be provided. 30% (9) compact, 1 ADA van accessible. SDC 4.6.115 -
4.6.125. 40% (12) to provide electrical service capacity. ORS 455.417
Bicycle Parking: 25% (8) short term parking and 75% (23) long term
parking. SDC 4.6.140 - 4.6.145
Vehicular Circulation: An on-site driveway shall provide vehicular
circulation from 5th Street. Driveway shall conform to SDC 4.2.120
Fire: Design and safety shall comply with OSSC 2022 Chapter 7, 2022 Oregon Fire
Code and Springfield Fire Code and Amendments. Emergency vehicle turnaround will
comply with D103.1. Fire access roads shall be capable of supporting and imposed
load of fire apparatus weighing at least 80,000 pounds. SFC D102.1 and Springfield
Fire Code Amendments. “NO PARKING-FIRE LANE” signage shall be posted on both
sides of the road leading to shared driveway. SFC D103.6. Fire Hydrants shall be
placed such that all portions of proposed buildings are within 400 feet of such
hydrants, as measured by an approved route around the exterior of the building.
Buildings provided with fire sprinklers may be 600 feet from such hydrants. SFC
507.5.1
Egress: Occupancy Group R-2 according to 310.3, no elevator, shall be equipped
throughout with an automatic sprinkler system in accordance with Section 903.1.1 or
903.1.2 and provided with emergency escape and rescue openings in accordance with
Section 1031. Each cluster of 4 units on stories 2-3 shall share a single egress stair
less than 125 feet exit access travel distance. OSSC Table 1006.3.4(1)
ADA: According to 1108.6.2.2.1, 1109.6.2.2.2 and 1108.6.2.2.1, R-2 occupancies
with more than 20 units shall provide 2% and at least 1 Type A Unit(s). 30 units will
be Type B, and one ground floor unit will be Type A.
