Re: Two unaddressed parcels on Judkins Rd. Eugene, Oregon
(Map and Tax Lots 18-03-03-20 2000 and 2003)
Dear Kyle:
This letter is in response to your Zoning Verification Request for the unaddressed property on
Judkins Road. The properties are zoned Light-Medium Industrial (LMI) per the Springfield Zoning
Map, which permits Storage, Warehouse and Wholesale Sales, as defined in the Springfield
Development Code (SDC), 3.2.420 & applicable code standards 3.2.428(B)(4). Through this code
language, mini-storage is a permitted use. Springfield Comprehensive Plan designation for the
property is also Light-Medium Industrial.
The zoning surrounding the property is LMI to the north, west, and east. The subject property is
separated from other parcels to the south by the Interstate 5 corridor.
Tax lot 2003 contains locally significant wetlands, requiring a 25-foot setback measured from the
delineated edge of the wetland, acknowledged by DSL (SDC 4.3.117 (C)(1)(b) and (d)).
Additionally, tax lot 2003 contains identified Water Quality Limited Watercourse (WQLW), which
requires a 50-foot boundary area described in SDC 4.3.115(D)(2). The City would accept a revised
Natural Resources Inventory Map when it has been verified by DSL, as stated in SDC 4.3.117(B)(4).
The riparian area buffer is 25 feet. There is no allowance in the development code to impact the
wetlands. Any development on this property would require Site Plan Review.
