Project No. 24-212 This application proposes to partition a property located at 750 S. 28th Street (TM 18-03-01, TL 100). The site lies within the City of Springfield city limits and is zoned HI, which is consistent with the Eugene-Springfield Metropolitan Area General Plan designating the area as Heavy Industrial. The site has five structures with several access connections along S. 28th Street that were constructed this year. To the north, the site abuts S. F Street. Current improvements within S. F Street include pavement, sanitary sewer, water main, and gas main. To the east the site abuts and takes primary access off S. 28th Street. Current improvements within S. 28th Street include full street improvements with curb and gutter, 10’ wide curbside sidewalk, gas, sanitary sewer, water main, stormwater facilities, and overhead power and communication lines. The developer wishes to perform a 3-parcel partition with the northerly structure located in the central parcel, the remaining structures in the southerly parcel, and leaving the northerly parcel vacant except for vehicle storage. The following are a list of questions from the applicant regarding the partition: 1. PUBLIC RIGHT-OF-WAY: a. Will street trees be required to be planted along the frontage of S. 28th Street and/or S. F Street? b. Should the developer be aware of any screening requirements along the right-of-way for the existing improvements? c. Will any right-of-way dedication be required along either S. F Street or S. 28th Street? d. Are there any long-term plans for the Mill Race path that the developer should be aware of? 2. PUBLIC INFRASTRUCTURE: a. Should soils not permit infiltration, what alternative measures can be made for offsite stormwater drainage? Partition – Project Proposal and DIM Questions August 7, 2024 Branch Engineering, Inc. Page 2 of 2 b. Are as-builts available for current utilities, and are they available for review? c. What improvements, if any, will be required along S. F Street? d. Can the city provide input on existing overhead connections to power? Would the developer be able to continue overhead power until future private development? 3. PRIVATE DEVELOPMENT: a. Will continued access off of S. 28th Street be an issue? 4. GENERAL DEVELOPMENT: a. Can the building department provide copies of any structural plans for the existing buildings? b. Would a partition require installing hydrants in its proposed configuration, and, if so, could installing these be delayed until future building permits? c. Does the city have any data indicating area(s) of soil contamination? d. Fence type and height has not been checked at this time. If the partition process finds some do not meet current code, will that need to be addressed prior to platting? 5. Are there any red flags that the city sees with this partition that were not addressed as part of the questions above?
