Applicant Submits a Drinking Water Protection Application to the Development & Public Works Department  The application must conform to the Drinking Water Protection Submittal Requirements Checklist on pages 4-5 of this application packet.  Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Drinking Water Protection Submittal Requirements Checklist have been submitted.  Applications missing required items will not be accepted for submittal. 2. City Staff Conduct Detailed Completeness Check  Planning Division staff conducts a detailed completeness check within 30 days of submittal.  The assigned Planner notifies the applicant in writing regarding the completeness of the application.  An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided.  Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application and Issue a Decision  This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion.  Decisions address all the applicable approval criteria and/or development standards.  Applications may be approved, approved with conditions, or denied.  The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed.  The decision issued is the final decision of the City but may be appealed within 15 calendar days to the Hearings Official. All of the Standards for Hazardous Materials within TOTZ must be addressed. As part of the application we need to provide a narrative responding to 3.3-200 ordinance requirements for the Drinking Water Protection Overlay District. Our location seems to be located in the 1-5 Yr Time of Travel Zone (TOTZ). Please see attached illustration showing the site location within the city Time of Travel layout. Criteria for the 1-5 Yr TOTZ is listed under 3.3-235.B. and includes the following items: 1. The storage, handling, treatment, use, application, or production or otherwise keeping on premises of more than 20 gallons of hazardous or other materials that pose a risk to groundwater in aggregate quantities not containing DNAPLs is allowed only upon compliance with containment and safety standards specified by the most recent Fire Code adopted by the City. RESPONSE: According to the MSDS sheets and chemical list provided by ownership there will be approximately 235 gallons of various cleaning agents, protectants and other chemicals in storage at the proposed location. 2. Unless exempted, all hazardous or other materials that pose a risk to groundwater shall be stored in areas with approved secondary containment in place (Springfield Fire Code 5002.1 and 5004.2.2). RESPONSE: Per 5004.2.2, Secondary containment is only required when an individual container exceeds 55 gallons or aggregate containers exceed 1000 gallons. As we do not exceed either limit, so no secondary containment is required. 3. All new uses of DNAPLs are prohibited. 383 Inverness Parkway, Suite 175, Englewood, CO 80112 Page 2 of 3 Voice: 720.773.2800 RESPONSE: None of the chemicals used or stored contain DNAPL’s. 4. Any change in the type of use or an increase in maximum daily inventory quantity of any DNAPL is considered a new use and is prohibited. RESPONSE: No daily DNAPL is being used or proposed. 5. The following certain types of facilities or changes in chemical use and/or storage of hazardous or other materials that pose a risk to groundwater are prohibited: a. Hazardous material product pipelines used to transport the hazardous material off of the tax lot where it is produced or used; RESPONSE: There are no hazardous pipelines used to transport materials off the lot. b. Injection wells; EXCEPTION: Dry wells for residential roof drainage; RESPONSE: No injection wells are used on site. 6. Requirements found in Springfield Fire Code 5004.2.2.5 for a monitoring programand monitoring methods to detect hazardous materials in the secondary containment system shall be met for all amounts of hazardous materials or other materials that pose a risk to groundwater unless exempted. RESPONSE: There is no secondary containment so no monitoring of second containment is required. 7. The following requirements for inspection and record keeping procedures for monthly in-house inspection and maintenance of containment and emergency equipment for all amounts of hazardous or other materials that pose a risk to groundwater shall be met unless exempted: Schedules and procedures for inspecting safety and monitoring and emergency equipment. The applicant shall develop and follow a written inspection procedure acceptable to the Director for inspecting the facility for events or practices which could lead to unauthorized discharges of hazardous materials. An inspection check sheet shall be developed to be used in conjunction with routine inspections. The check sheet shall provide for the date, time, and location of inspection; note problems and dates and times of corrective actions taken; and include the name of the inspector and the countersignature of the designated safety manager for the facility. RESPONSE: None of the chemicals used pose any reisk to groundwater or drinking water when used as part of normal car wash operations. The car wash chemical formulas are formulated to be discharged into the sanitary sewer system. Note that all chemicals on site will be stored in their original 2.5 gallon container with the exception of the Hyper Sheen which will be stored in the manufacturer’s original 55 gallon drum. Tubes are inserted into open containers that then suck the chemicals into the car wash equipment and is dispersed onto the car wash vehicles with water as applicable for the specific cleaning agent. Chemicals are rinsed off of the vehicles with water and collected into a conveyor trench within the car wash tunnel. As cars approach the exit, they pass through a serious of blowers which blows off excess water and remaining chemicals into the conveyor tunnel trench. From the trench the used chemical car wash water is diverted to three 2000 gallon underground storage tanks that are sub-divided so that chemicals can rise and dirt can settle allowing water to clean through every stage. After going through all the reclaim chambers, non-potable water is pulled back into the car wash to be re-used on additional cars. On extremely busy days when more water is collected then can be used on the cars, the excess non-potable water has an overflow to go into a 1500 gallon sand-oil interceptor before being released into the sanitary system. Any accidental spills or equipment cleaning in the equipment room is directed directly to the sand-oil interceptor before going to the sanitary system. Emptying of the reclaim system tanks and the sand-oil interceptor usually occur on a regular schedule in which trucks are brought in to pump the tanks out and then the waste water is brought to a proper disposal site. At this time, the disposal company and routing of waste water has not been solidified yet. Usually the tanks will get emptied every 6 months or twice a year, but may be emptied more frequently depending on how busy the car wash ends up becoming.
