Drinking Water Protection Application Process
1. Applicant Submits a Drinking Water Protection Application to the Development &
Public Works Department
The application must conform to the Drinking Water Protection Submittal
Requirements Checklist on pages 4-5 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Drinking Water Protection Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application and Issue a Decision
This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
Decisions address all the applicable approval criteria and/or development standards.
Applications may be approved, approved with conditions, or denied.
The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
The decision issued is the final decision of the City but may be appealed within 15
calendar days to the Hearings Official.

NOTE: Before the Director can approve a DWP Overlay District Development request,
information submitted by the applicant must adequately support the request. All of the
Standards for Hazardous Materials within TOTZ must be addressed. Incomplete
applications, as well as insufficient or unclear data, will delay the application review
process and may result in denial. In certain circumstances, it is advisable to hire a
professional planner or land use attorney to prepare the required findings.

Our Project No. 1636
The site was originally developed as an ARCO ampm but was sold to a franchisee who rebranded the site to a
Mobile Station with Twenty Four 7 Market branded convenience store. Now, BP is re-acquiring the site and
returning it to the original branding.
We are not proposing any change of use, occupancy, or methods of operation. Existing site offerings, hours, and
employees will remain the same. The branding of both the fueling and the convenience store are to be revised
to ARCO ampm standards.
The majority of the proposed improvements center on repairing and maintaining existing site conditions. The
existing fueling canopy, fuel dispenser islands, convenience store and bottle storage structures will remain. An
existing trash enclosure and bottle storage facility occupy a portion of the rear of the site and will remain as part
of this project. Proposed modifications are limited to painting it to match the convenience store and replacing the
exiting slats as required for maintenance. No proposed changes to parking. Topography, site circulation and
landscaping remain. Landscaping will be trimmed and re-mulched as necessary to maintain a clean appearance.
Site upgrades include fueling dispenser replacement, grind and overlay of old asphalt, and remove and replace
cracked portions of existing asphalt. New security bollards are also to be installed along the front of the
convenience store. One of the existing fueling tanks will be converted to offer diesel fuel. This can be done without
ground disturbance.
The site is located in the 10 to 20 year time of travel zone (TOTZ). A hazardous materials management plan has
been prepared for this project and outlines the protocols in place for preventing, controlling, collecting, and
disposing of any unauthorized releases of hazardous materials. The plan also identifies areas of risk within the
facility and outlines the steps taken to reduce the risks. The plan also outlines the general layout and configuration
of the current fueling system.
Considering that the project use is not changing, the nature of improvements are upgrades to an existing system,
and the implementation of the Hazardous Materials Management plan, it is not believed that the project will have
any adverse impacts to the water well.

HAZARDOUS MATERIALS MANAGEMENT PLAN

ARCO 7203 is located in the 10-to-20-year time-of-travel zone to one of Springfield’s municipal drinking
water wells. This means that chemicals that spill or leak onto the ground surface may have the potential
to impact the well in 10-to-20 years’ time .
This Hazardous Materials Management Plan (HMMP) outlines ARCO 7203’s protocol for preventing,
controlling, collecting, and disposing of any unauthorized releases of hazardous materials. The plan also
identifies areas of risk within our facility and outlines the steps we take to reduce the risk. Any questions
about this plan or how BP Products North America Inc. manages its hazardous materials should be

Part B -- General Facility Description/Site Plan
The facility is currently an active ARCO branded fuel station located at 4202 Main Street Springfield,
Oregon (Figure 1). The service station is listed as UST Facility #8737 by Oregon Department of
Environmental Quality (ODEQ). The current fueling system (installed in 2001) consists of four (4)
10,000 gallon gasoline USTs and four dispenser islands with a total of four pump dispensers situated
under a single canopy. The USTs are double walled fiberglass reinforced plastic with interstitial tank
monitoring. The system including auxiliary equipment is equipped with spill buckets, pressurized line
leak detection, sump containment liquid sensors, automatic shutoff, and overfill protection. The leak
detection system is a Veeder Root Line leak detection system and tightness testing is conducted annually
with current certification number of 20-8737-2024-OPER.

Section II: Hazardous Materials Inventory Statement Storage and use of small quantities of cleaning supplies such as glass cleaner, hand sanitizer, hand soap, all purpose cleaner, disinfectants, coffee maker cleaner, oven cleaner, and detergent are used in the maintenance of the station building and kitchen. Small containers (<5 gallons) are stored in the Utility/Storage room inside the station building. If hazardous material inventory changes, this HMIS shall be updated to reflect those changes and provided to SUB for review for compliance with SDC 3.3-200 on an annual basis. Products containing DNAPLS are prohibited. The products used and stored on-site will be reviewed and screened for the presence of known DNAPLs prior to purchase. BP Products North America, Inc. will notify third party contractors performing cleaning and landscape maintenance of the prohibition and will provide a copy of the list of products known to contain DNAPL (Appendix A) to the 3rd party contractors prior to obtaining their services to ensure no products containing DNAPLs are used on-site. HMMP review and revision is crucial to continued plan effectiveness, implementation, and compliance.
Plan review and revision may be initiated through various activities, inspections, site operational
changes, and agency requirements. The HMMP be updated to reflect any changes and provided to SUB for
review for compliance with SDC 3.3-200 annually. All inspection records, monitoring and analysis data,
reports, training, maintenance and repair records, and other documentation related to the plan, will be
kept onsite with the HMMP for at least three years.

Section VI: Spill Prevention
The fuel storage and dispensing system includes engineering controls to prevent uncontrolled releases of
fuel to the ground surface in compliance with the DEQ UST Compliance Rules Division 150. The fuel
storage and dispensing system includes built-in mechanisms to prevent uncontrolled releases of fuel to
the ground surface or subsurface. Inadvertent fuel product spills will be contained and cleaned up using
absorbents. Absorbents and cleaning equipment are stored onsite at all times in the vicinity of product
transfer areas. All employees will be trained on spill prevention and release response procedures annual
at a minimum. The fueling system is equipped with interstitial space monitoring and pressurized line leak
detection with automatic shut-off. Tightness testing is performed annually.

Section X: Notes
Wellhead protection signs are installed on-site to inform staff and visitors of the importance of
reporting and cleaning up spills. These signs will be posted in visible areas at the station. Damaged
or missing signs should be replaced.
A private service contractor will manage all outdoor landscaping chemicals. The contractor will not
store any landscaping chemicals at the facility. To ensure that no DNAPL chemicals are used for
landscaping, ARCO 7203 will confirm with contractors prior to obtaining their services that they do
not use DNAPLs.

Definition
Dense Non-aqueous Phase Liquids (DNAPLs) are:
Heavier than water (specific gravity >1)
Have a low solubility rate (<10g/l or 1%)
Degrade to other compounds that are even more of a health hazard
For the purposes of Drinking Water Protection, DNAPL chemicals are defined as “all chemicals
displaying the characteristics of a DNAPL chemical or a material containing a substance considered a
DNAPL chemical”.
DNAPL Chemicals
DNAPL chemicals are commonly used as cleaners, de-greasers, coolants, pesticides, and for treating
wood. The following DNAPL chemicals are identified specifically but are not a comprehensive list of
chemicals considered DNAPLs. If a chemical meets the Definition above it is regulated and prohibited.

township and range, and running thence South 0° 15' 52" West along the Westerly line of said Claim No.
55, said line being the centerline of 42nd Street, a distance of 1090.50 feet; thence South 89° 43' 15"
East a distance of 45.00 feet to a 5/8" iron rod at the Northwest corner of that parcel described in a Deed
bearing Recorder's Reception No. 81-052490, said iron rod being the True Point of Beginning; thence
North 0° 15' 52" East a distance of 44.98 feet along the Easterly right of way line of said 42nd Street to a
1/2 inch by 36 inch iron rod at the Northwest corner of the subject parcel; thence South 89° 43' 15" East a
distance of 159.07 feet along the North line of the subject parcel to the Northeast corner of the subject
parcel, said line also being the South line of a 31 foot wide access easement described in an instrument
bearing Recorder's Reception No. 84-45024; thence South 0° 15' 52' West a distance of 190.55 feet
along the Easterly line of the subject parcel, said line also being the Westerly line of a 35 foot wide access
easement described in an instrument bearing Recorder's Reception No. 84-45024, to the Southeast
corner of the subject parcel, and the Northerly right of way line of U.S. Highway 26 (also identified as

of way line a distance of 130.07 feet to a 5/8 inch by 36 inch iron rod; thence along the arc of a 29.00 foot
radius curve right (the long chord of which bears North 44° 43' 42" West a distance of 41.02 feet) through
a central angle of 90° 00' 53" a distance of 45.56 feet; thence parallel to and 45.00 feet Easterly of, when
measured at right angles to, first said centerline of said 42nd Street, North 0° 15' 52" East a distance of
